Preszler, Richey, Rinn, Robinson and Haskell (Mayor) present; none absent. The minutes of the previous meeting, September 17, 1952, were approved as written and mailed. Communication from the State Division of Beaches and Parks stating that the City's reouest for aopraisal of Lodi Lake Park would be submitted to members of the State Park Commission at its next meeting. on October 10, 1952, with the recommenda- tion of the Division staff that appraisals be in- stituted and all preliminary work be done before a final acceptance of the park as matching and negotiations commenced for acquisition. Application of Thomas C. Gholson of the Veteran Cao Company for a taxi cab stand at 33 North Sacramento Street. Councilman Preszler roved that public hearing he set for October 22, 1952, Richey second and carried. Councilman Rinn re- quested that a report be made by thePoliceChief as to desirability of a cab stand at this location. The City Attorney stated that the .�5.00 fee would be reluired for publication of notice of such hearing. HEARINGS NEW POLICY CONCERNING UTILITIES FOR ANNEXATIONS TO HE FORMULATED At this time the Mayor declared the meeting open for hearing on the annexation of Lowe's Addition. No one appeared against the annexation. Councilman Rinn brought up the matter of providing utilities to this and other annexations that were being re- quested, stating that an equitable policy regarding financing of utility extensions to annexations would have to be resolved. he said that a fee might be reouired of newcomers to help with the cost of capital investment necessary to take care of new areas. Mayor Haskell stated the present policy of a 50% deposit with a refund after con- nections are made was not adequate to take care of the rural areas that were asking for annexation. After further discussion, Councilman Robinson introduced Ordinance No. 467, AP°ROVING THE AN- NEXATION OF LO';iE'S ADDITION TO THE CITY OFLODI AND DECLARING THAT THE SAME IS ANNEXED TJ AND MADE PART OF THE CITY OF LODI, with the understand- ing that details regarding utilities would be worked out later. The motion was seconded by Councilman Richey with the understanding that an '.:inutes of 'October 1, 1952 continued. Councilman Preszler introduced Ordinance No. ORD. NO. 468 468, APPROVING THE ANNEXATION OF 45TH ADDITION, ANNEXATION OF LOTS 41 THROUGH 46 OF THE GERARD TRACT, TO THE 45TH ADDN. CITY OF LODI AND DECLARING THAT THE SAIME IS AN - INTRODUCED NEXED TO AND ;FADE PART OF THE CITY OF LODI. No. 467, reading omitted by unanimous consent INTRODUCED after reading by title, Richey second and carried. Councilman Preszler introduced Ordinance No. ORD. NO. 468 468, APPROVING THE ANNEXATION OF 45TH ADDITION, ANNEXATION OF LOTS 41 THROUGH 46 OF THE GERARD TRACT, TO THE 45TH ADDN. CITY OF LODI AND DECLARING THAT THE SAIME IS AN - INTRODUCED NEXED TO AND ;FADE PART OF THE CITY OF LODI. The motion was seconded by Councilman Rinn, reading omitted by unanimous consent after reading by title, and passed. Krs. Amos P. Reese then appeared on behalf of the Ordinance No. 466, DECLARING THE INTENTION OF THE CITY COUNCIL OF THE CITY OF LODI TO VACATE REQUEST THAT PORTION OF FALLS AVENUE LYING BETWEEN GRANT TO PUT UP AVENUE AND ROPER AVENUE, having been introduced EISENHOWER at the meeting of September 17, 1952, was BANNER brought up.for passage on the motion of Council - ORD. NO. 466 man Richey, Robinson second. Second reading INTENTION TO was omitted by unanimous consent, after reading VACATE FALLS by title, and was then passed, adopted, and AVE. PASSED ordered to print by the following vote: AYES: Councilmen, Richey, Robinson, Rinn, Preszler and naskell NOES: Councilmen, None ABSENT: Councilmen, None i-:ayor Haskell then signed Ordinance No. 466 in approval thereof. Public hearing has been set for November 5, 1952. Krs. Amos P. Reese then appeared on behalf of the Republican and Democratic Women for Eisenhower requesting permission to replace a banner above REQUEST the City streets. Councilman Robinson moved TO PUT UP that the request be granted with the proviso EISENHOWER that the City would assume no responsibility BANNER for any damages that might be incurred and that GRANTED only one banner be allowed each party making such a request. The motion was seconded by Councilman Richey and passed by the following vote: AYES: Councilmen, Robinson, Richey & Preszler NOES: Councilmen, Haksell and Rinn 131 Minutes of October 1, 1952 continued. REPORTS OF THE CITY MANAGER -enry A. Glaves, Hr., acting for the City i•ianager, reported that two bids had been received on the RES. /1701 carry -all for the Engineering Department, as AWARD follows: CARRY -ALL Loewen Auto Co. Chevrolet 41375.10 L. G. grown GMC 1550.00 On motion of Councilman Rinn, Richey second, Resolution Pio. 1701 awarding bid to Loewen Auto Company was passed. The request of Mr. Edgar Pietzke for water ser- vice to his property lying outside the City limits, held over from the meeting of September EDGAR PIETZKE 17, was brought up for action. H report from REQUEST FOR the Sunerintendent of Public Utilities stated WATER SERVICE that the City had a pump near the Pietzke prop - GRANTED erty which would be aided by connection to the Pietzke property as the connection would provide an air vent; also there was an excess supply of water in that area and few ysers. The request was granted on motion of Councilman Preszler, Richey second. Claims in the amount of 113,611.40 were approved on CLAW'S the motion of Councilman Preszler, Robinson second. REIMAN ST. n memo from the City Engineer stating that Reiman RESURFACING Street had been resurfaced was read. The City Engineer reported that all pipe except PIPE ON some 12" and 14" pipe had been removed from the SALF14: SCHOOL Salem School Grounds and that the remaining pipe GROUNDS would be removed at a later date when work per- mitted, providing the Council approve. The Council agreed with this course of action. A letter from the Mayor's Traffic and Farking Committee recommending that the Southern Pacific Company's lot on the east side of Sacramento Street be leased and that the entire area be S.P. LOT converted into a parking area was read. It also RECO:1,2:ENDED recommended that this lot be operated in the same FOR OFF-STREET manner as the City's present off-street parking PARKING AREA lots. Councilman Rinn moved that the City Engineer prepare tentative plans and estimate of cost to establish this parking lot and that the City Clerk start negotiations with the Southern Pacific Company for a lease. The City Attorney was instructed to take care I.V.AUILER of the complaint of I. V. Auiler concerning the COMPLAINT unsightly condition of the premises next to his office on Cherokee Lane. The City Attorney and the City Clerk were in- structed to contact other cities and the League of California Cities regarding annexation policies. T e City Engineer reported that some time ago he had talked to yir. Tait of the Southern Pacific S.F. TRACES office in Stockton about the cost of moving tracks ON EAST on Lockeford Street near Pain. Mr. Tait said he LOCKEFORD ST. estimated the cost as between 410-15,CCC; however, no written estimate has been submitted. h:r. Tait also told Nr. Heckenlaible that it might be less expensive in a few years when it would be neces- sary to replace the ties. Minutes of October 1, 1952 continued. The Council requested that the City Pianager again contact the County with respect to Hutchins Street and Ham Lane.
