AGENDA TITLE: Purchase of Padmount Transformers ($148,979.46)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the
bid for the purchase of 10 padmount transformers to the bidders
whose proposals and equipment met City of Lodi specifications,
and whose transformers are expected to yield the lowest overall life -cycle costs,

BACKGROUND INFORMATION: On September 3, 1997, the City Council approved specifications
and authorized advertisement for bids for five three-phase
padmount transformers.
On September 30, 1997, bids were opened and total life -cycle costs were evaluated. Life -cycle costs
are the combined total of purchase price plus cost of operation based on estimated power loss during
the projected life of the transformer. Proposals are also evaluated on the basis of compliance with
equipment and bid specifications. Failure to comply with both may lead to disqualification of the bid. A
summary of the bid evaluation is attached.
On October 1, 1997, it was learned that Pacific Coast Producers, 32 East Tokay Street, is in the
process of rebuilding a major portion of their plant. Under current plans, this project would require
relocation of the existing 4kV electrical system servicing the plant. However, several factors suggest
the better option for both the City and PCP would be to replace the old 4kV system with a more reliable
12kV system: (1) The 4kV system, due to its age, would require significant maintenance and
reconditioning to maintain reliability; (2) conversion to the 12kV system would relieve the City of the
liability associated with the single 12-4kV transformer presently located at the plant and back-up unit in
place at the Municipal Service Center, (3) service reliability to PCP would be greatly enhanced since the
load would be distributed to five individual padmount transformers instead of one 12-4kV unit; and (4)
having a 12kV system would significantly reduce the service restoration time in the event of a
transformer failure, providing a further benefit to PCP.
In order to implement this system upgrade within the available time frame (completion required by
March, 1998) the City must increase its award quantity on this bid by five 1500KVA padmount
transformers, from three units to eight, at an incremental cost of $84,594.53.

It is therefore recommended that the City Council authorize increasing the award for the 1500KVA
transformers from three units to eight (award to Western States Electric), and to award the purchase of
one each 225KVA and 300KVA units to GE Supply Company of Sacramento, as set forth in the
"Recommended Action" of this Council Communication.
The one 225KVA, one 300KVA, and three original 1500KVA units will be utilized to serve new
commercial and industrial loads at Kettleman Lane and Beckman Road, Kettleman Lane and Sylvan
Way, and on Neuharth Drive, respectively.

RESOLUTION NO. 97-168
A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE BID FOR THE PURCHASE OF TEN
PADMOUNT TRANSFORMERS
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council, sealed bids were received and publicly opened on September
30, 1997 at 11:00 a.m. for the purchase of ten padmount transformers for the Electric
Utility Department, described in the specifications therefore approved by the City Council
on September 3, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as shown on Exhibit A attached hereto; and
WHEREAS, on October 1, 1997 it was learned that Pacific Coast Producers would
- be rebuilding a major portion of their plant, and because of several factors which suggest
the better option for both the City and PCP would to be to replace the old 4kV system with
a more reliable 12kV system; and
WHEREAS, in order to implement this system upgrade within the available time
frame (completion by March, 1998), the City must increase its award quantity on this bid
by five 1500KVA padmount transformers, from three to eight, at an incremental cost of
$84,594.53; and
WHEREAS, the City Manager recommends that award of the bid for the purchase
of ten padmount transformers for the Electric Utility Department, be made to the bidders
whose proposals and equipment met City of Lodi specifications, and whose transformers
yielded the lowest overall life -cycle costs in each rating category, to wit:

NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the purchase of ten padmount transformers for the Electric Utility Department, be and the
same is hereby awarded to the above-described responsible bidders, in the total amount
of $148,979.46.
