HomeMy WebLinkAboutMinutes - June 1, 1955424 CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL JUNE 1, 1955 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, June 1, 1955; Councilmen Fuller, Hughes, Mitchell, Richey and Robinson (Mayor) present; none absent. City Attorney Mullen and City Manager Weller also present. Minutes of the previous meeting of May 18, 1955, were approved as written and mailed. COITfUNICATIONS KERBY ANDERSON A memorandum from Fred C. Wilson, Secretary of APPOINTED TO the Pension Board, stating that the Board wished PENSION BOARD to recommend Kerby T. Anderson for appointment to the Pension Board to fill the vacancy created by the resignation of Robert Hillman. The appointment of Mr. Anderson was approved on the motion of Coun- cilman Hughes, Fuller second. REPORTS OF THE CITY MANAGER CENTRAL V;E. The City Manager reported that an estimate prepared PLANTING by the Recreation Director of the cost of rehabili- STRIPS tating the planting strips in the center of Central Avenue between Pine Street and Locust Street was $513.65. Maintenance of these strips is estimated at $372.60 per year, with an additional $173.80 per year if the maintenance is to include the strips on West Elm Street. Councilman Fuller stated that he did not feel it was right to spend $500 per year for six little strips. Councilman Richey stated that she felt it was propert because these strips give the City a wide green appearance. Councilman Mitchell moved, Fuller second, that the planting strips be removed between Pine and Locust Streets. Councilman Hughes then moved, Robinson second, that the previous motion be amended to read as follows: That the planting strips between Pine and Elm Streets be removed and the strips between Elm and Locust Streets be removed unless the Salem Evangelical Church agrees to maintain both strips between Elm and Locust Streets. The amendment to the original motion carried by the following vote: AYES: Councilmen - Robinson, Richey and Hughes ?DOES: Councilmen - Fuller and Mitchell The original motion as amended was then defeated by the following vote: AYES: Councilmen - Hughes and Robinson NOES: Councilmen - Fuller, Mitchell and Richey Councilman Mitchell then moved, Fuller second, that the planting strips between Pine and Elm Streets be removed. The motion carried by the following vote: AYES: Councilmen - Fuller, Mitchell and Robinson NOES: Councilmen -Hughes and Richey Minutes of June 1, 1955 continued 4 2 5 Councilman Fuller then moved, Mitchell second, that the planting strips between Elm and Locust Streets be removed. This motion was defeated by the following vote: AYES: Councilmen - Fuller and Mitchell NOES: Councilmen - Hughes, Richey and Robinson Councilman Hughes then moved, Richey second, that the planting strips between Elm and Locust Streets be retained as long as they are maintained by the Salem Evangelical Church. Mr. Munsch entered the Chamber to report that the Church had just voted to maintain the strips if they were permitted to remain. The motion carried by the following vote: AYES: Councilmen - Hughes, Richey and Robinson NOES: Councilmen - Fuller and ;Mitchell BAPTIST CHURCH A request from the First Baptist Church for a load - LOADING ZONE ing zone in front of the Church was approved on the motion of Councilman Mitchell, Fuller second. CLAIMS Claims in the amount of $82,056.15 were approved on the motion of Councilman Richey, Mitchell second. PETITION Mr. Weller presented a petition requesting the ANNEXATION annexation of uninhabited territory lying west TOKAY GARDENS of South Hutchins Street and east of South Fairmont Avenue, signed by the owners of more than one-fourth RES. #1869 of the land by area and by assessed valuation. ADOPTED On the motion of Councilman Richey, Hughes second, the Council adopted Resolution No. 1869, declaring its intention to annex said territory and setting public hearing for July 6, 1955• CITY PLANNING COMMISSION REZONING Mr. Weller read a memorandum from the Secretary HUTCHINS- of the Planning Commission reporting that the LOCI{EFORD Commission had held a public hearing on the question AREA of rezoning from C-1 to C-2 of that property lying between the Southern Pacific Company railroad tracks and North Hutchins and West Lockeford Streets. The proposed rezoning was protested by four property owners affected by the proposal. The Commission then decided that the C-1 zoning should remain. LOCIEFORD ST. Mr. Weller than read a recommendation from the By -PASS Planning Commission that the City Council do every - CONNECTION thing in its power to accomplish a direct connection of Lockeford Street to an interchange with the State Highway By-pass. The Planning Commission had received a report from the City Engineer that it will be more economical for the City to develop Lockeford Street as a major access route complete with grade separation at the railroad tracks than it would be to develop Locust Street in the same manner. The memo stated that the Planning Commission is unanimous in the opinion that Lockeford Street should be connected directly to an interchange in order to complete an even -flow traffic pattern in compliance with what is considered to be good plan- ning. The Division of Highways has already told 426 Minutes of June 1, 1955 continued. . the Planning Commission that it has fulfilled its obligation to the City by connecting the By-pass to Victor Road by an interchange. ?Mayor Robinson suggested that the aid of the Highway Committee of the County Chamber of Commerce be enlisted in obtaining grade separations where Turner Road and Kettleman Lane cross the railroad tracks. On the motion of Councilman Hughes, Mitchell second, the Matter was referred to the City Planning Commission for a report as to the feasibility of obtaining grade separations at Turner Road and Kettleman Lane. Councilman Richey then moved that the Division of Highways be asked for a con- ference for the purpose of discussing the possi- bility of connecting Lockeford Street with the 99 3y -pass. The motion.was seconded by Councilman Mitchell and passed by unanimous vote. RES. #1867 Resolution No. 1867, declaring the withdrawal of ADOPTED the 1157th Addition" from the Woodbridge Rural WITHDRAWS County Fire Protection District, was adopted on 1157TH ADDN" the motion of Councilman Fuller, Richey second. FROM WFPD RES. 41868 Resolution No. 1868, declaring the withdrawal ADOPTED of the "Western Addition" from the Woodbridge WITHDRAWS Rural County Fire Protection District, was adopted "WESTERIT ADDN" on the motion of Councilman Fuller, Mitchell FROM WFPD second. UNIFORM At the request of Mayor Robinson, Mr. Weller SALES TAX reported that Assembly Bill No. 3111, providing for the uniform sales tax, had been passed by the Assembly and the Revenue and Taxation Com- mittee of the Senate, but had been referred to the Finance Committee of the Senate prior to presentation on the Floor of the Senate. Mayor Robinson stated that he felt everything possible should be done to secure its passage because it is a good bill. The meeting was adjourned at 9:30 p.m. on the motion of Councilman Richey.
