Robinson Preszler and Haskell (ayor) resent; none absent. Councilman Robinson requested that the minutes of the May 21st meeting be corrected by the addition of the words "at this time" to the sentence relating to the subject of the rezoning of the Bockenheim property. The corrected sentence (p. 96, Vol. 8) should read, "The Commission further recommended against any further ex- tension of the commercial zone easterly at this time". The minutes were then approved as written and amended. 001•2.1UNIC'.TIJ' S RI VE''JAY r. P� RP•:I T SUPER MOLD CORP. FIRE DEPT. COMMENDATION I.C. M.A. CONFERENCE From Super Mold Corporation of Lodi requesting a permit to construct a sixteen foot driveway at the north end of their property abutting on Daisy Avenue and another sixteen foot driveway on the west side abutting on North School Street. Contemplated im- provements include an off-street parking area for their employees. Motion granting permit by Council- man Rinn, seconded by Councilman Preszler, was passed. Letter from Chief Jay W. Stevens, Chairman of the Fire Prevention Committee, International Association of Fire Chiefs, commending Lodi Fire Chief George D. Polenske and his department for making "great headway and some outstanding results" during the recent fire prevention campaign was read to the Council. Mayor Haskell added his commendation on behalf of the Coun- cil and requested that the contents of the letter be made known to Chief Polenske and members of the .re Department. The City Manager reported that this had already been done. Letter to the City Council from the International Cit; Managers' Association requesting that the City of Lodi be represented at the 38th Annual Conference of the I.C.M.A. ato Kanasa City, September 28 to October 2, 1952, by City Manager Weller. Mr. Weller stated that whereas he felt last year that the previous year's program did not warrant his atten- dance, he has since learned that last year's progam was very worthwhile. Councilman. Robinson moved that Mr. Weller be authorized to use his own dis- cretion in the matter of attendance this year, Rinn second. Motion passed. PUBLIC HEARINGS ORD. 458 VACATION CATION ARMORY ALLY INTRODUCED At this time the Mayor declared the meeting open under the above head for the reception of protests against the vacation of the alley behind the Armory. There being no objections, it was moved and seconded that Ordinance No. 458, entitled "ORDERING•THE VACA- TI._N OF .. ALLEY IN BLOCK SIX, LAWRENCE HOMESTEAD ADDITION", be introduced. This ordinance provides for a strir 200 feet wide along Eettleman Lane and 220 feet wide along Cherokee Lane in the Commerical Zone. Lane 1CC feet from. the center line of the street. The motion was seconded and passe. . ';!e' -ler orened the discussion of t,.e budget for the fiscal year beginning duly 1, 19'2. He explained that the proposed budget showed an increase of 3LDGET,CR 123,000 over t.-.. -,it of the previous year; :however, 1952-53y there would be no increase in tax rate. Dir. Harry FISCAL YEAR Brown, City Line Foreman, inquired as to w'^ether a decision had been reached on the employees' salary increase, and if so, whether the increase was in- cluded in the - proposed budget. Upon being infor^:ed by D:r. Meller that the budget contemplated a one- ster increse or approximately 5.3%, V.r. Brown: intro- duced ti=r. Alfred :. nansen, Business "gent for the Irternatioral Brotherhood of Electrical Workers, Local 1245, and requested that he be allowed to speak on behalf of a group of City employees. 1,rr. DISCUSSION Hansen protested the proposed increase as being in- adequate. He further stated that the wages in the I`1CREASES C'_t, of Lodi were substantially lower than those paid to employees in cities of comparable size in this area, that the incfease did not compare favorably with the increases giver. to State ec:ployees and other municipalities throughout the State and on the Pacific Coast, particularly where non -clerical employees were concerned. Dir. :eller replied that to his t:rowledge the State was granting 5� across- the-board, and that the 5% increase appeared to be in line with the proposed increases in other munici- palities in this area. He went on to say that the criterion used by the City to set wages was the amounts raid by other cities of the seine size in the same general area, and the wages paid locally, ex- cluding the construction trades, and that any in- crease should be (-ranted on an across-the-board basis because the City had recently spent a sura of rcney to conduct a survey by the State Personnel Board to bring the salaries in lire throu-bout the City. Councilman Robinson, observed that the increase is also contingent upon the ability of the City to pay, and that outlook for the grape crop this year is such that there is no indication that the tax- navers can stand anv further increases. Church Street stated that it was his opinion that the property owners .chose sidewalks had been completed should not be compelled to nay the assessments until such time as -the sidewalks had been completed throughout the district. tr. ;,+'eller replied that the County required an ordinance before the assessments could be ulaced on next year's tax rolls and since the deadline for turning in the unpaid assessments was August 1st, it was necessary that this ordinance be introduced at this time.'
