JUNE 20, 1951
This regular meeting of the City Council of the City of Lodi held
beginning at 8:04 o'clock P.M. of Wednesday, June 20, 1951; Councilmen
Preszler, Rinn and Tolliver present, Councilmen Bull and Haskell absent.
Ltnutes of the previous meeting of Tune 6, 1951 were approved as
mitten, copies having been furnished each Counoin.n prior to this
meeting.
REPORT OF THE CITY MANAGER -
P:'s H. D. Weller, City Manager, presented his recommendation
for award of contract covering the City's requirements for
AWARD OILS lubricating oils and greases for the coining fiscal year. Be
& GREASES read fret a tabulation of bids received by the Purchasing
TO TEXAS CO. Clerk on Tune 18th, stating that the bid of The Texas_Compary
R. 1618 is the lowest firm bid complying with the specifications and
recommended that award be made to that Compass. Recommendat-
ion accepted and award made in accordance therewith by the
adoption of Resolution No. 1618 introduced by Councilman
Rinn, Preszler second.
Bids received by the City Clerk up to 5:00 P.M. of June 20th
for publication of legal notices as required by Section
LEGAL ADVT. 37907 Government Code, for the fiscal year_ beginning Ally 1,
1951-1951 were read by the City imager. It being evident from the
ASifARDED TO two bids received, that The Lodi Times was low bidder, award
LODI TIMES was made to that newspaper by the adoption of Resolution No.
RES. 1619 1619 introduced by Councilman Preszler, Rinn second.
Application to the Director of Finance of the State of Calif-
APPPLICATIfSI •ornia for allocation of funds provided by Chapter 47, Statutes
CHAP 47 of 1944, as amended, to apply to the purchase of Lots 50 and
ITNEYS • 51, Lodi Barnhart Tract for a public park and playground was
RES. 1620 authorized by the adoption of Resolution No. 1620, introduced
by Councilman Preszler, Rinn second. The amount requested, the
remaining balance in "site fonds ' is 44,748.95.
Lr Weller stated that he had applied to the Board of Super -
COUNTY visors of San Joaquin County, as directed in Resolution iio.
RECREATION 1617 adopted June 6th, for County participation in local
FUNDS recreation to the amount of 411,528.00.
,Notice of the claim of W.G.Fisher, Rt`l, Box 157, Linden for
DAMAGE CLAM property damages alleged to have been sustained May 31,1951
N,G,FISHER :fret fire southeast of the city garbage disposal site in the
amount of 47,873.00 plus'loss of standing barley was read.
This claim is in the hands of the City's liability insurance
carrier for adjustment or rejection.
On receipt of notification tray +1my L. Boynton, Librarian of
A,W.MAR311RDT Lodi Public Library, that the term of office of Mr Arthur
REAPPOINTED W. Marquardt as Trustee of Lodi Public library would expire
TRUSTEE OF June 30, 1951, Councilman Rinn moved that Mr Marquardt be
LCDI LIBRARY' reappointed for the statutory term of three years; Councilman
Preszler seconded the nomination., Mayor Tolliver concurring
and Mr Marquardt was declared appointed to succeed himself.
Application for a new " on -sale " beer license at 110 North
BMR LICENSE Sacramento St by Salla Ali,being approved by the Chief of
110 N.SACTO Police, no objection to issue by the State Board of Equaliz-
ation was offered.

MEETING
JUNE 27.
lirWeller announced that Dr John B. Benedickson, President-
elect of California Dental Association would be in Lodi on
the evening of lune 27th to address interested persons on
the benefits of water fluoridation in the prevention of
dental caries. Mayor Tolliver suggested that the meeting
be held in the Council Chambers with the public and local
dentists invited. Suggestion accepted and the hour set at
8:00 P.M. The press representatives present were requested
to give the time and purpose of this meeting publicity.

At this time, Mayor Solliver opened the meeting to public
hearings, inciting all persons present to address the Cit;,
Council.

'Phe City Clerk presented affidavits from the two publishers of
newspapers of general circulation printed in the City of IAds
as proof of publication of notice that a public hearing would be
held at this time and place before the City Council for the
reception of evidence such as would justify the continuance Of
Federal rent control or the -decontrol of rents. Both publications
were made Tune 8th, more than ten days before the date of hearing.
J. P. Liebig presented a petition signed by 105 " citizens,
landlords and property owners " requesting the Council to take
such action as might be necessary to effect rent decontrol and

EFn NG in the City with 23 to be available on completion, about July 1.

Cladys M. Powell, Secretary of the Sacramento Apartment House
Owners testified orally to the effect that increases in rents had
not kept pace with increase in incomes, particularly wages; she
coemented on the injustice of the application of controls as
applying to returned veterans of world war 2 vdxo Have been
forced either to pay excessive rents for uncontrolled accomod-
ations or build at an excesisiive cost while tenants who haddAi

Councilman Rinn moved the adoption of Resolution No. 1622,
" Dote—,ining that Rental Housing Accomodations in the City of
Lodi are Sufficient to Justify the Discontianance of Federal
Rent Control Regulations in Said City 0 stating that this action
is supported by the evidence submitted and also warranted by
the fact that rents are now decontrolled in San Joaquin County,
in the City of Stockton and in the City of Ldanteca, all of which
have more need for rental housing than the City of Lodi.
Councilman Presler seconded the adoption of this Resolution and
it was then adopted by unanimous vote of x71 Councilmen present.
Councilman Rinn cautioned landlords that this action by the City
Council did not terminate rent controls and also warned owners
of rental properties that any unreasonable increase in rents
would bring back rent control, probably in a mach more severe
form than that now existing.
During the Course of the above hearing, O.H. Gillette of No.601
GI L3=1 North Sacramento St. complained about broken pavement at the
& alley intersection with Daisy avenue at the rear of his lot and
LaUCH Carl Much of 232 Eden Street also complained of a dusty alley
CCI 'IS near his duelling. Both referred to the City imager.

Intention No. 16aL adopted April 8, 1951; The schedule of prevail-
ing rages applicable to this work was approved and adopted by the
SIDMUK passage of Resolution No. 1621-A introduced by Councilman Preszler,

TTIM2 RES ed by the adoption of Resolution No. 1621 wherein the time for the
1601 reception Of sealed bids for the contract to do the work is set
RES00TICN5 for Wednesday, July 18, 1951 at 8;C0 P.M. This resolution passed
4621.A AND by unanimous vote of all Councilment present.
#1621 Lts Bary Balconi, speaking for her mother, Efts Adele Beronio, asked
ADOPM-D. that work on her mothers property at Dal sy and Pleasant be deferred
until after the grape harvest for fear of dust damage. ^his matter
left in the hands of the City Ib narger and City Engineer for
consideration.

Gains in the amount of #42,294.22 as approved by the City
CLAIM Anager were allowed and ordered paid bn motion of Council-
man Rinn, Preszler second.
The Council then proceeded to further consideration of
the 1951-1952 expenditure budget, the City Manager explain-
ing omission from the preliminary draft of Capital Expend-
iture and Contingent Flund moneys as these would be detente
gUDCOT ined as soon as the books are closed on June 30th. The
ADOPTZ) items displayed in the proposed ordinance adopting the
ORD119ANCE budget are those necessary to carry on maintenance and
