OF LODI OCTOBER 24, 1951- Pursuant 951 Pursuant to the adjournment regularly taken by the City Clerk from the regular meeting date of October 17, 1951, the City Council of the City of Lodi met in adjourned regular meeting at 8=00 P.M. of Wednesday, October 24, 1951, Councilmen Bull, Haskell, Finn and Tolliver (Lhyor) present, Council- man Preszler absent. The minutes of the previous meeting of October 3rd and of the adjourn- ment from the regular meeting due to be held October 17th were approved as written and mailed. PUBLIC B'.F GS - Lr Tohn M. Blodgett, owner of " Georges Liquor Store " at No. 112 North Sacramento Street appeared with the propriet- ors of Liberty Cafe, No. 114 N. Sacramento Street in a request that the provisions made in Section 2 of Ordinance No. 439 be modified as to the license tax on card games therein set at $25.00 per table per quarter. 21T Blodgett explained that the LICM,= TAX habitues of the various geek restaurants Were laboring men CARD TAHLffi who generally played cards for Turkish Coffee ox' beer and that their proprietors took no percentage of the stakes or made other charges for use of the card tables. Tn fact, these places are a " poor man's club " and are a means of keeping fe— laborers in town . The City Council expressed its approval of some means of allowing tables to be used for card games of this nature without emcessive license fees but stated that the drawing of a line between games played for amusement or very minor stakes and those entailing a substantial profit to the proprietor from such Mmes alone is the problem. City Manager Heller stated that a late survey of card tables in Lodi showed that out of 34 tables in various establishments, only 9 were declared for licensing. He suggested that an effort be made to particularly define the tem " card table " as used in Ordinance No. 439 so that a distinction could be made, if possible, between those used in the manner stated by 3W Blodgett and those where card playing is a business. IV Weller's suggestion was accepted. CMT M=GEt*S REPORT - 1W Wel1ar stated that an agreement had been reached between the City and the Trustees of Lodi school District as to the WASHINGTON apportiomoent of the cost of improving Lockeford Street in SCHOOL front of the George Washington School. The Board. of Trustees PAVING agrees to pay costs of pavement on lands of the District and deed a strip to the City for widening Lockeford Street, maintenance thereafter to be by the City. On motion of Councilman Rinn, Bull second, the City 3fnager was author- ized to settle this matter in the meaner outlined by him. A letter from Mr George T. MbOoy, state Eighway lshgineer RAMMU denying arbitrary action by the Division of Eighways in FREE9WY the location of Ramona Freeway through El Ibnte, as claimed LOCATION by the Myor of that City was read. Councilman Rinn explained D?SPM this controversey as presented to the Board of Directors of the League of California Cities. Letter ordered filed. Application of Dumont Packing Company to rent lots on the DMJQNT north-west corner of Lockeford and Washington Streets PACZMG CO. referred to the City 1knager for investigation as to use contemplated and te= for which this parcel would be desired. French, through the City 7.P.O.A. tanager extended an invitation to the City Council to attend DEC 11 a meeting of the Northern California Juvenile officers Association to be held in Lodi on December 11th. Invitation accepted and the City tanager instructed to ascertain how many Councilmen could attend prior to the meeting date. The City Manager was authorized to arrange frith Calt High School GALT H.S. for the use of the Stadium on November 2nd for a foot ball goms STAD1ZAd between Galt and Eldorado High Schools, the charge to be the least possible, probably the head tax only. ?teller was authorized to return the deposit of $5,000 made by HOSPITAL Lodi IMmorial Hospital Association last June in that the hospital WATER DEPOSIT is now inside the city limits through, annexation and the nater RETURNED line, for which this deposit was made is now completed. This job has cost $7,512.87 to date, some additional charges may bring the total cost to $9,000 according to the statement of the City Engineer. Lbtion to refund made by Councilman Rinn, Bull second. It appearing that the method devised in the city Planning Co=ission for establishing front and rear yard lines for FROtJ1 & RgLj Lots 32 through 43, PAtp of Westvmod Homes No. 2 would save YARDS IN the granting of many individual variences and obtain a IF-STW= consistent series of front and rear yard spaces in that part HOLM N0. 2 of this subdivision where Holly Drive and Lake Street approach LOTS 32-43 each other, this proposal was approved as a blanket variance S8T applying to these lots on motion of Councilman Bull, Rina second. The proposed yard lines are delineated on the official map of Westwood Homes No. 2 filed with the City Mork. On motion of Councilmen Bull, Rinn second, Levi Reich was VARIANCE OF granted a permit to construct a duplex dwelling on Lot 7 of I I REICH Peirano Tract as recommended by the City Planning ComcIssion. LOT 7 This lot contains 120 square Peet -less area than that required PEIRANO TR for a duplex dwelling in this area. Councilman Haskell APPH07ID -restated his objections voiced at the Planning CoMiSsiOns Continuation and expansion of the City's permit to supply water for domistic uses grahted by the State Board of Health on April 17, 1917 was requested by the adoption of Resolution No. APPLICATION 1642 " authorizing Application to the State Board of Health for NATER SUPLY a Permit to Supply Yater for Domestic 'Uses In the City of Lodi " PERMIT introduced by Councilman Bull, Rinn second and carried by the RES. 1642 following vote: AYE: Councilmen, Buil, Rinn, Haskell and Tolliver TOES: Councilmen, None. T. Iarsons Subdivision of the Me of Section 13, Township 3 North, Range 6 lt.st, located on the southwest corner of Cherokee Lane and AGAIN Kettleman Lane ( State Highways 4 and 12 ). Xr Meller read a report prepared by A. C. Heckenlaible, City Zngineer stating the.desireability of the City*s continuing TRACTOR- the use of two tractor -loaders by exchanging the first loader LOADER purchased sone years ago for a new one. Without oonmmitting _ itself to purchasing this equipmm* it vas moved by Council- man Bull, Haskell second, that specifications accompaming I& Heekenlaible*s letter be approved and that the City advertise for the purchase of a new tractor -loader• Claims amounting to x$759928.08 as approved by the City CLrl= Manager were allowed and ordered paid, motion Councilman Rinn, Haskell second.
