AGENDA TITLE: Purchase of Mounting Racks and Additional Tactical Rifles for the
Police Department under COPS Grant Funding ($16,606.43)

RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the bid for 32
mounting racks for the Colt .223 AR -15 tactical rifles to the sole bidder,
San Diego Police Equipment, San Diego, in the amount of $7,792.48.
It is further recommended that the City Council authorize the purchase of fourteen additional Colt .223 AR -15 rifles
and sixteen additional Giles slings to the low bidder from bids opened on August 27 and awarded on September
17, 1997, Botach Tactical of Los Angeles, in the amount of $8,813.95.
BACKGROUND INFORMATION: On June 18, 1997, the City Council authorized advertisement for bids for
Colt .223 AR -15 rifles and mounting racks using a $32,000 portion of the
Citizens Option for Public Safety (COPS) Grant.
Invitations to bid were sent to three authorized distributors for Big Sky Racks of Bozeman, Montana. San Diego
Police Equipment's bid was submitted prior to the bid opening date of September 26, but the bid submitted by LC
Action Police Supply of San Jose was delivered late. Emergency Vehicle Systems of Redwood City did not
respond.
Initially, the Department planned to obtain 20 tactical rifles and mounting racks with the portion of the grant
earmarked for this project. (On September 17, 1997, the Council adopted Resolution 97-137 awarding the
purchase of 20 rifles and slings to Botach Tactical at a cost of $12,759.76). However, prices obtained for both the
rifles and the racks have come in significantly lower than expected. As a result, the Department now has the
opportunity to arm more officers while staying within the dollar limits of the grant. With the Council's consent, the
Department would buy a total of 32 mounting racks, an additional 14 rifles (for a total of 34), and an additional 16
slings (for a total of 36 slings). Total cost of all equipment would be $29,366.19.

RESOLUTION NO. 97-167
A RESOLUTION OF THE LODI CITY COUNCIL AWARDING
THE BID FOR 32 MOUNTING RACKS FOR THE COLT .223 AR -
15 TACTICAL RIFLES TO THE SOLE BIDDER, AND FURTHER
AUTHORIZING THE PURCHASE OF 14 ADDITIONAL COLT
.223 AR -15 RIFLES AND SIXTEEN ADDITIONAL GILES SLINGS
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council sealed bids were received and publicly opened on September 26, 1997 at
11:00 a.m. for Thirty-two Mounting Racks for the Colt .223 AR -15 Tactical Rifles, described in
the specifications therefore approved by the City Council on June 18, 1997; and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Council adopted Resolution 97-137 on September 17, 1997 awarding
the bid for 20 rifles and slings to Botach Tactical at a cost of $12,759.76; and
WHEREAS, the prices obtained for both the rifles and the racks have come in significantly
lower than expected, and as a result the Lodi Police Department now has the opportunity to arm
more officers while staying within the dollar limits of the Citizens Option for Public Safety (COPS)
Grant; and
WHEREAS, the Lodi Police Department recommends purchasing a total of 32 mounting
racks, an additional 14 Colt .223 AR -15 Rifles (for a total of 34), and an additional 16 slings (for a
total of 36 slings) for a total cost of all equipment in the amount of $29,366.19.
NOW, THEREFORE, BE !T RESOLVED by the Lodi City Council that the award of the
bid for Thirty-two Mounting Racks for the Colt .223 ARA 5 Tactical Rifles, be and the same is
hereby awarded to, the sole bidder, San Diego Police Equipment in the amount of $7,792.48;
and
BE IT FURTHER RESOLVED, that the Lodi Police Department is further authorized to
purchase 14 additional Colt .223 AR -15 Rifles, and an additional 16 slings from Botach Tactical
of Los Angeles, California in the amount of $12,759.76.
