AGENDA TITLE: Receive Bids and Purchase of 30,000 feet of #477MCM
Bare Aluminum Conductor, and 40 each 55 -foot Class 2 Wood
Utility Poles (Estimated Cost $45,000)

RECOMMENDED ACTION: That the City Council authorize receipt and opening of bids on
October 17, 1997, and further authorize award as soon as possible
thereafter, for the purchase of 30,000 feet of #477MCM bare
aluminum conductor, and 40 each 55 -foot Class 2 wood utility
poles. Estimated costs are $22,000 for the aluminum wire and $23,000 for the poles.
BACKGROUND INFORMATION: On October 2 the Electric Utility Department notified the Finance
Department's Purchasing Division of the need for materials to
begin construction of the 12kV power line extension from the
Industrial Substation to Cherokee Lane. Construction is scheduled
to start December 1.
While many of the required construction materials are in inventory or readily available from suppliers,
the #477MCM wire and 55 -foot Class 2 poles must be formally bid and ordered. Because of the
compressed time -line, the standard process of City Council approval of specifications (theoretically,
October 15), formal advertising and opening of bids (October 29), and City Council's award (November
19) would allow insufficient time for material delivery to meet the December 1 start date. Therefore,
staff requests the Council's approval to open bids on October 17, 1997 (with bids advertised on
October 7), and to award as soon as possible thereafter to the lowest bidder able to deliver the
materials by December 1. The City Council would be advised of bid results and subsequent awards at
the meeting of November 5, 1997.

EQUIPMENT SPECIFICATION
OVERHEAD CONDUCTORS, 477.0 KCM, BARE ALUMINUM (AAC)
GENERAL:
This specification is for stranded aluminum overhead conductor, suitable
for use in the City of Lodi's 12.0 kv overhead distribution system.
SPECIFIC SPECIFICATIONS:
477.0 KCM all aluminum conductor (AAC), 19 strand, Class AA. Code Name: COSMOS.
STANDARDS:
The conductor shall meet the requirements of the latest edition of the
applicable NEMA, ASTM and ANSI standards, unless otherwise noted in this
specification.
SHIPPING:
Conductor to come in reels of 8,000 feet (nominal). Each end of the conductor
shall be firmly secured to the reel. No lagging is required. All shipments
shall be prepaid, F.O.B. Lodi, California. Reels shall be shipped upright.
REEL MARKING:
Each reel shall be marked with a durable label securely attached to a
flange of the reel and plainly marked stating the destination, the purchaser's
order number, shipping length of conductor on reel, weight of reel (tare
weight), total weight of the conductor on reel, type and size of conductor
and code name.
MAKE UP AND LENGTHS:
NEMA standard code reel #6628 (66 in. flange diameter, 28 in, traverse width)
shall be used. Conductor length on each reel shall be 8,000 feet (nominal).

SPECIFICATIONS
WOOD UTILITY POLES
1.0 SCOPE
These specifications cover the minimum acceptable quality of full-length
wood poles for use in the City of Lodi's overhead distribution and
subtransmission system.
2.0 SPECIFICATIONS
The following specifications shall be met:
A. Poles and methods of manufacturing shall be in accordance with
American National Standards Institute (ANSI), Rural Electrification
Administration (REA) and American Wood Preservers Association
(AWPA) latest revision, except the spiral grain of any pole shall not
exceed one complete rotation in any 30 feet.
B. Poles shall be cut, marked and bored as specified in Section 6.0 of
this specification.
3.0 TREATING REQUIREMENTS
The following requirements shall be met:
A. Prior to treatment, poles shall be seasoned to a maximum of twenty-
five percent (25%) moisture content of the sapwood based upon the
oven -dried weight.
B. Poles shall be Douglas Fir and pressure -treated with
pentachlorophenol in accordance with the requirements of AWPA
Standards C1, "All Timber Products - Preservative Treatment by
Pressure Processes," and C4, "Poles - Preservative Treatment by
Pressure Processes," or the latest revisions thereof.
C. The pentachlorophenol shall meet the requirements of AWPA
Standard P8, "Standards for Organic Preservative Systems," or the
latest revision thereof. The carriers shall be a petroleum solvent in
conformance with the latest edition of AWPA Standard P9, "Standard
for Hydrocarbon Solvents for Oil -Borne Preservative."

4.0 ALTERNATE SPECIES AND TREATMENTS
The following species and treatments which otherwise meet or exceed the
requirements of these specifications will be considered as alternate:
• Species other than Douglas Fir.
• Douglas Fir pressure treated with pentachlorophenol in heavy petroleum
solution.
• Copper napthenate treatment.
5.0 HANDLING AND SHIPPING
The following requirements shall be met:
A. After treatment, the pole surface shall not be damaged by dragging or
from the use of cant hooks, peavies, tongs, cables, slings and other
tools normally used in pole -handling operations.
B. Unloading shall be performed only by crane or unloader supplied by
the trucker/bidder. All shipments will be F.O.B. delivered and
unloaded, Lodi, California.
6.0 ADDITIONAL REQUIREMENTS
The following requirements shall be met:
A. Marking
Poles shall be permanently marked on the face and the butt of each
pole in accordance with ANSI Standards.
Exception: The distance of the pole brands from the butt shall be:
10 feet for 50 -foot pole lengths and below;
14 feet for 55 -foot to 75 -foot pole lengths;
18 feet for 80 -foot to 100 -foot pole lengths.
B. Cutting and Boring
• Full length treated poles shall be cut and marked before treatment.
• Poles shall be cut so that the butts are approximately square.
• Poles shall be cut so that the tops have a slope in any direction of
approximately two inches (2") over the diameter.

RESOLUTION NO. 97-166
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE
RECEIPT AND OPENING OF BIDS FOR 30,000 FEET OF #477MCM
BARE ALUMINUM CONDUCTOR, AND 40 EACH 55 -FOOT CLASS 2
WOOD UTILITY POLES, AND FURTHER AUTHORIZE STAFF TO
AWARD BIDS IMMEDIATELY
WHEREAS, the Electric Utility Department is in need of 30,000 feet of #477MCM
Bare Aluminum Conductor, and 40 each 55 -foot Class 2 Wood Utility Poles to begin
construction of the 12kV power line extension from the Industrial Substation to
Cherokee Lane, which is scheduled to begin December 1, 1997; and
WHEREAS, strict adherence to formal advertising and opening of bids and City
Council's award time line would allow insufficient time for material delivery to meet the
December 1 start date; and
WHEREAS, it is staff recommendation that the City Council authorize the receipt
and opening of bids on October 17, 1997, and further authorize staff to award the bids
to the lowest responsible bidder immediately following the evaluation of the bids; and
- - WHEREAS, bid results and subsequent awards to be made to the City Council at
the meeting of November 5, 1997.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
authorizes receipt and opening of bids on October 17, 1997 for 30,000 feet of #477MCM
Bare Aluminum Conductor, and 40 each 55 -foot Class 2 Wood Utility Poles, and hereby
authorizes staff to award the bids to the lowest responsible bidders immediately
following the evaluation of bids in the estimated amounts of $22,000.00 for the
aluminum wire, and $23,000.00 for the utility poles.
