CITY HALL - CITY OF LODI
May 21, 1952
This meeting of the City Council of the City of Lodi held
beginning at 8:10 o'clock p.m. of Wednesday, May 21, 1952. Council-
men Preszler, Richey and Haskell (Mayor) were present; absent Rinn
and Robinson.
Minutes of the previous meeting, May 7, 1952, were approved
as written and mailed.
COMMUNICATIONS
Letter from Adjutant General's office, State of
California, requesting the abandonment of the alley
behind the Lodi National Guard Armory. Resolution
ABANDONMENT No. 1679 declaring the intention of the City Council
OF ALLEY to vacate the alley in Block Six, Lawrence Homestead
BEHIND ARMORY Addition, was introduced by Councilman Preszler and
RES. NO. 1679 seconded by Councilman Richey. The resolution
passed by unanimous vote. Wednesday, June 18, 1952,,
was the date set for the public hearing.

Letter from Mr. Edgar Pietzke, 3851 Newton, Stockton,
California, requesting City water service be extended
to property recently purchased by him on East Locke -
ford Road. Mr. Pietzke stated that the neighbors on

both sides of his 3.8 acres are presently receiving

water from the City of Lodi, despite the fact that

their property lies outside the City limits. The
City Manager stated that the policy of the City Coun-
cil over the past three or four years has been to
limit water service to residents of the City. Mayor
Haskell observed that he could see no reason for
granting this request in light of the standing policy.
Councilman Richey moved to have the City Manager
notify Mr. Pietzke that his application is rejected
on the basis of the existing policy. Preszler
seconded the motion and it was passed.
Letter from Mrs. Harvey Houston, 737 South Hutchins
Street, requesting permission to tap the sewers and

but she acknowledges that annexation is inevitable

in the near future. It was agreed that the City
Manager should notify Mrs. Houston that annexation
proceedings must be initiated before her request
receives approval.
Request from Pacific Gas and Electric Company that
the No Parking Zone on Cherokee Lane (Highway 99)
opposite its intersection with Victor Road (Highway
12) be extended north to Railroad Avenue. At the

Haskell stated that the P.G. & E. driveway should be
kept free of parked cars or trucks on the same basis
as any other driveway in the City. Moved by Council-
man Richey, seconded by Preszler, that a letter be
sent to the State Division of Highways to secure its
approval of the proposed extension. The motion was
passed.

Letter from Russell French, Juvenile Officer, Lodi Police

Department, inviting Council to attend the Fourth Annual

Junior Traffic Patrol Picnic at Lodi Lake Park, Saturday,
May 24, 1952, was read.
Letter praising Juvenile Officer Russell French for

the fine manner in which he conducted -the Conference

of the California State Juvenile Officers Association
in Hollywood was received and read from State of
California Youth Authority.
Lodi District Chamber of Commerce submitted letter
request for allocation of funds for publicity, pro-
motion and advertising to be included in the 1952-53

Budget. The amount requested, 12250.00, includes the

regular grant of $1500.00 plus ,:750.00 in lieu of

1949-50 services. Agreement was expressed to the

suggestion of the City for a written contract. Present

plans for the use of the money include: printing of
new and revised City maps, educational exhibit at the
local Grape and wine Festival, and, perhaps, a Lodi
brochure. A postscript to the letter pointed out
that the Chamber will be either directly or indirectly
responsible for Christmas decorations upon formation
of the Merchants' Division of the Chamber of Commerce.
Mayor Haskell referred the matter to the City Manager
for consideration in the 1952-53 Budget with the
suggestion that that part of the letter referring
to Xmas decorations be clarified.
PUBLIC HEARING
Mayor Haskell called for all matters other than the
fluoridation issue to be brought before the Council.
There being none, he proceeded to explain to the
assembled citizens that the City Council was in no
way responsible for the published announcement of a
meeting in the Council Chambers on the subject of

fluoridation. He further reported that examination

signatures of between 1100 and 1300 registered electors.
NOVEMBER
The Council had previously decided that a total of

500 to 700 valid signatures would be sufficient to
call a special election. The reported number ex-
ceeded this total by a large margin. It has therefore
been the decision of the Council as a body that the
matter should be determined by a special election at
the November election. There is a possibility that
the question of the disposition of Lodi Lake Park
may also be presented on the November ballot.
Motion by Councilman Preszler to place the fluoridation
issue on the November ballot was seconded by Mrs.
Richey and passed with a unanimous vote.

Specifications for an air compressor, approved at
the previous meeting, was re -introduced with an
SPECIFICATIONS amendment calling for a minimum 75 cubic foot capacity.

adequate and the 150 cubic foot capacity equipment
was too bulky for the uses for which it is intended.
The specifications were approved as read. Award
of the bid will take place June 16, 1952.
Natter of parallel parking on Pine Street between
Pleasant and Lee, held over from the May 7, 1952
RES. #1650 meeting, was again brought up by the City Manager.
PARALLEL Councilmen Richey and Preszler each reported that

Richey and second by Areszler.

Letter from the Secretary of the City Planning Com-
mission and a letter from Mr. Hoegerman were intro-

APPOINTED TO Mrs. Richey moved that the resignation of Mr. Hoe-

to fill the unexpired term. The motion was seconded
and passed.
Letter from Planning Commission approving the change
in the location of the street was considered by the

RES. #1675 -to be had in accordance with the Street Opening Act
of 1559 was introduced by Councilman Preszler and
seconded by Richey. The motion passed by unanimous
vote.
Mr. Weller reported that the City Engineer had been

A petition of Cecil Band Alice B. Clancy and Rachel
E. Mainland and others for annexation of a portion

3 North, Range 6 East, M. D. B. & M., was presented
to the Council by Mr. Weller. The matter was
referred to the Planning Commission on motion.
The Council meetings for the month of June were
discussed. Mr. Weller reported that the schedule

June 10. The Council agreed to hold meetings on
June 15 and June 25 in order to give the necessary
time to the budget.
Claims in the amount of $36,147.35 as submitted by

The matter of the rezoning of the Bockenheim property
on the northwest corner of Lodi and Lee Avenues was
reported back from the Planning Commission. The

/18151 hearing be set for the rezoning of the Bockenheim
property. The hearing was set for June 18, 1952.
Approval was given to the recommendations of the City
Planning Commission for the initial zoning of the
ZONING OF 42nd Addition South of Lodi Barnhart Tract and West
GUNSCH- of Cherokee Lane known as the Gunsch-Edinger Tract.
EDINGER This newly annexed territory is to be in the One
TRACT and Two Family Residence District Zone except for
a 200 foot wide strip along Kettleman Lane and a
220 foot wide strip along Cherokee Lane. The excepted
territory will be zoned for commercial use.
A memo from the City Planning Commission, being an
excerpt from the Commission's minutes of May 12, 1952,
MEMO FROM was read as follows: "On the suggestion of City
C.P.C. RE Engineer Heckenlaible, the Commission discussed the
VIDTH OF prospective width of West Elm Street, particularly
W. ELM as relating to property of Lodi Union High School
EXTENDED District. All agreed that an 80 foot right-of-way
would be required, but, as the same conditions do
not exist west of Ham Lane as existed in the Handel
and Fairmont Park Subdivisions, this right-of-way
should be furnished by developers of the property
benefited. Pavement widths were left to be taken
up as engineering and Council problems."
Mayor Haskell introduced the subject of the main-
tenance of islands in the middle of Central and Elm
Streets. It was recalled by the City Manager that

portions of these islands indicated a general lack
of attention. He suggested to the City Manager
that the City Engineer make a few calls and gather
some information regarding the intention of the
property owners on the subject.
At the order of the Mayor, the City Council adjourned
at 9:50 p.m.
