I Action on the minutes of the previous meeting, February 3, 1954, was deferred until the next regular meeting. COMMUNICATIONS Mr. Weller reported that the minutes of the last JOINT MEETING meeting of the Recreation Commission indicated WITH that the Recreation Commission had designated RECREATION their meeting of March 1, 1954, as a suitable COM+II33ION time for a joint meeting with the City Council. The Council agreed that the March 1 date would be satisfactory. REPORTS OF THE CITY MANAGER The City Manager reported that the City Engineer ALLEY VACATION was still corresponding with Mr. Olwell and repre- SALEi•I SCHOOL sentatives of the Safeway Company regarding the GROUNDS relocation of the utility lines lying in the alley in Block 36 (Salem School Grounds) of the City of Lodi. On the motion of Councilman Preszler, Robinson second, the Council voted to continue the action on Ordinance No. 507, declaring its intention to vacate said alley, to the next meet- ing. Mr. Weller reported that letters had been directed BUS LINES to the Greyhound Lines and the Gibson Lines regard- ing the intra -city bus service in Lodi; however, replies had not been received as yet. Mr. Weller reported that the pruchase of the AYERS property at Ham Lane and Lake Street from Melber PROPERTY Ayers had been completed. Mr. Weller reported that he had not received the S.P.CO. lease from the Southern Pacific Company for the PARKING Sacramento Street lot. He explained that the lay - LEASE outs of the proposed parking lot were ready for the Council's consideration. The City Manager reported that he had received a LEASE communication from the State of California regard - EMPLOYMENT ing the renewal of the lease for the building at OFFICE BLDG. the corner of Stockton Street and Locust Street EXTENDED by the State Employment Office. The letter related ONE YEAR that since a portion of the Employment Office's funds come from the Federal Government, it must comply with the policies of the Federal Government. The Federal Government's policy regarding leases from other public agencies is to pay only the costs of maintenance and operations of the build- ing -once the costs of the building have been amortized. It was pointed out in the letter _that the present rental of 4225 per month for the City property includes amortization which will be complete in three or four years. The Government requested assurance that the rent will drop to the costs of maintenance and 306 Minutes of February 17, 1954, continued. operation after amortization. Mr. Weller pointed out that it would be difficult to give such assurance so far in advance, bearing in mind the fact that the City may need the facilities for its own operations in the future. He also _ pointed out that there is the moral question of whether the Council should commit a future Coun- cil on the matter. Mr. Weller suggested that the City sign a one-year extension of the present lease at this time. On the motion of Council- man Robinson, Hillman second, the Council adopted Resolution No. 1804, authorizing the Mayor to sign a one-year extension to the present con- tract with the State. Claims in the amount of $120,119.78 were approved CLAIMS on the motion of Councilman Preszler, Hillman second. Councilman Robinson reported that the last meet - W. ELN[ ST. ing of the Planning Commission the City Engineer raised the question of the right of way and paving width of West Elm Street west of Ham Lane. The present right of way width of the western portion of the street is 80 feet with a paving width of 60 feet. Councilman Robinson stated that Mr. Wise, the Planning Consultant, question the advisability of having a second arterial so close to Lockeford Street. The Planning Com- mission generally felt that the 80 -foot width should be maintained west of Ham Lane. The City Council then agreed that the 80 -foot width should be maintained west of Ham Lane and that the street should be paved to the ultimate width. City Attorney Mullen introduced a discussion of EXTRA WIDTH the Council's policy regarding extra width streets. STREETS The established policy is that the abutting property owners dedicate the entire width of the street and pay the cost of pavement for the regulation street width with the City paying for the extra width pavement. The Council recog- nized the exception to this policy in the Handel and Fairmont Park subdivisions; however, it agreed to reaffirm its policy notwithstanding the two exceptions.
