HomeMy WebLinkAboutMinutes - April 15, 1952S4 COUACIL CHAYSERS CITY COUNCIL CITY HALL - CITY OF LODI April 15, 1952 Pursuant to the adjournment taken from its regular meeting of April 2, 1952, the City Council of the City of Lodi met at 7:30 P.M. of Tuesday, April 15, 1952; Councilmen C. B. Bull, T. A. Haskell, Edward Preszler, Robert H. Rinn and H. J. Tolliver, Mayor, present; none absent. The minutes of the preceeding meeting of April 2, 1952 were approved as written, copies thereof having been mailed' each Councilman prior to this meeting. REPORT OF THE CITY MANAGER - City Manager H. D. Weller read a letter from the Joint Recreation Commission approving the ten year agreement between the City of AGREEMENT Lodi and Lodi Grape and Wine Festival and G &. W FEST. National Wine Show for use of facilities of APPROVED the latter party by the Recreation Department. This is the agreement presented to the City Council on April 2nd. Moved by Councilman Bull, Haskell second, that the Mayor execute this agreement on behalf of the City. Motion carried by unanimous vote and the Mayor then signed the agreement. Bids for the purchase of street improvement materials for use on City Major Streets as AWARD OF opened by the Purchasing Clerk on April 15th. STREET were submitted by the City Manager. It being MATERIALS evident that the bid of Claude C. Wood Company RES. 1672 was the lowest of the two bids received, award of contract was made to,that Company by the adoption of Resolution of Award No. 1672, introduced by CouncilmanPreszler,.Bull second and passed without dissenting vote. Hearing on the application of Thomas C.Gholson for a taxi -cab stand on West Locust Street between Sacramento and School Streets;, cont- inued from April 2nd. was resumed. City Manager he P.W.Loewen, Weller reported that had met with D.E.Lowen, Gholson.and Ed Dancer of City Cab TAXI -CAB Company on the morning of April 15th. It STANDS: appeared that, due to changes to be made by W.LOCUST ST. Loewen in the occupancy of his property, there GRANTED would not be room for two stands on the north side of the block and that one stand would have to be located across the street from the Pacific Greyhound Bus Depot. Mr Reuben P. Rott, by letter, accepted the south side stand and requested that a pedestrian lane be marked from it across Locust Street to the bus depot. City Cab Company's present stand will be moved to the west of the new bus depot driveway. Locations approved, including the pedestrian lane requested by Gholson on motion of Council- man Preszler, Haskell second. D.E.Lowen, then orally requested that Loewen Auto Company be granted a twenty-five foot LOEWEN AUTO wide driveway immediately west of the Grey - COMPANY hound Bus Depot as this firm contemplates granted filling up the space between the bus depot NEW DRIVEWAY and the present Loewen building with a new garage. Driveway granted motion Councilman Loewen Bull, Haskell second and requested to endeavor to reduce driveway widths so as to allow, another parking space if possible. The application of Samuel Geinger, dba LOADING ZONE Gienger Linoleum Service at 355 East Lodi 355 E.LODI Avenue for a loading zone opposite that GRANTED address was allowed conditionally on his parking vehicles parallel to the curb and next to the curb; motion Councilman Bull, Preszler second. Lodi Post No.22., American Legion, invited LEGION. the Mayor and City Council to attend its PICNIC annual picnic, May 3rd and 4th, as disting- uished guests. A letter from. R.J.Ferguson,Inc. regarding a reduction on P.L. & P.D. coverage for BUS LINE Lodi Transit Company from 50-100-5 to P.L. & P.D. 15-30-10 so as to reduce premiums was INSURANCE referred to the City Manager for investig- ation as to the probable amount of premium reduction and to ascertain the amount of coverage required by the California Public Utility Commission in similar cases under that Commissions jurisdiction. A copy of a resolution of the City Council WILLITS of the Town of Willits in 'opposition to a state-wide 4% sales tax was tabled-. Eldon Landbackts application for a five months leave of absence so that he could try out a ELDON LAND- position in the State Fire: Marshal's office BACK LEAVE was refused. Mr Landback, a driver in the Fire REFUSED. Department was informed that he would have to resign his position and take chances on re -appointment should he desire to return to the Fire. GUNSCH- City Manager Weller stated that this map had EDINGER TRACT not been submitted until late in the afternoon APPROVED of the present day, and, while the tentative CONDITIONALLY map had been approved by the City Planning Commission, there was no opportunity to check it for substantial compliance. He urged that, unless an actual emergency existed, that the City Council defer action in the future on last-minute proposals which had not been given administrative study and recommendation. Claims in the amount of $33,366.0$ as approved CLAIMS by the City Manager were allowed and ordered paid on motion of councilman Bull, $inn second. West Pine Street, from a line 150 feet west of PORTION OF Crescent Avenue to the west city limits on Ham WEST PINE Lane was added to -the City's Major Street ST ADDED TO System by the adoption of Resolution No. 1671 MAJOR STI introduced by Councilman Preszler, Rinn second, RES 1671 and carried by unanimous assenting vote. This addition is subject to approval of the Director of Public Works of the State of California. WHEREAS, a general municipal election was held and cond- ucted in the City of Lodi on Tuesday the 8th day of April, 1952 as is required by law, and WHEREAS, it appears from the report of the City Clerk and the records on file in his office, that notice of said election was duly and regularly given; that voting precincts were proper - 1q established and the polling places thereof designated; that election officers were appointed and qualified; that election supplies, including official ballots were furnished each of said precincts.; and that, in all respects, said election was held and conducted and the votes received thereat received and ,nnwn aeon nnri r.ha rot.,,rna t.harenf made. determined and declared Councilman Bull requested that favorable action PARA PARSING be taken on his suggestion of September 24,1951 ON PINE W/O relative to the extension o$ parallel parking PLEASANT restrictions on West Pine Street, west of Pleasant Avenue. Councilman Bull stated that prevalent misconcept- ions as to the effect og the contemplated addit- ion of fluorine salts to the city water supply as to taste and odor should be dispelled and that t#e public should understand, through a campaign of education, that this program was FLUORIDATION not undertaken without prior study and authorit- OF WATER ative technical advice. Councilman Haskell DISCUSSED. suggested another public meeting at which qualified technical persons would present the case for fluoridation of water supply. Other Councilmen participated in a discussion of ways and means of acquainting the public as to the benefits to be had from this water treatment as there seemed to be a growing sentiment against it founded on misinformation or prejudice. At this time, the City Clerk presented and read =: his report on the General Municipal Election held April 8, 1952.and presented the returns of election from each of the five precincts estab- REPORT AND lished for holding this election together with CANVASS OF the ballots cast by absent voters up to and RETURNS OF including Monday., April 14th. EIECTICN OF Mayor Tolliver appointed Councilmen Haskell and APB 8,1952- Rinn tellers. The ballot envelopes were opened by the City Clerk and read by Councilman Preszler. City of Lodi, California, on the 8th day of April, 1952, in time, form and manner required by law; (2) That there were five voting precincts established in said City for the purpose of holding said election,viz: CONSOLIDATED VOTING PRECINCT A, comprising San Joaquin County Precincts 2,3,4,5,6 and 7, as established for holding state and county elections. CONSOLIDATED VOTING PRECINCT B Comprising San Joaquin County Precincts:8,9,1 ,11,12 and 13 as established for holding state and county elections. CONSOLIDATED VOTING PRECINCT C comprising San Joaquin County Precincts 14,15,16,17,1 and 19 as established for holding state and county elections;. ROBINSON, for a. term of four (4) years: from and after the 15th day of April, 1952 and until his successor shall have been elected and shall have qualified: Upon the adoption of this Resolution, the City Clerk shall enter a:full copy thereof on the Records of the City Council of the City of Lodi for its meeting held this 15th day of April, 1952. The foregoing Resolution No. 1670 was then passed and adopted by the assenting votes; of Councilmen_ Rvll�tiaekall P-maa�lG" Air... —A ( minutes of adj mtg of Apr 15,1952, cont. - 5 ) COUYCIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LOUI Councilman Robert H.Rinn then moved adjournment, expressing the appreciation of the remaining members of the Council for the years of service of Councilman C. B. Bull and of Harry J. Tolliver and of the pleasure had in working with both of them. Both of these Councilmen, who had each also served as Mayor of the City, are leaving their offices voluntarily; Mr Bull, on account of his wife's health and Mr Tolliver because he feels that he should lessen his duties by divesting himself of public office. Mr Bull and Mr Tolliver stated that they were glad to leave their offices in the hands of competent successors, the City Manager and the various administrative officers of the City. The City Council then stood adjourned. City Clerk, John F. Blakely, then called the new City Council to.order, administering the Constitutional Oath of Office to the newly elected Councilmen, Mrs Mabel R. Richey and Mr W. J. Robinson, also the oath of Loyalty required by Sections 3100-3109 of the State Government Code. Mrs Richey and Mr..:Robinson then took seats in the City Council vacated by Mayor Tolliver and Councilman Bull. Nominations for Mayor were then called for. Councilman Rinn nominated Councilman T. A. Haskell. This ndmination was seconded by Councilman Richey. Councilman Preszler moved that nominations be closed and that the_City Clerk cast the unanimous.vote of the members of the City Council for Mr Haskell. So ordered and Mr Haskell took his seat as Mayor, thanking the members of the Council for their trust in electing him to this office. Mr Haskell, who has represented the City Council at meetings of the City Planning Commission, invited all Councilmen to attend an informal meeting of that body to be held Monday, April 21 for further consideration of a revision of the City's zoning ordinance being prepared with the assistance and advice of Mr Howard G. Bissell as Planning Consultant. Councilman Rinn suggested that the: Council meet as Committee of the Whole at 7:30 P.M. of Wednesday, April 23rd in orderc to acquaint the new members with current city problems and matterspending before the Council.
