HomeMy WebLinkAboutMinutes - June 10, 195322: CITY COUNCIL CITY OF LODI COUNCIL CHAMBERS, CITY HALL ADJOURNED MEETING JUNE 10, 1953 Pursuant to the adjournment taken from its regular meeting of June 3, 1953, the City Council of the City of Lodi met at 730 o'clock p.m. of Wednesday, June 10, 1953; Councilmen Robert H. Rinn, W. J. Robinson and Mayor Mabel Richey, present; Councilmen T. A. Haskell and Ed Preszler, absent. As the first order of business, Mayor Richey called upon Mr. John G. Meyer, District Engineer, Division of Highways, for presentation of the tenative plans I or the proposed construction of the 99 Highway HIGHi(AY 99 freeway to Sacramento. Mr. Meyer introduced Mr. BY-PASS PLAN Cliff Tenby, Assistant District Engineer; Mr. Ed SUB?.:ITTED Tinney, Advance Planning Engineer; Mr. Wm. Hurd, City Projects Engineer; and Mr. Howard Bissell of the County Planning Department. Mr. Meyer then displayed the plans for the proposed freeway from a point south of Lodi just north of the Cherokee Cemetery north to the Sacramento County line. This plan, he explained, was tentative and reflected the thinking on the matter at the present time. The plan provides for a four -lane divided freeway for the entire distance with a by-pass of the City of Lodi. Commencing at the point near the Cherokee Cemetery, the proposed by-pass will swing east from the present 99 Highway and run p rallel at a distance -of approximately 900 feet before it again joins the present right of way just south of the Mokelumne River bridge. Three grade separations were indicated on the proposed plan, but Mr. Meyer explained that only those at the intersection of Kettleman Lane and Victor Road were fixed, and the third, shown, on the tentative plan at Pine Street, could be placed at - location designated b;I tre Cit: of io,-14 P'=r. Meyer explained that the Division of Highways welcomed suggestions from the City of Lodi. He pointed out that if the present plan is acceptable to the City, there is a possibility that the State could begin acquiring right of way this year. At the conclusion of his presentation, Mr. Meyer stated that he and his staff would be available to meet with the City Council and the citizens of the City to hear objections or answer questions. Arrange- ments were made to furnish the City with a copy of the plan for display and study. The City Manager then presented a proposed contract for the use of Lodi Stadium by Joey Chitwood Auto Dare -devils on July 9, 1953. The contract was STADIUM approved and the Mayor authorized to sign for the CONTRACT City Council on the motion of Councilman Robinson, Rinn second. At the suggestion of City Attorney Mullen, the City Clerk was instructed to get a certificate indicating full insurance coverage before the contract was turned over to the lessee. Letter from the Lodi District Chamber of Commerce CHAMBER OF requesting an allocation of 41800 for the year COi1�IERCE 1953-54. The funds requested are for the purpose REQUESTS of advertising and promoting Lodi. The matter was FUNDS referred to the City Manager for consideration with the 1953-54 Budget. 2.40 Minutes of June 10, 1953, continued. Letter from the International City Managers' Asso- iiii•in ciation inviting Lodi Lo be represented by its city CONFERENCE manager at the 39th Conference of the International City Managers' Association to be held at Los Angeles, September 20-24, 1953. The City Manager presented two recommendations from the City Planning Commission developed at the June S, 1953, meeting of that body: 1. A recommendation that the Planning Con - CIVIC CENTER sultant to be hired by the City be instructed to SITE STUDY undertake the study of the Civic Center site as the first step in master -planning the City. 2. A recommendation that the City Council accept a deed from Mr. Fred Larson for street ACCEPT DEED right of way from the west end of Olive Court in FOR EXTENSION the Preszler Tract extending westerly. The right OF OLIVE of way to be deeded is a 50 -foot strip extending COURT westerly in the same alignment as Olive Court until the south line of said strip intersects the north line of the Southern Pacific railroad property. Thereafter the right of way will be a 40 -foot strip bordering the railroad property for a dis- tance of approximately 140 feet. The recommendation regarding the study of the Civic Center was accepted and referred to the Planning Consultant, and deed from Mr. Larson was accepted on the motion of Councilman Rlnn, Robinson second. Councilman Robinson reported that the report from the committee studying the street trees had been STREET TREE filed with the City Clerk. Mr. Weller added that REPORT the report had been referred to the City Engineer's office for a complete listing of names, addresses, dates, etc. SUBDIVISION The Council agreed to discuss its present sub - POLICY division policy as it applies to informal sub- divisions at a later date. The City Manager then presented his budget for the fiscal year 1953-54 with the explanation that, with the exception of the Police Department, the budget does not call for any major changes in service or procedure. He added that the requests from the department heads have been realistic and about as fair as any in the past five years. Mr. Weller 1953-54 explained that the figures for a tions to BUDGET the capital outlay, contingency, and ut lity outlay funds would not be available until July 1, so they had not been included in the budget being presented. In the ensuing discussion Councilman Robinson questioned the request of the Recreation Department for addition of six power motors for use on boats in Lodi Lake Park. It was agreed that the Recrea- tion Commission should be asked: (a) if they wished to continue the use of power boats in the lake, and (b) if they still wished the six additional motors. ;sir. Weller explained that a substantial change is contemplated in the Police Department in the next year. The budget contains provisions for the addition of five men to the department as a means of establishing a 42 -hour work week for the police personnel. Mr. Weller explained that the typical work week for police in the State is now 40 hours, while the present work week in the Lodi department is 48 hours. He also explained that several of Minutes of June 10, 1953, continued. 23 the vehicles in the Police Department are in need of replacement, and he had investigated the possi- bility of making these replacements by leasing vehicles from the dealers. The vehicles would be leased at a fixed fee which would include maintenance and repair and replacement with new vehicles at stated periods. ne felt that the cost of this arrangement would be substantially the same with the added advantage of having the equipment in good operating condition a greater part of the time. The I-ouncil then completed the item -by -item examination of the budget. Mayor Richey announced that Dir. Harold Wise had been WISE HIRED hired by the City as a consultant to prepare a master AS plan and would attend the July 1, 1953, meeting to CONSULTANT meet with the City Council and the City Planning Commission.
