Rinn, Mabel R. Richey, W. J. Robinson and Mayor T. A. Haskell, present; Councilman Ed Preszler absent. Minutes of the previous meeting, June 18, 1952, were approved as written and mailed. COi4,11UNICATIONS Letter from San Joaquin County Disaster & Defense S.J.D. do D. Council announcing the regular monthly meeting to COUNCIL be held in the City Hall, Stockton, at 3 p.m., VEETING June 26, 1952, was read by the City Manager. PUBLIC HEARINGS At this time Mayor 'Haskell decoared the meeting open to anyone who cared to address the Council. Ed De$enedetti, representing the Coordinating Coun- cil, explained that the Coordinating Council had recognized the necessity of doing something to improve the appearance of the area belonging to the Southern Pacific Company which lies in front of the depot bordering on Sacramento Street. As chairman of a committee appointed to study the problem, DeBenedetti presented the City Council with a plan for improving the area developed in conjunction with a representative of the Southern Pacific Company. The plan calls for preparing the area for off-street parking with a black topping surface and beautifying ,the general area by planting shrubs. The estimated COORDINATING cost of the pian would be 41922.00. He further stated that he felt it an appropriate time to give consideration to the problem by getting business men, merchants, etc., together as an attempt to reach a solution and that the question of the 5. P. Co. parking area could be included in the study. h;rs. Richey stated that it was her under- standing that the primary purpose of the Coordina- ting Council's proposal was the beautification of the area. This view was substantiated by Miss Amy Boynton, a member of the Coordinating Council. Councilman Rinn stated that the obligation for pro- viding off-street parking, which is the merchant's problem, should not be confused'with the problem of City beautification. Although he agreed that the S.P. area was an eyesore, he did not want to set a precedent in the matter of beautification. Council- man Robinson mentioned the problem of transient use of the S.P. area during the harvest season, and ex- pressed the view that it was good business to take advantage of the 41.CO per year lease offered by the S.P. Co. At the conclusion of the discussion it was generally agreed that action on the request of the PARKING Coordinating Council would be postponed until Mayor COMM-ITTEE Haskell nas an opportunity to appoint a committee for the purpose of studying the parking problem throughout the City. 104 Minutes of June 25, 1952 continued) REPORTS OF THE CITY MANAGER The City Manager reported on a letter from the City Librarian announcing that the terms of Board members Wilson H. Thompson and Ida L. Rinn expire on June 30, LIBRARY BOARD 1952. After 50 years service on the Library Board, TERMS EXPIRE Mr. Thompson has asked that he be relieved of further service due to ill health. At the same time Mr. Weller informed the Council that the term of Mr. Walter Tecklenburg on the Planning Commission also expires on June 30. fir. Rinn moved that a committee TRIBUTE TO consisting of Mayor Haskell, Librarian Boynton and W.H.THOMPSON City Manager Weller prepare a tribute for presenta- tion to Mr. Thompson for his king devoted service. On the second of Mrs. Richey, the motion passed. Mr. Weller supplied each of the Councilmen with a copy of the proposed policy statement relating to responsibility of subdividers for street improvements as requested by the Council at its previous meeting. ;sir. Robinson proposed that the matter be held over until the return of the City Engineer from vacation in order to get his concurrence. Mr. Weller replied that this was not necessary because this is the only policy which could answer the request of the City POLICY Engineer. Mayor Haskell felt that the statement CLARIFICATION should include something more definite relative to the hosting of bond or deposit to insure completion of the street work as required. "In no event" he said, "should -failure to act on the subdivider's part throw the obligation onto the future property owner." Councilman Rinn moved that the City Manager amend the policy statement with the addition of the phrase "as the City Council shall require" to the first sentence of the statement and report back at the next Council meeting. With the second of Mrs. Richey, the motion was passed. Claims in the amount of 432,535.51 were ordered paid CLAIMS on the motion of Councilman Rinn, Richey second. ORDINANCE NO. 458, "ORDERING THE VACATION OF THE ALLEY IN BLOCK SIX, LAWRENCE HOMESTEAD ADDITION", having been introduced after public hearing on June 18, 1952, was brought up for passage on the motion of Councilman Rinn, Richey second. Second reading was omitted by unanimous consent, after reading by ORD. 458 title, and was then passed, adopted and ordered to ADOPTED print by the following vote: AYES: Councilmen, Haskell, Richey, Rinn and Rob- inson. NOES: Councilmen, None ABSENT: Councilmen, Preszler Mayor Haskell then signed Ordinance No. 458 in approval thereof. ORDINANCE NO. 460, "AMENDING THE ZONE DISTRICT MAP OF THE CITY OF LODI BY ADDING THERETO THE 142ND ADDI- TION, SOUTH OF LODI BARNHARDT TRACT AND IWEST OF CHERO- DEE LANE', AND ZONING AND CLASSIFYING THE LOTS THERE- IN", having been introduced after public hearing on June 18, 1952, was brought up for passage on the ORD. 460 motion of Councilman Robinson, Rinn second, second ADOPTED reading omitted by unanimous consent, after reading by title, and then passed, adopted and ordered to print by the following vote: AYES: Councilmen, Haskell,Rinn,Richey & Robinson NOES: Councilmen, None ABSENT: Councilmen, Preszler Mayor Haskell then signed Ordinance No. 46C in approval thereof. (minutes of June 25, 1952 continued) ORDINANCE NO. 461, "ADOPTING A BUDGET FOR THE SUPPORT OF THE VARIOUS DEPARTIKENTS OF THE CITY OF LODI FOR THE FISCAL YEAR BEGINNING JULY 1, 1952, AND ENDING HNE 30, 1953;' having been introduced after public hearing on June 18, 1952, was brought up for passage on the motion of Councilman Rinn, Robinson second. ORD. 461 Yr. H. E. Looser, 407 West Elm Street, addressed ADOPTED the Council and explained that remarks attributed to him as a result of a statement in the local news- paper were misleading. Rather than critizing the proposed budget, it had been his intent to express the view that the citizens should take a greater interest in the work of the City Council and that the Council, itself, would appreciate such interest. Mr. Looser went on to state his objection to the PARKING continued use of parking meters in that they destroy METERS the morale of the downtown business district. Mayor PROTESTED Haskell explained that the question of downtown park- ing would be taken up by the proposed committee on of' -street parking. Mr. Garnett Best of the Northern San Joaquin County Taxpayers' Association inquired as to how the City of Lodi was able to increase the budget total without a corresponding increase in the tax rate. The answer to his question was furnished by Mr. Weller. There being no further discussion, the question before the Council was called and the motion passed by the following vote: AYES: Councilmen, Rinn,Haskell,Richey and Robinson NOES: Councilmen, None ABSENT: Councilmen, Freszler ',Iayor naskell then signed Ordinance No. x,.61 in approval thereof. ORDINANCE NO. 462, "PROVIDING FOR THE COLLECTION OF UKIPAID SPECIAL ASSESSMENTS FOR SIDEWALK CONSTRUCTION IN THE AREA BOUNDED BY NORTH CHURCH STREET, TURNER ROAD, GRANT AVENUE AND WEST LOCKEFORD STREET BY THE COUNTY TAX COLLECTOR", having been introduced after public hearing on June 18, 1952, was brought up for passage on the motion of Councilman Richey, Rinn ORD. 462 second, second reading omitted by unanimous consent, ADOPTED after reading by title, and then passed, adopted and ordered to print by the following vote: AYES: Councilmen, Haskell,Rinn,Robinson and Richey NOES: Councilmen, None ABSENT: Councilmen, Preszler Mayor Haskell then signed Ordinance No. 462 in approval thereof. The request of Mrs. Mlary Todd for a leave of absence for a twelve month period by reason of pregnancy was LEAVE submitted to the Council by the City Manager who GRANTED recommended approval. Councilman Robinson moved that the request be granted with the understanding that such grant does not in any way infer a precedent. The motion was seconded by Councilman Rinn and passed.
