COUNCIL CHAMBER, CITY HALL
JUNE 15, 1955
This regular meeting of the City Council of the City of
Lodi held beginning at 8:05 o'clock p.m. of Wednesday, Jure 15,
1955; Councilmen Fuller, Hughes, Mitchell, Richey and Robinson
(Mayor) present; none absent. City Attorney Mullen and City
Manager Weller also present.
COMMIUNI CATIONS
LIBRARY Letter from Miss Amy Boynton, Librarian, stating
BOARD that the terms of Miss Ida L. Rinn and Mr. Lewis
TERMS P. Singer as members of the Board of Library Trus-
tees will expire June 30, 1955. It is her belief
that both would be willing to serve again. No
action was taken.
JAIL COST Letter from Mr. Charles Kenyon, County Expert,
informing the City that the Board of Supervisors
have adopted a resolution setting the charge to
cities for use of County jail facilities at $.75
per day per prisoner. This action was taken after
the cost of maintaining prisoners had been found
to be approximately 51.50 per day.
PUBLIC HEARINGS
FORSYTH Mayor Robinson called for those wishing to protest
REZONING the proposed rezoning from R-4 to C-1 of the east
60 feet of Lot 5, Block 2, City of Lodi, to address
the Council. No protests were offered, either
written or oral.
LODI AVENUE The Mayor then called upon those wishing to protest
REZONING
the proposed rezoning from R-4 to C-1 of that
portion of Lots 8, 9, 10 and 11 of Block 12,
Hutchins Addition, fronting on West Lodi Avenue,
to address the City Council. No protests were
offered, either written or oral.
ROTT
The Mayor then called upon those wishing to protest

the proposed rezoning from R-4 to C-1 of the south
50 feet of Lots 5 and 6. Block 12, City of Lodi,

offered, either written or oral. On the motion
of Councilman Fuller, Richey second, the Council
voted to introduce Ordinance No. 530, amending
the Zoning Ordinance to make the above rezonings.
REPORTS
OF THE CITY MANAGER
FINAL MAP
A final map entitled "Clancy Tract" was presented

for approval. The final map was approved and the
Mayor was authorized to sign said map on the motion
of Councilman Hughes, Richey second. The accep-
tance of the streets offered for dedication is
subject to improvement of the streets to City
standards before they will be maintained by the
City.

FINAL MAP
A final map entitled "Alshire Park" was then

presented for approval. The final map was approved
and the Mayor was authorized to sign it on the
motion of Councilman Richey, Fuller second. The
motion provided that the parcel shown on the map
as "Parcel All should be deeded to the City of
Lodi. The acceptance of the streets offered for
dedication is subject to improvement of the streets
to City standards before they will be maintained
by the City.

Claims in the amount of $56,615.46 were approved
on the motion of Councilman Fuller, Richey second.
1955-56
The City Manager then presented the proposed
BUDGET
budget for the fiscal year 1955-56. He explained
that this preliminary recommendation excluded
consideration of several important items, upon
which decisions must be made at a later date. He
made no recommendation in connection with the
possible increase in the cost of bulk power, nor
in the determination of a long-range program for
improvement and development of the Fire Depart-
ment. Likewise, he pointed out that no provisions
were made for the revision of employees' salaries
and personnel benefits. Excluding the appropri-
ationd to reserve funds, the proposal submitted
totaled $1,522,200, an increase of $80,810 over
the comparable figure for fiscal 1954-55• Mayor
Robinson asked if funds were provided for the
turfing of school grounds. Mr. Weller replied
that the only capital improvement projects included
are the development of two new water wells carried
over from fiscal 1954-55. Mayor Robinson then
asked if funds were provided for traffic signals.
Mr. Weller replied that funds for four traffic
control signals were included in the operating budget
of the Utilities Department. Councilman Hughes
suggested that these funds might be approved subject
to reference to the City Council before the signals
were actually constructed. Mr. Weller stated
that this would certainly be done, particularly
since he assumed the Council would wish traffic
counts to be made. Councilman Fuller asked how
Mr. Weller's estimate of $1,750,000 needed for
capital improvements in the next ten years could
be financed out of the Capital Outlay Fund if the
annual contribution is only $100,000. Mr. Weller
replied that that is the reason he proposed the
capital improvement needs be studied. He pointed
out that the $1,750,000 did not represent the total
estimate of future needs, but represented those
requirements which he could name off -hand. Mayor
Robinson suggested that the budget could be balanced
with an increase of $.50 in the water rates. Coun-
cilman Fuller replied that the City would only
realize a possible $40,000 in this way and run the
risk of losing much of the Cityfs greenery. He
suggested that the City could realize between $90,000
and $100,000 from a one-half cent increase in the
sales tax, particularly since the Legislature has
passed the enabling legislation.
The meeting was adjourned until 3:00 p.m. of Wed-
nesday, June 22, 1955, on the motion of councilman
Richey.
