This meeting of the City Council of the City of Lodi, regularly adjourn-
ed from July 5, 1951 in accordance with the provisions of Section 1 Of
Ordinance No. 253 and of Section 36811 Government Code, was held beginning
at five minutes past eight o'clock of Wednesday, July 11, 1951; Council -ea
Bull, Haskell, Preszler, Rina and Tolliver present, none absent.-
P, notes of the preceeding meeting of June 20, 1951 and the record of
the adjournment to this time and place were approved without correction.
Specifications for the annual audit of city accounts as
SPXIFICATIMZ submitted by the City Manager were approved on motion of
31•2011, AUDIT Councilman Rina, Haskell second and advertisement for
3v-PRCP:D informal proposals directed; it to be understood that award
would be made to the person or firm submitting the best
proposal arhich might not necessarily be the lowest bid.
SPECS. Specifications for the purchase of a pick-up truck for use of
PC= 'Luo the Poundmaster were also approved and advertisement for
APPPOVED sealed proposals authorized, motion Councilman Ball, Preszler
second.
Notices of meeting of the Conference of Councilmen and alder-

read and ordered filed.

At 9:15 P.M. Ur M. Robert Montello of the State Personnel.
Board, Division of Cooperative Services, explained the report
of the survey of salaries and wages made -by his division for
the City and of the methods used is making this survey.
REPORT OF Copies of this report were placed in the hands of each
STATE Councilman. Mr tiontello also submitted a draft of a. -proposed
P-MS0073L " Compensation Ordinance " which he advocated should be used
BQA2D ON in place of fixing salaries and wages by resolution. Both
documents taken under adwisement for study. Messrs Robert
Campbell and LeRoy P.T.Roffman of the City Anployees Assoc-
iation were present during discussion of the above report.
City h1anager Weller stated that the City Zmpl'oyees Association
had copies of the report and were to submit their comments
thereon to him by July 16th so that he could present them to
the City Council on July 18th.
Mr Weller reca=ended that the State Personnel Board complete
its Work in Lodi by making a classificatioh survey. 1�- ldontello
premised a fire estimate of maxim= cost before the meeting
to be held on July leth.
At 10:45 o'clock P.M. the City Council adjourned on motion

Councilman Bull objected to the closing of Sturla Street on
the ground that this would make another long block, (850 feet)

Installment payments for curbs and gutters installed on South
Lee Avenue in two " hardship " cases were tacitly approved,
neither case extending over twelve months.
