Minutes of the previous meeting of March 19, 1952 as written, were approved, copies thereof having been mailed each Councilman prior to this meeting. REPORT OF THE CITY MANAGER - Mr Weller presented a proposed agreement for consideration between the City and Lodi Grape and Wine Festival and National Wine Show. PROPOSED 10 Copies had previously been made available to YEAR CONTRACT members of the City Council. Councilman Bull G & W FESTIVAL inquired as to whether this agreement had been LAID OVER submitted to the Joint Recreation Commission for review and moved that the agreement be a roved suject to its concurrence by ti� MMR99�creattTio111n1 ommission; ouncilman Haske and Mryflaskoeli;v&tbi�a� uret0 t e �omm ssion' to approve would virtually be a veto on Council action and Mayor Tolliver, that by this agree- ment the City is providing facilities for recreational use, which facilities -will be administered by the Recreation Commission. Finally decided that the agreement be first be submitted to the Recreation Commission for comments and any suggested amendments and then returned to the City Council for further consideration before its approval. On recommendation of Mr Weller, he was inst- INTERVIEWS ructed to arrange for Council interviews with ADMINISTRATIVE a list of selected candidates or possible ASSISTANT candidates for the position of Administrative CANDIDATES Assistant. Five men are regarded as potential appointees from a list resulting from examin- ations conducted by the League of California Cities for similar appointments throughout the State. The City Manager recommended that the applicat- ion of John A. Miller, Street Department Fore- J.A.MILLER man for a three months leave of absence without 3 MONTHS ppaay, after expiration of accumulated sick leave, LEAVE. be allowed. Miller is about to undergo extens- ive surgery. Leave allowed on motion of Councilman Haskell, Rinn second. A memorandum of agreement with Division of Highways for expenditure"of gasoline tax MAJOR STREET moneys on major streets during the balance GAS TAX of the current fiscal year was ordered AGREEMENT executed by the adoption of Resolution No. 1668, APPROVED introduced by Councilman Haskell, Preszler RES. 1666 second. This resolution adopted by unanimous vote and the agreement then signed by the Mayor. Cries was received the Mayor and MODESTO Manager of the City of Modesto, this meeting APRIL 17 to be held on the evening of Thursday, April 17, 1952 in Hotel Covell. All Councilmen signified that they would attend. PUBLIC HEARINGS - At the order of the Mayor a public hearing held the Thomas was then on application of C. Gholson for permission to use three spaces on the public streets as cab stands. Due publication of notice of hearing was proven by affidavit. Loewen Auto Company, by letter, protested against allowing another cab stand near or in front of Pacific Greyhound Bus Depot GHOLSON TA%I on West Locust Street. On a call for objection to the South School Street stand, none were offer- ed and Councilman Preszler moved, seconded by Councilman Bull that this: stand be allowed. It was suggested that present and proposed driveways used by Loewen Auto Company be reduced in width so as to permit the cont- inuance of the present stand of City Cab Company and another similar space for Gholson. At.the Bugestion of Attorney Rott, this hearing was continued to the April 15th meeting so that interested parties.and the City Manager could present an amicable agreement. Another public hearing was held following the above, this one on the proposal of the City Planning Commission that provision be made for the ultimate widening of West Lodi Avenue from Southern Pacific railroad to Hutchins Street LODI AVENUE by establishing a building set -back line'along BUILDING the North side of Lodi Avenue at a distance of SET -BACK LINE 'thirty-six feet North of the section line ON N. SIDE generally considered as the center line of this ORDINANCE 456 street. No protests were received. INTRODUCED. Moved by Councilman Bull;.Rinn second, that ORDINANCE N0. 456 be introduced entitled " " ESTABLISHING A BUILDING SET -BACK LINE.ON THE NORTH SIDE OF WEST LODI AVENUE FROM SOUTHERN PACIFIC MAIN.LINE.RIGHT OF WAY TO SOUTH. Walnut Street had complained of all - day parking on the north side of the 200 block of West Walnut Street while there is ALL -DAY ample space on the south side of the street. PARKING IN None of the residences in this block have 200 BLOCK OF access driveways and the street being parked W.WALNUT ST. solidly, residents cannot stop in front of their premises. City Manager Weller suggested that these " all -day parkers." be given notes by the Police Department asking them to park on the south side of the street. CITY PLANNING COMMISSION A variance as to side yard, formerly rear yard, appertaining to Lot 19, Crosby Park, reducing REAR YARD it to three feet along the alley, as recommended VARIANCE by the City Planning Commission2met concurrance J.HOWARD of the City Council on motion of Councilman Bull, 540 FORREST Preszler second. The owner, John Howard proposes to erect a duplex.dwelling on this lot, 540 Forrest Avenue, incorporating a " garage house TM therein. Oscar T: Gulickson, 840 S. ORDINANCES - ORDINANCE NO. 455 TM AMENDING THE ZONE DISTRICT MAP.OF THE CITY OF LODI AND THEREBY REZONING AND RECLASSIFYING.EACH OF LOTS 18, 20, 22 AND 24, BLOCK B,.SUBDIVISION OF LOT 72, LODI BARN - HART TRACT TO BE IN TH& INDUSTRIAL DISTRICT ORDINANCE.455 ZONE " having been introduced after public. ADOPTED hearing on March 19th., was brought up for passage on motion of Councilman Preszler, Bull second, second reading omitted by unanimous consent, after reading by title, and then passed, adopted and ordered to print by the: following vote: AYES: Councilmen, Preszler, Bull, Haskell, Rinn and Tolliver NOES: Councilmen, None. ABSENT: None. Mayor Tolliver then signed Ordinance No. 455 in approval thereof. Improvements at the ten acre park site on South Stockton Street were discussed for some time; City Manager Weller stated that removal of the vines had been ordered. Sentiment expressed was that the land should be leveled and some kind of planting made so that there would be no dust nuisance. On motion of Councilman Bull, the City Council adjourned to 7:30 P.M. of Tuesday, April 15th. 83
