HomeMy WebLinkAboutMinutes - May 7, 1952COU`1CIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI MAY 7, 1952 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock P.M. of Wednesday, May 7, 1952; Councilmen Preszler, Richey, Robinson and Haskell,(Mayor) present; Councilman Rinn absent. Niinutes'of the previous meeting of April 15, 1952. were approved as written and mailed. COR9,IUNICAT!ONS - City Manager Weller read the following letters: From the League of California Cities and from L.C.INSTITUTE Mayor Gordon Dunn of Fresno calling attention FRESNO JUNE to the annual -Mayors & Councilmans Institute 12 & 13. FOR to be held in Fresno June 12th and 13th. All COUNCIUEN Councilmen present signified their intention of attending this institute. Lodi District Chamber of Commerce urging co- LODI DIST operation between the City and the Board of C OF C. Supervisors.of San Joaquin County particularly COUNTY relating to the improvement of South Hutchins COOPERATION. Street, Ham Lane and Lockeford Avenue. Referred to City Manager for reply. PUBLIC-HEARINGS'- At UBLIC HEARINGS - At this time, Mayor Haskell declared the meeting open to any one who cared to address the City Council. Mr W. R. Woock read a letter addressed to the City Council transmitting ten copies of a< petition alleged to contain the signatures of FLUORIDATION adult water users in the City to the number of PETITIONS 3,538 and several individually signed letters FILED protesting the addition of fluorine compounds to the City water supply. The letter recommended immediate cancellation of the contract let to Wallace & Tiernan on March 5th; stop all action to add fluorine compounds to City water and to consider the water users.of the City as qualified to protest in this matter and not confine protestants to registered voters. Mayor Haskell thanked the people in attendance for their interest in City affairs and promised action on the petitions, after thag had been reviewed, probably at the May 21st meeting, though Councilmen Rinn and Robinson would not be present at that meeting. REPORT OF THE CITY MANAGER - Mr Weller presented alternate specifications; for the purchase of an air compressor as prepared by the City Engineer. He Stated that one copy confined bidders to an Ingersoll - AIR COMPRESS. Rand compressor, the choice of the City SPECIFICATIONS Engineer; the other copy was an open specific - APPROVED ation allowing proposals from all dealers in - this apparatus. Councilman Robinson moved that the "open specification" be approved in that there was no information from the City Engineer stating his reasons for the -Ingersoll- Rand preference. Motion seconded by Mrs Richey and then carried. 90 ( minutes of May 7,1952 - continued - 2 - ) cooCIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI Specifications for the purchase of 1000 feet SPECIFICATIONS of "Cr4er Jack" fire hose as specified by FOR FIRE HOSE the Chief of the Fire Department were approv- ed on motion of Councilman Preszler, Richey second and the Purchasing Clerk directed to advertise for sealed bids thereon. Purchase of one -1000 g.p.m. fire truck as made by American -La France Company was PURCHASE OF ordered by adopting specifications: drawn by 1000 G.P.M. the Fire Chief; motion Councilman Richey, FIRE TRUCK Preszler second. This equipment limited to the above manufacturer so that it would be standardized with other fire apparatus now owned by the City. The motion specified that sealed bids be received by the Purchasing Clerk and referred to the City Council. On motion of Councilman Robinson, Preszler second, the amount of public liability ins- MEHRER urance required of N,ehrer & Son by Section P.L.& P.D. 9 of Ordinance No -415 was reduced to $15,000 INSURANCE one person,$60,000 more than one person'in one accident and $10,000 property damage. These amounts are in keeping with the cover- age required by the State Public Utilities Commission -in inter -city bus lines. City Manager Weller reported that he had requested recommendations from the Chief of Police and from the Fire Chief as to the discontinuance of diagonal automobile parking in the 300 block of West Pine Street. Both ''JEST PINE: ST agreed that this is a hazard to public safety DIAGONAL on one of the main streets of the City although PARKING VS police records do not show & great incidence PARALLEL of accidents. Councilman Preszler and Councilman PARKING Robinson both stated that there should: be some: streets in the City where diagonal parking is allowed and that maximum parking is desire - able in this block for access to medical offices, apartment houses and the Public Library. Decided to lay this matter over to May 21st so that interested persons could be apprised of the possibility of changing parking regulations on West Pine Street. The Mayor was authorized to execute a " Memo- randum of Agreement for Expehditure of Gas Tax Moneys on Major Streets " by the adoption of AGREEMENT Resolution No. 1673, introduced by Councilman FOR MAJ.ST. Preszler, Richey second and carried.by unanim- IMPROVEMENT ous vote. This relates to work on portions of APPROVED East Tokay, South Central, South Stockton and RES. 1673 West Pine Street. Approval of the section of West Pine Street for inclusion in the City's major streets was received from the: Department of Public Works. This is. a small portion of that street extending Easterly from Ham Lane to a point 150 feet west of Crescent Avenue. The City Clerk reported that all conditions had been met in the annexation of 42nd Addit- 42ND ADDN.on S uth of Lodi Barnhart Tract and West of �Gherookee.Lane is COMPLETED. and that this addition now part of the City of Lodi ( minutes of May .7,1952 - continued - 3 ) 91 COUNCIL CHAMBERS CITY COmt i CITY HALL - CITY Of LODI Claims in the amount of $76,013.65 as submitted CLAIMS. by the City Manager were approved and ordered paid on motion of Councilman Preszler, Richey second. A final map entitled " Dietz Subdivision " of lands on the Northeast corner of Ham Lane and Oak Street, 'certified by the City Engineer as substantially complying with the tentative map FINAL MAP approved by the -City Planning Commission on DIETZ SUBDIV. April 10, 1952 was approved for recordation and APPROVED. the streets and easements therein accepted as City streets on motion of Councilman Preszler, Robinson second. This acceptance is subject to improvement of. the streets to city standards before they will be maintained by the City. Payor Haskell then signed the map. In the matter of the opening of Chestnut Street Resolution No. 1676 relating to the: processing, approval and payment of claims: against the RES. 1676 City whereby the " claims. register " becomes PROCESSING the "warrant" when approved by the City Council PAYPIENT OF was introduced on motion of Councilman Preszler, CLAIMS. Richey second and carried without dissenting vote. At this time Mr Weller introduced Pir Henry A. Glaves, Jr., appointed by him as Administrative Assistant to the City Manager effective of H.A.GLAVES this. day, -May... 7, 1952. Mr Weller also read APPOINTED a: letter from J. F. Blakely, requesting that ADI.ONISTRATIVE his temporary appointment as City Clerk made ASSISTANT TO by Resolution No. 1662 adopted February 20,1952 CITY I;ANAGER. be terminated as of May 15, 1952 in that the F14PLODIEN^s OF occasions for such employment no longer exist. APPLICATIONS City Manager H.D.Weller was authorized to sign J.P.A. 11-7-10 all joint pole applications heretofore signed ;LITH P.T.T.CO by J.F.Blakely on behalf of the City Council TO BE SIGNED under the Joint Pole Agreement of November 7, RY t:.id. 1910 with Pacific Telephone L: Telezravh Comnanv. and Crescent Avenue subject of Resolution of Preliminary Intention No. 1667 of March 19th, 1952 - The City Clerk reported in writing that full compliance had been had under Part 7 of Division 4 of the Streets and Highways Code so that proceedings under the Special Assessment CHESTNUT- Investigation, Limitation and Majority Protest CRESCENT Act of 1939 would not be required, less than ST. OPENING 15% of the affected property owners:, by area, RES. 1674 having failed to signify their desire that this act apply. RESOLUTION NO. 1674, finding that further compliance with this act is not required was then adopted by the following vote: AYES: Councilmen, Robinson,Preszler,Richey and Haskell. NOES: Councilman, None. ABSENT: Rinn. Further action in this proceeding was deferred pending recommendation of the City Planning Commission on a change in the proposed location of Chestnut Street suggested by one of the property owners. Norum, City Building CITY PLAN. Inspector, a member of this Commission as successor to J.F.Blakely. Appontments con- firmed by the City Council on motion of Councilmen Robinson and Richey.
