an, copies having been mailed each Councilman on Tanfary 19th.

L'r H. D. Weller, City )amager presented preliminary sketches
cede by :d. C. Yoder, Consultant in Sanitary Magi.neering,
outlining changes and additions in the activated sludge plant
on Fettlemen Lane deemed desireable to effect refinement of
the sludge and a 7luent discharged after treatment. The

additions su gested consist of addition of a grit chamber,
a second clarifier and a sludge digestion tank to be followedrAT�
M> later by addition of another digester. Tte cost estimate for
these works is $145,000.00 and would raise the present plant
06eu capacity to an equivalent of sewage treatment for a population
T of 25000 whereas, construction of works at the Mosley Road site
ARIZ®. about six miles west is estimated to cost $700,000.00 plus the
construction of an maditional sanitary sewage line. It appearing
to the City Council that the proposed changes at the activated
sludge plant would at least prolong its usefulluess, Councilman
Bull moved, aaskell second, that plans for the work be prepared
in accordance with the sketches submitted, provided that check I
with the State Department of Finance verified the fact that
planning funds in the a.proximate amount of $7,190.63 were
still available from allocations under Chapter 479 Statutes of
1944, as amended. Lotion carried.
Specifications for the purchase two 2 ton trucks for use in the
SCIFICATIOIS Street Department were approved and advertisement for the recept-
I - 2TO1q ion of sealed bids authorized on notion of Councilmen Haskell,
ICES AFM. Preszler second introducing Resolution No. 1587 vhich was passed
without dissenting vote.
The request of Louis Biasctti & Son, contractor on the Kettleman-
.Isom Lee Stara Sewer, awarded October 4, 1950 by Resolution No. 1566,
VTRACT for an extension of sixty days in which to ccaoplete this contract
Zl!=M) vas approved on motion of Councilman Haskell, Preszler second, on
SPY DAYS, the grounds that incessant Tains had made excavation of trench
virtually impossible.
For the same reason as in the preceeding extension, Stockton
TOC T(V Construction Companyts contract for construction of the North
MZTRQCTICN Min Street atom Sewer was extended to Lerch 9th, 1951. This

DID TO of Public Works, on November 1, 1950 by Resolution No. 1572.

Cu the recat mendation of the City Mmger, and in accordance with
t%ue statements made in Resolution No. 1586 adopted January 17,

LIVING a wages in the amount of $15.00 monthly, effective from February 1,
INCREASE IN 1951, was granted all employees, including heads of departments,
SALARIES AND by the adoption of Resolution No. 1588 introduced by Councilman

This adiastment is predicated on an apparent increase in the
SALARIES index published by -the Federal Bureau of Labor Statistics and
2c IIACIca; reflects an approximate increase of % based on the median salary
or Wage of $280.00 as established by Resolution No. 1531 adopted
Tune 21, 1950, establishing salaries and wages for the current
fiscal year.

In that the last published index of the Bureau of Labor Stat-
istics was published December 15th, 1950 displaying 3.4% as
average rise since July 15, 1950, the Council estimated that
the rise to February 1, 1951 would approximate 4.50, thus
by allowing a 5% adjustment, the j% additional would be in
SALARIF,S anticipation of immediate fukuxe increases and would be con-
& W&GES sidered when the BIS index reached 1.86 or at such time as
CONTILIM further adjustment was deemed necessary.
Application of the flat rate adjustment to employees with
part-timetGemployment or on an hourly basis is to be in
porportfons the same as applying to full time employees.
The police radio service man and the part-time sanitary
engineer are not to be considered as employees but as
independent contractors under agreement with the City.
As to appointees of the City Council: Councilman Rina
moved, Bull second, that the salary paid the City dludge
CCUIZIL and to the City attorney be increased each $10.00 monthly

as other employees covered by Resolution No. 1588 supra.
CITY WAGER Councilman Rinn then moved, Councilman Haskell second, that

the salary of the City L6mger be increased by the sum of
$50.00 monthly. Notion carried unanimously.

Citizens Advisory Committee, presented on behalf of the

the report of the latter Cocmdttee on its activities.
REPORT OF
This report, of nine pages and seven exhibits, is confined

to reco�laendations for the copstruction of a combined Court

and Jail Building to be located on city owned land east of

the City gall. The report was read at length by the City
Clerk and copies furnished each Councilman, the City manager
and one for the record.
Is Elson, after presenting this committee report, stated that
this would be the last report from the Citizens Advisory
Co-dttee. On Motion of Council man Haskell, Councilman Bull
second, the Advisory Commmittee was discharged with commendat-
ion for its efforts, giving full credit and recognition of
the service rendered to the canninity.
The City 29snager suE-gested that the Camnittee be reimbursed
for its expense in investigating the problem considered and
subject of this report.

re FRESHOUR Board fixing the credit for prior service of Charles T.Freshour,

LODI TRANSIT relating to financial affairs of Lodi Transit System as
S73TML affecting the passenger fare schedule of that company was
referred to the City Lhmger for appropriate action.
__ZC(FOLIC P;otices from the State Board of Equalization relating to
BGE alcoholic beverage licenses at No. 117-125 East Pine St.,
LICM0ES 521 West LocLeford Street and 711 North Sacramento Street
were read by the City Lhnager. No action deemed necessary.
Claims -in the amount of $81,780.25 as approved by the City
CLA11Z I:am ger were alloyed and ordered paid, motion Councilman_
Haskell, Riun second.
Improvement of Nest Lockeford Street in front of the George
WASHIi NZON Washington School was discussed. City Engineer Heckenlaible
SC'nCCL recd emended that the School Board gravel and roll this section
PAVr',iM'T of street, as producing a fair pavement until oil or asphalt
could be applied. Pecaamendation accepted.
