OCTOBER 8, 1952
This meeting of the City Council of the City of Lodi,
regularly adjourned from October 1, 1952, in accordance with
the provisions of Section 368C5 of the Government Code, was
held beginning at ten minutes past eight o'clock on Wednesday,
October 8, 1952; Councilmen Preszler, Richey, Rinn, Robinson,
and Haskell (Mayor) present; none absent.
The minutes of the preceding meeting of October 1, 1952,
were approved as written, copies thereof having been mailed
each councilman prior to this meeting.
REPORTS OF THE CITY IV.ANAGER
City Manager presented a request from the Junior
Cham=ber of Commerce for permission to place a
table containing two bottles of water, one con-
taining water treated with sodium fluoride and
one containing untreated water, in the lobby
of the City Hall. The request stated that the
display would not include any propaganda either
pro or con relative to the measure or: the Novem-
FLUORIDATION ber ballot. Councilman Preszler opposed the
DISPLAY proposal stating that there were sufficient
places other than the City Hall for a display
of this nature. Councilman Robinson stated that
'.^.e would favor the City of Lodi as sponsors
of the demonstration. Councilman Rinn moved,
Robinson second, that the City of Lodi, through
the San Joaquin Local Health District, place
in the lobby of the City Hall a bottle of water
containing one part per million of sodium fluoride
and one bottle of untreated water as an aid to
the citizens in making an intelligent decision
on November 4th election. The motion passed
without a dissenting vote. Councilman Preszler
stated that he declined to vote.
A request from the Northern California Conference
of Seventh -day Adventists for permission to
_ PtiRADE hold a parade in the City of Lodi on October 26,
PE Ri-11IT 1952, was approved on the motion of Councilman.
Robinson, Richey second, with the provision that
such permission was subject to the approval of
the Chief of Police regarding the route of march.
i•:r. Weller reported a verbal request from the
Retail Yerchant's Division of the Lodi District
Chamber of Commerce for the City to install waste
WASTE PAPER paper receptacles on the sidewalks of the doom-
RACEPTACLES town district. After a short discussion it was

AREA until members of the Council had the opportunity
to investigate the question at the forthcoming
conference of the League of California Cities.
Mr. '.yeller asked the Council what action it wished
to take relating to Proposition 10 on the November
ballot. he explained the ways in which the City

of Lodi would be affected by the passage of this

measure, particularly as to its effect or. our

membership in the League of California Cities.
Councilman Robinson explained that this subject
had been discussed at the recent meeting of the
Central galley Division of the League of Cali-
fornia Cities. Pe stated further that it was
his belief that the Council should use all of

the adoption of Resolution. No. 1702 expressing the
opposition of the City Council to Dorn_osition 10.
The motion. was seconded by Con.^.cilmah Richey and
gassed unanimously.
t�:ayor naskel'_ introduced newly-appointed Chief
of Police Fred Hunt to the members of the Council.
Chief Hurt addressed the Council briefly expressing
his anureication to the Council for his acpointment.
Mayor Haskell invited John F. Blakely to leave
his seat in the audience and Join Council dur-
ing the evening's discussion.
COU..^.cilman ?inn requested that the letter to the
members of the Council from the City 1%;anager sug-

utilities to new territory be read or explained to
the Council as a body and to the audience. i�:r.
'Meller outlined the problem facing the City and ex-
plained his proposed solution. Briefly, the L.ro-
C-X�3 DER posal calls for the subdivider to pay entire cost
PROPOSAL of extending the utilities with the City repaying

EXTEN'SIOH rena;,,ment. :•:r. J.J.Mangusto complimented the Coun-
cil for what he termed an intelligent proposal.
Councilman Robinson raised t-rio ob ections to the
proposal: (1) 'He felt t- at b0 of gross revenue
should be reduced to.not more than 50,E of gross
revenue as a figure upon which to base th-e refund;
(2) he felt that the quarterly accounting as sug-
gested by i:r. "Veller would place too heavy a burden
upon t-.e amity's accounting staff. After a lengthy
period of questions and answers, it was generally
agreed that further action on. the proposal should
be delayed until the members of the Council had an
opportunity to study the proposal in detail.
Councilman Rinn reported that the City Engineer had
sought his aid, even though he no longer represented
the Bewley estate, in obtaining a 25 foot easement
through the 3ewley property in the 43rd Addition.
The people administering the Bewley estate are agree-
able to granting the easement if in return the City
will bear the expense for the pulling of several
Ria. NO.1703 rows of grape vines and will forego a deposit for
EASEMENT utility extension in the event of future development
THROUGH of the property. The City Engineer recommended that
BEWLEY the City accept the terms offered. He explained
PROPERTY that the easement to be procured lies in the area
which will eventually be the extension of Orange
Avenue and that the easement is necessary in order
to use this route in the extension of water and sewer
lines south to the Clancy property. Councilman
Robinson moved, Preszler second, that Resolution No.
1703, approving the recommendations of the City
ngineer, be adopted. The motion passed. During
the discussion the question of whether the proposed
policy on utility extensions should be applied to
the Clancy property was raised. The City Engineer
expalined that Lr. Clancy's request for utilities
had been received and accepted on the part of the
City ?inripr the old policy several weeks prior to the
Council's action suspending the old policy.'
