HomeMy WebLinkAboutMinutes - March 19, 195278 CONCIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI MARCH 19, 1952 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock P.M. of Wednesday, March 19, 1952; Councilmen Bull, Preszler, Rina and Tolliver, Mayor, present; Councilman Haskell absent. . The minutes of the previous meeting of March 5, 1952 were approved as written. REPORT OF THE. CITY b1ANAGER - In the matter of the opening of " Chestnut Street " from South Hutchins Street to the Southerly extension of the east line of PROCEEDINGS Crescent Avenue and of " Crescent Avenue TM INITIATED .FOR _from West Lodi Avenue Southerly, the City - OPENING_OF*:.. Manager presented Resolution of Preliminary CHESTRUT.:AND Determination No. 1667 in avoidance of the CRESCENT._ proceedings required under the Special Assess- ment Limitation, Investigation and Majority Protest Act of 1931, which was read by the City Clerk. Councilman Bull moved adoption, seconded by Councilman Riau and this resolut- ion then passed by the following vote: AYES: Councilmen, Bull,Rinn,Presz?er and Tolliver NOES: None. ABSENT: Councilman Haskell The recommendation of the City Planning Comm- ission that provision be made for the future widening of West Lodi Avenue from the Southern WIDENDIG ON Pacific main .line -railroad to Hutchins Street N. SIDE OF by establishing a " building set -back line " W.LODI AVE. along the north side of this street, presented HEARING DATE at the March 5th meeting was studied by the SET. aid of diagrams prepared by the City Engineer. Moved by Councilman Bull, Preszler second, that, before adopting an ordinance establish- ing such a line a public hearing be held: in City Council Chambers the on April 2, 1952 for the purpose of obtaining the sentiment of the property owners to be affected. Motion carried. Hoffmans U Motel, 520 Maple Street applied for permission to remove the curbing between two 520 Maple St ten foot driveways; to give better access to Driveways - the motel from Maple Street; this would allow one thirty foot wide driveway. Granted on recommendation of the City Manager by motion of Councilman Bull, Rinn second. Refunds on State Compensation Insurance premiums COMPENSATION were commented on by the City Manager as INSURANCE reflecting the excellent safety record of the REFUNDS City. Councilman Bull suggested that the City Manager write each employee congratulating him on his participation which makes this record possible-. Mr Weller agreed to do so. Mr Weller presented the City Engineer's Project MAJOR STREET Statement constituting the gasoline tax budget PROJECTS for the balance of the current year on major APPROVED streets. Statement approved and the City Manager directed to sign the same and submit to the District Engineer, Division of Highways for the drafting of the necessary expenditure agreements; motion Councilman Bull, Rinn second. Claims in the amount of $7,997.27 as approved CLAIMS, by the City Manager were allowed and ordered paid on motion of Councilman Preszler, Bull second. ( minutes of March 19, 1952 - continued - 2 ) 79 COUICIL CHAMBERS CITY COUNCIL CITY HALL - CITY OF LODI PUBLIC HEARINGS - Mr Clarence Swanson, one of the proprietors; of Pennant Cleaners requested change in the loading zone at 5 West Pine Street to 3 West Pine Street. He stated that the former owners of this business operated from both addresses but that he was only at 3 West Pine Street. He also requested that this zone be increased in length as its pres- ent 15 foot length was inadequate for trucks. He suggested that the space between 3 West Pine Stre& and the west line of Sacramento Street be marked for 12 minute parking. This brought up a general discussion of limited narking zones and loading Mayor Tolliver then declared the meeting open under the above head for the hearing of object- ions to the proposed industrial zoning of Dots 18, 20, 22 and 24, Block B, Subdivision of Lot INDUSTRIAL 72, Lodi Barnhart Tract. Proper publication of ZONING. LOTS notice was proven by affidavit. No objections ON STOCKTON either written or oral were presented. Council- & FLORA STS. man Bull, seconded by Councilman Preszler, ORD. 455 moved the introduction of ORDINANCE NO. 455, INTRODUCED. IfAMENDING THE ZONE DISTRICT MAP OR THE CITY OF LODI AND THEREBY REZONING AND RECLASSIFYING EACH OF .LOTS 18, 209 22 AND 24, BLOCK B, SUBDIV- ISIOT3 OF LOT 72, LODI BARNHART TRACT TO BE IN THE.INDUSTRIAL DISTRICT ZONE" . Motion carried and this Ordinance ordered introduced and laid over for the statutory period of not less than five days. Mr Paul Bowers, spokesman for " Community Service Committee " addressed the City.Council outlining the origin, composition and objects of this citizens committee. The problems of the Comm- ittee concerning regulation of traffic in the neighborhood of Lodi Union High School were presented for discussion; Mr Harold Christensen, RECO1.04ENDATICNSSecretary of the Commission reading a resolut- OF COPIMUNITY ion adopted by it advocating: SERVICE. (1) Prohibition of automobile parking on West COM!4ITTEE Walnut Street from the east line of Hutchins ON TRAFFIC Street to the east line of the High Schools PROBLEMS AT parking lots,(about 70 feet measured along HIGH SCHOOL. the north curb line and 115 feet on the south curb line. (2) Closing West Walnut Street during hours when the school is in session from the west line of California Street to the east line of South Rose Street to automobile traffic. (3) Transfer of school bus loading from Hutchins Street to Walnut Street. (4) Hiring of four police officers assigned to traffic control, particularly in the vicinity of the High School. All the above were discussed, City Manager Weller stating that this control of traffic is not s&lely a City problem; most originates in the school's students:. The employment of four office= assigned to traffic control, in a city the size of Lodi is not practical, officers on such an assignment would be lost to other phases of law enforcement. Mayor Tolliver suggested that these matters be taken up with the Chief of Police, the City Engineer and the City Manager by the committee. Councilman Bull moved that this be done and findings be presented to the Council at an early meeting; Councilman Preszler seconded this motion. Carried and so ordered. Motion seconded by Councilman Rinn and then carried. It was suggested that the City Manager make a study of the 12 minute.zone parking and also of the problems caused by large trucks blocking traffic lanes while unloading in the business district.
