CITY COUNCIL CITY OF LODI
COUNCIL CHAMBERS, CITY HALL
FEBRUARY 4, 1953
This regular meeting of the City Council of the City of Lodi
held beginning at 8:00 o'clock p.m. of February 4, 1953.
Councilmen Richey, Robinson and Haskell (Mayor) present;
absent Preszler and Rinn.
Minutes of the previous meeting, January 21, 1953, were
approved as written and mailed.
COMMUNICATIONS
Letter from Harold B. Gotaas, Director of the
REFUSE AND Department of Engineering Sanitary Engineering
SANITARY Research Project of the University of California,
REPORT announcing that the study of the refuse collection
and sanitary landfill disposal had been completed
and a report furnished to the City Engineer of the
City of Lodi.
REPORTS OF THE CITY MANAGER
City Manager Weller reported the bids for the two -
ton dump truck had been received and tabulated as
follows:

Mr.
350.OcrMr. Weller stated that he concurred in the recom-
mendation of the using department that the award
be made to the low bidder, John Drew Motors. Reso-
lution No. 1720, awarding the contract to the John
Drew Motors, was adopted on the motion of Council-
man Richey, Robinson second.
Claims in the amount of $97,736.14 were approved
CLAIMS and ordered paid on the motion of Councilman
Robinson, Richey second.
A petition for the annexation of approximately 44
acres located north of West Lockeford street and
ANNEXATION east of Ham Lane together with the land of Vt. F.
PETITION Ayers west of Ham Lane was presented to the Council.
SUBMITTED Besides the Ayers property, the territory proposed
NORTH FEST for annexation contains the property of Chris Dol-
-ADDITION linger, Edwin Gholz, Margaret J. Celle Manna and
F. Giordano. It is proposed that the territory be
annexed as uninhabited territory. The petition
was referred to the City Planning Commission.
Mr. Weller read a memorandum he had received from
the City Engineer which recommended that storm drain
CITY in Mills Avenue be extended south to connect with the

RECON24ENDS tion District Canal near the southeast corner of the
EXTENSION OF Don Wood property. The City Engineer pointed out
MILLS AVE. that Mariposa Way in the Century Manor is lower than
STORM SEWER the summer level of Lodi Lake into which the storm
water must drain. At the present time a Dum�_ at the
end of the line keeps the area drained under these
conditions, but a mechanical failure of the pump
would result in flooding. It was agreed that the
matter should be brought up again with the 1953-54
budget.

Councilman Robinson then raised the question of street
tree removal by stating that great care should be
taken to protect the trees in the City. In referring
to the removal of the magnolia tree belonging to Mrs.
Ballantyne on West Elm Street, Councilman Robinson
STREET TREE protested that this was an unwarranted action, and
R—EMOVAL in the future steps should be taken to protect the
trees. Councilman Richey added that trees should be
removed only as a last resort, and then only after
permission is granted by proper authority. Mayor
Haskell asked if this meant that the Council was to

Mayor Haskell then signed Ordinance No. 480 in

Councilman Robinson asked if there was any further
information available relating to the offer by radio
station KXOA of free TV time. Councilman Richey
replied that the newspapers in Sacramento have been

carrying news reports of a hearing in Washington, D.C.

in which two separate interests are vieing for the
single regular television channel to be awarded in
Sacramento. She further stated that she felt that
the offer of free time to the City of Lodi might be
a part of this controversy. Councilman Robinson then
suggested that the Council take no action on this
offer and thereby avoid implication in the matter,
particularly since it was his understanding that it
was normal practice for radio and television time to
be set aside for public benefit. It was agreed that
no action should be taken.
In discussing the request of the Delano Chamber of
Commerce that the Lodi City Council adopt a resolution
endorsing the "Delano Plan", carried over from the
previous meeting, Councilman Richey stated that, in

her opinion, it would be desirable to have plans for
shcool buildings prepared by people in the field of
education. She stated that architects are often more
concerned with the fads and frills that go to beautify
the building than they are with the requirements for
the classroom. Councilman Robinson stated that the
Delano Plan appeared to be sound to him, however, he
did not feel qualified to judge. He then suggested
that no action be taken on the request of the Delano
Chamber of Commerce in view of the fact that the
school officials had studied the plan and opposed it.
The Council agreed to take no action.
Councilman Robinson then raised the question of street

Councilman Richey replied that if this is what is
necessary to save the trees, the answer is yes.
City Manager Weller then pointed out that a survey
of the tree problem is presently being conducted
by a tree service firm from Sacramento and that
the results of this survey would be available in
_ the near future. Councilman Robinson then moved
that no further trees be removed, unless they be
deemed a hazard to life, limb or property, until
such time as the Council received the report from
the tree service firm and until a policy for
future tree removal was determined. The motion
was seconded by Councilman Richey and carried.
The Council adjourned at 8:50 o'clock p.m. on
the motion of Councilman Robinson.
