MARCH 5, 1952
This regular meeting of the City Council of the City of Lodi held
beginning at 8:00 o'clock P.M. of Wednesday, 1m.rch 5, 1952; Canncilmen
Bull, Saskell, .Pressler, !Zinn and Tolliver (MCayoir) present, none absent.
The mimutes of the previous meeting of Ebbruary 20, 1952, as mailed
each Councilman prior to this meeting, were approved without correction.

City lCanager B.D.We11er presented the bids received by the
City Clerk batch 3, 1952 for the furnishing and erection of
an equipment storage building ( specifications adopted on
February 6th), with his recommendation that award be made
to Valley Steel'& Welding Company, 935 Scotts Aveme,
Stockton, California. It appearing that the bid of this
waxy was the lowest bid submitted -by a responsible
bidder, award wns so made by the adaption of Resolution of
Award No. 1662 at the bid price of #5,172.55, introduced
by Councilman Bull, -Haskell second and passed without
dissenting vote.
Bids received and opened by the Purchasing Clerk on March
3, 1952 far the purchase of one sedan type autanobile, lees
trade-in-, were then submitted by the City Reneger. It
appearing that the proposal of Locum auto Coed was
that of the lowest responsible bidder complying with the
specifications, award weaned* to that Company by the _
adoption of-Resolution•ofAward No. 1663 at $1,859.70 less
trade-in allowance fora 1942 lbrd Sedan of 4159.68, or
A net bid of $1,700.02. Resolution introduced On Councilman
Finn, Haskell second.
A recomoiendation of the City Recreation Commission that the
ten acre park site on the Southeast corner of Mission and
Stockton Streets be named in honor of John Blakely, retiring
City Ca.erk,was laid aside at the request of plot -sly for
further consultation with the Recreation Commission.
A letter tram the City of Herbank, requesting that the City
of Lodi loin that City in opposition to a proposed 4$ Sales
Tax -suggested by the County supervisors Association ordered
tabled for further study. The City tamper and Councilman
Rina stated that this measure would not acne before the
current extraordinary session of the State Legislature and
there might be nntorseen developnenta before it was present-
ed to that body.
A letter from the Mayor of Albany, California requesting
that the City Council take action ageinat further increases
in the price of milk was tabled indefinitely as being

A petitiog requesting that Chestnut Street be opened frau
South Hutchins Street to the southerly extension of Crescent
*Menne signed by a majority of the property owners affected,
accompanied by the written report of the City Clerk as to
authenticity, sufficiency' and compliance with the Water
Street and Highway Plan was ordered received, further action
to be taken at the Larch 19th meeting under such street •
opening act as might be appropriate; motion Caancilsnsn Bull,
Rina second.
Claims in the amount of 480,839,31 as approved by the City
tanager were allowed and ordered paid on motion of Councilmen
Bull, Rinn second.
At the suggestion of the City hamager, a recommendation of
the City Planning Commission relating to a building set -back
line on the North side of West Lodi Avenue, Sacramento to
Hutchins Street, was laid over to March 19th so that plans
and a suggested ordinance could be subpitb0A --

Resolution No. 1620 adopted Tone 20, 1951 was amended to

agree with present conditions by the adoption of Resolution

No. 1666 relating to the Cityta application to the State of
California for park site moneys under Chapter 479'Stattttes
of the 4VI Bttsw Session of 1944. This resolution introduced
by Councilman Sinn, Ball second and carried by unanimous vote.

Mayor Tolliver, at 8:30 P.M. declared the meeting open under
the above head with a continued hearing on the application
of Thomas 0. Gholeon for a taxi -cab permit. Masers Robert T.
Martz, attorney for City Oab 0mupa2yr, protesting the granting
of the application, and Reuben P. Rott, Attorney for Cholson
briefly addressed the Council; W Batt introduced Wr Carl
Niedam who recited three instances of overcharge and of
CHOLSCU
alleged discourteous treatment by City Cab Oomparq employees.
TAXI CAB
W Martz objected to this testimony, stating that the
Pte,
camsplaint of one cuat— did not establish the fact that
service now rendered was not satisfactory. Mayor T0211Ver
closed the aratement with the statement that the Connell
would not be influenced by one complaint but would consider
the over all good to the a—Ity as to whether another cab
company should be allowed to'operste in Lodi. He then called
for a motion either granting or denying the application.
Councilman Preszler moved that the application be granted;
seconded by Councilman Bull. A vote was than had, Oounoflmen
Preszler, Ball and Ginn voting " qqe ", Councilmen Haskel}.

to be granted. The City Clerk was instr noted to set a date
for hearing on Ur Gholson's request for three cab stands in
accordance with Ordinance -No. 360 at the earliest possible
date.
Bids opened Febrinary 25, 1952 for the purchase of equipment
required to fluoridate the Cityta water supply were then
considered. There being several persons present interested
either for or against the proposal to introduce fluorine
componads into the City water supply, they were given an

L.R.Snapp spoke In opposition; Jw Knapp requesting delay
in this proceeding. Drs T.J.Meame of San Joaquin Local
Health District and Dr By.. C. Thomas, a local dentist
advocated fluoridation as am means of preventing dental
decay and vouching for its safety after City Manager &ller
read a resume of previous actions of the City Council lead-
ing up to the letting of the contract focr furnishing the
necessary apparatus. Donald Weber, a chemistry student at
Lodi Union High School also spoke in favor of fluoridation.

Councilman Ball then moved, that, in as much as fluoridation
of potable slater for domestie consumption had been approved
AWARD OF by the Federal Public Health Service, the ,imerican Dental

RTIENOT proceed with its intention. Councilman Rin- stated that the
COT1RACT community was Well infoffied of the Council*s intention.
MADE Award of contract was then made to Wallace,& Tiermsn, Eace
as the lowest and beat bidder by the adoption of Resolut-
ion of Award No. 16640 introduced by Councilman Haskell,
seconded by Counci1mm Rin- and carried by umantmous Yate.
A final map entitled " Reiadg Tract " endorsed by the City
FINAL MAP Ingdneer as being In substantial compliance with the
RZiSVIG . tentative map approved by the City Planning Cocmission was
TRACT approved and the Mayor directed to endorse such approval
APPROVED thereon on notion of Council— Haskell, Ball second.
This tract consists o1N twenty lots on the south-west comer
of Louie Avenue and Grant Avemle, one street through the
center and a half -street, to the West.
