SPECIAL MEETING
APRIL 28, 1954
This special meeting called by the Mayor, notice given in accordance with
Section 54956 of the Government Code of the State of California, held at 7:30
o'clock o.m. of Wednesday, April 28, 1954; Councilmen Hughes, Mitchell, Richey,
Robinson, and Fuller (Mayor) present; none absent. City Manager Weller and
City Attorney Mullen also present.
ELMER BROWN Mayor Fuller reminded the Council that there is a vacancy to be
APPOINTED TO filled on the Recreation Commission which was created by: -the
RECREATION resignation of Jim Crescenzi. Councilman Robinson stated that he
COMMISSION felt that the Council should consider the appointment of a younger
man to the Commission. He then moved the appointment of Mr. Elmer
Brown to the Recreation Commission. Mr. Brown was then appointed
by the unanimous vote of the Council.
EXTENSION OF ,Mayor Fuller then stated that the contract with Mr. Harold Wise
MASTER PLAN for the development of the Master Plan for the City of Lodi would
expire on April 30, 1954, unless action were taken prior to that
date to extend the contract. Mr. Fuller added that the extension
of the contract to permit the investigation of the proposed indus-
trial development at the 800 -acre site at Davis Road and Eight
Mile Road had been recommended by the Lodi District Chamber of
Commerce and the Planning Commission. Councilman Robinson suggested
that the investigation need not be confined to the one industrial
site, but should involve a study of industrial development in the
vicinity of the City. •Councilman Richey stated that consideration
should be given to the denlargement of the City by the development
of a large industrial development. Mayor Fuller then asked the
INDUSTRIAL City Clerk to read a more recent letter from the Chamber of Com -
SITE merce requesting the retention of Mr. Wise. Councilman Richey then
asked for a review of the cost of the proposed extension of the
proposed extension of the contract. Mr. Weller replied that the
maximum amount which would be committed by the extension of the
contract would be $2500. He added that it is proposed that the
present Master Plan study be halted and that Mr. Wise would study
the effect of the annexation of the proposed 800 -acre :site on the
City. After the study determines whether the annexation of the
industrial site is feasible from the City's standpoint, the new
Master Plan study would be commenced. He added that it was his
understanding that if the investigation of the feasibility of the
annexation indicated the site should not be annexed, the present
Master Plan study would be pursued to its conclusion. If the ques-
tion of the annexation of the industrial site could be resolved
in thirty days the City would be obligated to pay Mr. Wise $800.
For the additional time that might be required the City would pay
3800 for the second month and $900 for the third month, or a total
of $2500 for the complete study and revised Master Plan. Council-
man Hughes stated that Mr. Wise should study industrial development
in general rather than devoting his study exclusively to the proposed
800 -acre site. Mr. Hoggatt, Secretary -Manager of the Chamber of
Co,nerce, addressed the Council to say that there are several small
sites adjacent to or in the City but these sites would cause little
or no problem to the City, whereas the 800 -acre site involves
annexation and is a 'separate problem. He added that he thought the
study of this site would develop information which could be applied
to future requests for industrial development. Councilman Hughes
stated that he did not believe this should be entirely a Wise pro-
gram, but that it should include the efforts and thinking of local.
people. Mr. William Hoegerman addressed the City Council to state
that he felt that qtr. Wise was doing a fine job, but that the City
Council should take advantage of the available material in the
corrnunity to do the same work. Such a move he felt would calrify
some of the friction going around the City regarding the Master
Plan. He stated that the City has a qualified civil engineer in
the person of M.r. Clifford Gatzert who has worked with the Planning
Commission in the past. Mr. Hoggatt stated that the Chamber would

find that a good move when the time comes, but the
present studies do not involve engineering study of
the industrial site. He suggested that when time
comes to interpret and implement the Wise study, there
would be no difficulty in retaining Mr. Gatzert to
assist and advise the City Council, ,;4r. Hoegerman
replied that he did not intend to suggest the employ-
ment of `dr., Gatzert as an engineer, but rather as a
planner. Councilman Robinson stated that he felt
Mr. Wise should continue since he has done the work
completed thus far, but that Mr. Gatzert could be
used as a consultant to the Council after Mr. Wise's
work has been completed. Councilman Hughes emphasized
the need for local planning, then suggested -that the
City accept the terms of `-!r. Wise with the under-
standing that his investigation will include a report
on general industrial development for the City as
well as the report on the 800 -acre site. On the motion
of Councilman Robinson, Mitchell second, the Council
voted unanimously to continue the services of Mr. Wise
under the terms indicated by Mr. Wise in his letter
to the City Manager with the stipulation that when
the cost analysis of the annexation of the 800 -acre
site is complete the proposed extension of the Master
Plan could be dropped and the original plan immedi-
ately completed.
CO`MITTEE Mayor Fuller then requested the City Manager to report
APPOINTED on the status of the problem involving the Lodi Tran -
TO STUDY sit Company. Mr. Weller stated that recent reports
BUS SERVICE in the newspapers indicated that the Lodi Transit
Company was going to cease operations due to financial
difficulties. He pointed out that the franchise with
the bus company contains a provision for a 90 -day
notice of intention to terminate service, and that
to date such notice has not been tendered. He related
that this is just one of a number of crises faced by
the company in the last three or four years. Each
crisis is usually developed by the inability of the
company to pay its insurance premiums. He then gave
the Council a brief history of the bus operation in
the City, including the findings of the report Sub-
mitted by a committee appointed to investigate the
bus company in 1950. Said findings recommended that
the request of the Lodi Transit Company to discontinue
service be approved. Mayor Fuller stated that it
would seem that the 1950 report would apply just as
well in 1954. Councilman Robinsbn stated that the
City has grown, and if something could be worked out
which would permit the continuance of service, it
would be a benefit to the City. On the motion of
Councilman Hughes, Richey second, the Council voted
to aurhorize the Mayor to appoint a committee to study
the problem and report its findings to the City Coun-
cil within thirty days.
On the motion of Councilman Richey, the meeting was
adjourned.
