Unutes of the previous meeting of Jule 11, 1951 as written rrers approved, copies having been furnished each Councilman prior to this meeting. Sealed proposals for construction of sidewalks under Resolution of Intention No. 1601 were received, publicly opened and declared; SIDEXUK viz: W_ Burkhardt, 31y per square foot for walks and $25.00 per BIDS TRIM tree over 8 inches in diameter; Fred Kaus 35¢ and $50.00; UIMER Nanellini Construction Cc 75y and $100.00; Chas.I.Cunningham ADVISNMT 411¢ and 4100.00. Bids taken under advisement until the August 1 meeting, motion Councilman Bull, Haskell second, it appearing that there should be some clarification as to tree removal. REPCRT OF c CITY 1 AF,AGM - 1:r H. D. Weller,'City tanager, stated that the City Bnployees Association and the Police and Firemens Association had met with him in discussions relative to the salary survey report of the State Personnel Board. (Cf minutes of Judy 11). ;y Veller approved and recommended Council approval of this report with but Pea changes and the introduction or a salary and wage ordinance, also as proposed by by the State Board. a,L,RIFS Alterations suggested by the City Enployees Association and the Police and Firemen Association were presented �aean�d discussed 1951-52 at length, Messrs Robert Campbell and LeRoy P..T.Hofftan of the 3nployees Association were present and participated in this discussion. The Police and Firemen Association reenn"end- ed.:. that the classification of " motor patrolman ^ be placed is a higher range than police patrolmen. The advantages of this position and its draw -backs were disinterestedly presented by the City bhnager. The City Council decided that this job did not merit increased pay over that of a patrolman. Recor---end- ations of the Bnployees Association p that the Building Inspector be upped one step; the Office bhnager receive the same step up; the Commznity Counsellor be treated likewise and that Apprentice Line -_en, on attaining the grade of Lineman be advanced to the second step for that position, were treated separately in the -consideration of the salary and wage ordinance. The contention of the employees that the present six --months steps be continued instead of arcual changes was not approved, the City Council finding that annual pay changes are practically universal in other governmental jurisdictions, i`nost having five step ranges at annual intervals. The suggested ordinance requires but six ::.oaths probationary -service and then annual changes based on merit and seniority; this vas approved. :ayor Tolliver stated to the employees representatives that this survey was made in an effort to to reach a system of wages and salaries that would be equitable to both employee and employer. TLe City Council then took up suggested Ordinance No. 444 by sections, revising or approving its provisions in the following instances: Building Inspector fr= range 13-A to 14-A City3ineer ^ 20 B to 21-B Supt. Sections 1 to seven, inclusive of the proposed ordinance approved. Section 8 (c) substitute " department head " fon " anointing authority " in the last sentance of this subsection. The effect is that no employee can be absent on vacation for :ore than four consecutive weeks without special permission. ,"he remdining subsections of Section 12 and all of Section 13 to stand as written. Section 14 Holidays deleted. The City'Council and the City Tanager agreed that this section would be better handled in the ?biles for Personnel Proceedure under the Personnel Ordin- ance. Holidays to be desi�a£ed in accordance with general practice in comparable cities. Section 15 renumbered Section 14 and Section 15 added: Section 15 - Effective Date The salaries, rules and regulations hereinabove set forth shall be effective on and after July 1, 1951. In as much as appropriations to the Chamber of Co=erce has varied from year to year, it was decided that payment for the current year be made and not more that one-half of this amount be paid in addition pending an investigation of the claimed arrearage.
