AUGUST 6, 1952
Th. is regular meeting of the
City Council of the City of Lodi
held 'beginning at 8:10 o'clock p.m. on :vednesday, August 6, 1952;
Councilmen Preszler, Rinn, Richey, Robinson and haskell (Mayor)
present; none absent.
The minutes of the previous meeting, July 16, 1952, were
approved as written and mailed.
Letter from the i•:ayor of the City of Inglewood,
California, recuesting that the r=esolution adorted
by the City Council of that city opposing the 4a
TABU statewide sales tax proposed by the County Super -
SALES T X visors' Association be read and made a part of the
RESOLi _ ! records was read by the City Manager. Letter fur-
ther requested that the Lodi City Councilaiso con-
sider a similar action. Councilman Rinn, Robinson
second, moved to table the matter. The motion
gassed.
A letter from E. J. iettler, President of the Farmers
i :'Aerchants Bark, requested that the parking on the
north side of Elm Street between Sacramento and
School Streets and on School Street between Elm and
Locusts Streets be changed from parallel parking to
diagopal. parking. The letter offered as a justi-
fication for the request that 11 more sraces could

be added to the parking area in the bloek on Elm

Street if diagonal parking were used. Councilman

Further, he stated, if this request were granted

reported that he had answered her letter thanking
her for her kind letter.
Letter from Jakridge Realty Development Oompany
requesting the Council's consideration of a petition
for annexation of twenty-five acres of land south

".r. Siegfried stated that this stria- was part of a

Con_ressioral grant to the Central Pacific Railroad
and that he could not say specifically who held
title to the land or what use would be made of this
land. Councilman Robinson observed that industrial
sites were scarce in Lodi and this development will
render the land adjacent to the railroad useless
for this _urpose. The petition for annexation ::as

County Boundary Commission.

St., requesting annexation of her property to the

was referred to the City Clerk for the purpose
of securing valid petition from party involved.
The City Manager read a letter from idr. Anton A.
Heisler which explained that prior to World War
II he had granted permission to the City to run
a server line through his property abutting on
Ham Lane. At the time he granted this permission
the City agreed to allow him to hook up to this server,

agreeing also to pay half of the expense. The letter

further stated that the labor shortage during the

war postponed the accomplishment of the hook up.
At this time Mr. Heisler requested permission to
run his line to the sewer on South Fairmont at his
own expense since the distance involved would be
50 feet as compared to 7CO feet to Ham Lane. The
request was granted for the reasons as stated in
the letter.

Mayor naskell.then declared the meeting open to
public hearings. Mr. Pderrill Stone addressed the
Council and recalled that at the July 16 meeting
Stone Brothers had requested annexation of a por-
tion of the Garibaldi property on the south side
of ;lest Lockeford Street which the Stone Bros. were
presently to purchase. The Council had taken no
action at the time of the original request pending
receipt of a petition from the owner of record.

purchased under a purchase contract that a petition
signed by yr. Stone would be valid. i�r. ',yeller
related the events up to this meeting for the
benefit of Mayor Haskell who had been absent at
the previous meeting. Air. 4feller concluded by
stating that the matter appeared to be a question
to be settled by Stone Bros. and Air. Garibaldi
and that it was his opinion that the City should
not be a party to the controversy. Councilman
Rinn moved, Robinson second, that the City Coun-
cil reaffirm the position adopted at -the July 16
meeting. The motion passed.

July 16, 1952, was brought up for passage on the motion
of Councilman Robinson, Preszler second, second reading
omitted by unanimous consent, after reading by title,

The City Manager read a memo from the City Engineer
suggesting that the Cite purchase for .3,250 an
American motor grader which the City is presently
PPROVES renting from the TWicker-Wood Co. of Sacramento.
LEASE PliRCH�SE The memo exnlained that the rental fee of w325 per
•iOTCR GRADER month for 2i months will be applied toward the pur-
chase price and that the machine, which is presently _
being used in grading of alleys, could be sold
at the end of the year at a price which would
result in a savings to the City. The purchase
under the terms indicated was approved.
A request from the Lodi News -Sentinel that the
City council purchase an advertisement in the
FESTIVAL special Festival edition of the newspaper was
ADVERTISING tabled pending a determination of the Council's
action on this matter last year.
C.P.C. Councilman Robinson moved that Walter Tecklenburg
APPOINT:-IE`T be re -appointed to the Planning Commission. The
motion passed unanimously.
On the motion of councilman Richey, Robinson
LIBRARY second, Ida E. Rinn was re -appointed to the Library
BOARD Board of Trustees and Louis P. Singer, Jr. was
APPOINTMENTS appointed to the vacancy created by the resig-
nation of Wilson H. Thompson.

On the motion of Councilman Rinn, the meeting
wad adjourned at 9:50 o'clock p.m.
