COLBI VARIENCE SET FOR SING A PPaL 4 A'_summary of bids opened by the Purchasing Clerk on ?.]arch 19 for purchase of a tractor- loader was reviewed by the City Manager together with the recommendation:of the City Vugineer that, although not the lowest bidder, award be made to Edward R. Bacon Company for a LSnneapolis-Moline tractor and loader as best suited for the City's purposes. 'LT 'filter Rott of Lodi Tractor Company, submitting the lowest bid, addressed the Council in favor of award to his company, claiming that the Ford tractor proposed by his firm is well within the specifications published, citing the " Nebraska Test " as proof of efficiency.- Lt Loren_Croanvell, Purchasing Clerk for the City stated that the Ford machine could only reach the 27 BP required at 2000 NPM while the same horsepower was attained by Minneapolis -Moline at 1450 NPM. Cromwell" also cited several troublesome parts and features of the City's present Ford equipment. Mir Rott said that these faults had been averome in the machine he offered. City Manager Weller su-gested a field test of both tractors and the City Council agreeing, it was decided that award would be rade, after competitive tests, to the company having the .best machine for the purposes for which it is to be purchased. .ice iieller presented a statement of changes thought necessary in the current year's budget occasioned by purchases of materials and doing work not contemplated at the time the budget was adopted by Ordinance No. 423 entailing additional appropriations of $45,500.00 and transfers from Special Gas Tax and Parking Meter Funds of $12,000. This last item would be considered when approved project statements are received from the Division of Righways as the $12,000 would be expend- ed for maintenance and reconstruction of secondary streets. Proposal approved and appropriations ordered by the passage of Resolution No. 1593 introduced by Councilman Haskell, Kinn second, all Councilmen voting in favor of the adaption. Li' David Brown, purchaser of a 67 foot wide lot from Glenn McC311 addressed the City Council requesting that he be granted a building pewit denied by the Building Inspector on Council order because there is no open street giving- " _ access to his lot. Mr McGill and L!r Brown discussed their street opening problems relating to the opening of Fairmont Avenue between Pine and -yak Streets for some two hours. It appearing that no agreement could be reached, Counci1m‘n Bull moved that this matter be tabled indefinitely until the property owners agreed to open and improve the street or consented to levying of special assessments to pay the costs through street opening and improvement proceedings. Motion carried and the regular order of business resumed. Notice was received from the Recreation Commission that LaT James R. Pullen, Wember of the Commission for a four year tem, had resigned for business reasons. At the suggestion of Councilman Haskell, appointment of a successor to Lt' Pullen was made part of the Council calendar for April 4th. The recommendation of the City Planning Commission that the application of Arthur Aacker for a pemmit to build a three flat apartment building at 111 West Vine Street was read.
