COUNCIL CHAMBER, CITY HALL
DECEMBER 15, 1954
This regular meeting of the City Council of the City of Lodi
held beginning at 8:00 o'clock p.m. of Wednesday, December 15,
1954; Councilmen Hughes, Mitchell, Richey, Robinson, and Fuller
(Mayor) present; none absent. City Manager Weller and City Attor-
ney Mullen also present.
Minutes of the previous meetings of October 20, 1954, Novem-
ber 3, 1954 and November 17, 1954 were approved as written and
mailed.
C OMMUNICATI ONS
EMPLOYEES' A letter from the Lodi City Employees' Association
DINNER inviting the members of the City Council and guests
to attend the Association's Annual Christmas Dinner
to be held at the Hotel Lodi on December 18, 1954.
DRIVEWAY
A letter from the Shell Oil Company requesting per -

mission to increase the width of a driveway on

Cherokee Lane for the service station located at
the corner of Pine Street and Cherokee Lane. An
increase in width from 28 feet to 35 feet was re-
quested. On the motion of Councilman Richey, Mitchell
second, the request was granted contingent upon the
approval of the Division of Highways of the State
of California..

A letter from Mrs. Ethel B. Tweedy, 231 South

tion be given to a request to rezone her property
to the Commercial Zone was referred to the City
Planning Commission on the motion of Councilman
Richey, Hughes second.
REPORTS
OF THE CITY MANAGER
PARKING
Mr. Weller reported that he had received a request

from Mr. Robert Hunnell through the City Engineer

for the discontinuance of two parking stalls in

front of the east portion of Lot 8, Block 8 of
Hutchins High School Addition. Mr. Bunnell plans
to operate the property as a free off-street parking
lot and the presence of parked cars in the two
stalls on either side of the driveway makes entry
to the parking, lot very difficult. The request
was granted on the motion of Councilman Mitchell,
Robinson second.
POLICE CAR The City Manager reported that the bids received for
BIDS the purchase of the three patrol cars for the Police
Department show the low bid -was submitted by the
RES. #1851 Krieger Motor Company. The bid, including allowance
for trade-ins was $3,010.29• Resolution No. 1851,
awarding the contract for the purchase of three
sedans to the Krieger Motor Company, was adopted on
the motion of Councilman Robinson, Richey second.
Claims in the amount of $114,471.65 were approved on
the motion of Councilman Hughes, Richey second.
CITY PLANNING COMMISSION
ZONING Mr. Weller reported the following actions taken by
COMMITTEE the Zoning Committee of the City Planning Commission:
REPORT
At its meeting of December 13, 1954, the Committee
granted permission to Mr. and Mrs. Prideaux to
errect a marque which would extend into the re-
quired front yard at 240 S. Hutchins Street.

At its meeting of December 13, 1954, the Committee
granted a side yard variance to Miss Laura Cook,
1332 South Hutchins Street to permit the con-
struction of a garage within less than 4 feet
of the adjoining property, the adjoining
property being zoned commercial.
At its meeting of December 13, 1954, the Commit-
tee granted a variance to the building set -back
requirement to Mr. Tim Bertsch for a dwelling
at 506 Olive Court.
At its meeting of December 13 1954, the Commit-
tee granted a variance to Seciion 6.3 of Ordinance
No. 469 to permit the construction of a dwelling
less than 25 feet from the front property line:
the action covered Lot No. 14 of the Preszler
Tract owned by Mr. C. G. Baker.
DISTRIBUTION Councilman Robinson also reported that the City
OF MASTER PLAN Planning Commission had discussed the distribution of
the Master Plan and recommended that a charge of $1.00
a copy be made for copies of the booklet after the
original distribution is made to interested persons
or groups. Mr. Weller also reported that he had in-
structed the printers to prepare only 1+00 copies of
the booklet at the outset with the remainder to be
printed after the public hearings when revisions
might be made.
ORD. N0. 518 ORDINANCE NO. 518, ENTITLED "AN ORDINAICE OF THE
ADOPTED CITY OF LODI PROHIBITING THE CONSTRUCTION OF A HALL
OF JUSTICE, INCLUDING COURTROOM FACILITIES FOR THE
HALL OF JUSTICE COURT, LODI JUDICIAL DISTRICT, OR JAIL FA -
JUSTICE BAN CILITIES, OR POLICE DEPARTMENT FACILITIES IN THE
AREA BOUNDED ON THE NORTH BY ELM STREET ON THE WEST
BY PLEASANT STREET, ON THE EAST BY CHURCH STREET AND
ON THE SOUTH BY PINE STREET IN SAID CITY", having
been introduced at the regular meeting of December
1, 1951+, was brought up for passage on the motion
of Councilman Robinson, Mitchell second. Second
reading was omitted after reading by title and was
then passed, adopted and ordered to print by the
following vote:
AYES: Councilmen - Hughes, Mitchell, Richey,
Robinson and Fuller
NOES: Councilmen - None ABSENT: Councilmen - None
Mayor Fuller then signed Ordinance No. 518 in
approval thereof.
RECREATION Mayor Fuller then stated that the terms of Commis -
COMMISSION sioners Elmer Brown, Lloyd Patton and Jim Conklin of
APPOINTMENTS the Recreation Commission would expire on December 31,
PATTON AND 1954. He added that he had been informed that Mr.
BROWN Conklin did not wish to serve any longer. On the
motion of Councilman Hughes, Richey second, the Coun-
cil voted to reappoint Mr. Elmer Brown and Mr. Lloyd
Patton to the Recreation Commission to terms which
would expire December 31, 1958, and to direct a letter
to Mr. Conklin expressing the appreciation of the
City Council for his long and valuable service.
The meeting was adjourned at 8:28 p.m. on the motion
of Councilman Richey.
