CITY COUNCIL, CITY OF LODI
COUNCIL CHAMBER, CITY HALL
MAY 18, 1955
This regular meeting of the City Council of the City of
Lodi held beginning at 8:00 o'clock p.m. of Wednesday, May 18,
1955; Councilmen Fuller, Hughes, Mitchell, Richey and Robinson
(Mayor) present; none absent. City Attorney Mullen and City
Manager Weller also present.
Minutes of the previous meeting of May 47 1955, were approved
as written and mailed. Mayor Robinson suggested that a copy
of the minutes be made available to the public by posting on
the bulletin board in the lobby of the City Hall.
COMMUNICATIONS
EMPLOYEES' Letter from the City of Lodi Employees' Association
PICNIC inviting the City Council to attend the organiza-
tion's annual picnic on June 4, 1955, at Lodi Lake
Park.

Letter from Police Department inviting the City

Macke Tract.- On the motion of Councilman Fuller,
ADOPTED
Mitchell second, the Council adopted Resolution
No. 1866, declaring its intention to annex said
property and setting a public hearing for July 6,
1955
PUBLIC HEARINGS
CENTRAL AVE,
Mayor Robinson called upon Mr. Conrad ':Munch of
PLAPiTING
the Salem Evangelical Church to inquire as to what
STRIPS
action had been taken by the Church regarding the
maintaining of the planting strips in the center
of Central Avenue from Pine Street to Locust Street.
Mr. Munsch stated that the Church had decided that
it would be willing to undertake the maintenance
of that half -block section of the planting strip
opposite the Church property, but would not be
willing to assume the responsibility for the main-
tenance of the rest of the strips. Mayor Robinson
asked if he felt it would be reasonable to leave
one half -block section and remove the rest. Mr.
Munsch replied that if the others are taken out,
the Church's strip should probably go too. Council-
man Richey stated that she felt it would be worth-
while for the City to maintain these strips as
part of the City's park system. Councilman Fuller
stated that a 50 -foot street was too narrow to
permit the 10 -foot planting strips down the center.
The motion by Councilman Richey, Hughes second,
that the City administration investigate the possi-
bility of maintaining the planting strips between
the curbs and report the results to the City Council
was adopted by the following vote:

REPORTS OF THE CITY MANAGER
EMERSON The City Manager read a letter received from the
SCHOOL Board of Trustees of the Lodi Elementary School
SITE District, dated May 4, 1955, informing the City
Council that the Board had agreed to start nego-
tiations for the sale of the Emerson School site
to the City of Lodi. It is to be offered to the
City for $22,500.00. While no strings were attached
to the offer, the Board expressed itself as hoping
that the City will see fit to use the site for
the benefit of the community as a whole.
CO01UNITY Mr. Weller then read a letter of resignation
COUNSELLOR received from Fred Gross, Community Counsellor.
RESIGNATION Mr. Gross stated in his letter that he was plan-
ning to go into private counselling and wished
his resignation to become effective June 30, 1955.
On the motion of Councilman Fuller, Richey second,
the Council voted to accept Mr. Gross' resignation
and to wish him lucK in his new venture.
LOADING ZONE The City Manager reported that he had received
BAPTIST CHURCH a request from the Temple Baptist Church for a
loading zone in front of the church at 7 North
Crescent Avenue. He reported that most churches
have a loading zone in front, and that the City
Engineer and Chief of Police had been contacted
and had no objection to the request. The request
for a loading zone was then granted on the motion
of Councilman Hughes, Richey second.
LEHR
Mr. Weller submitted a request from Mr. Herb Lehr

for permission to construct two 20 -foot driveways

in front of his sheet metal shop on East Lodi
Avenue in order to provide an entrance and exit
to off-street parking facilities in front of his
place of business. Mr. Lehr's request was granted
on the motion of Councilman.Hughes, Richey second.
FINAL MAP
A final map of the Hutchins Sunset Park subdivision

was presented for approval. Mayor Robinson asked

if the approval should not be withheld until an
additional 20 feet is dedicated to complete the
60 -foot right of way for Mills Avenue south of
Lodi Avenue. Mr. Reuben Rott, representing the
subdivider, stated that he had been unable to con-
tact the owner of the property west of the sub-
division. He pointed out that the City possessed
a right of access over the 15 feet immediately
west of the subdivision. On the motion of Council-
man Hughes, Fuller second, the Council voted to
approve the final map of Hutchins Sunset Addition
and authorize the Mayor to sign said map subject
to completion of the annexation of the property
and the approval of the City Engineer. Such approval
included acceptance of the streets offered for
dedication as City streets subject to improvement
of the streets to City standards before they will
be maintained by the City.
FINAL MAP
A final map entitled "Kristmont Acres, Unit No. 1",
KRISTMONT
was then presented for approval. The final map

was approved subject to the approval of the City
Engineer, and the :Mayor was authorized to sign
said map upon completion of the annexation of

of the streets offered for dedication is subject
to improvement of the streets to City standards
before they will be maintained by the City.
CURB & GUTTER
The City Manager reported that only one bid had

been received for the construction of curbs
and gutters in conjunction with the City's major

street grogram. This bid, in the amount of

$3,865.00, was submitted by William Burkhardt.
The City Engineer recommended that the award be
made to Mr. Burkhardt. On the motion of Council-
man Richey, Fuller second, Resolution No. 1865,
awarding the contract for curb and gutter construc-
tion to William Burkhardt, subject to the approval
of the Division of Highways, was adopted.
CITY :.ALL
Mr. Weller read a letter from the Lodi District
PARKING LOT
Chamber of Commerce, dated May 16, 1955, stating
that the Board of Directors had approved the
recommendation of the Retail Merchants Division
that "the net increase in parking stalls (14) be
made available for use of the general public under
the same conditions as are in effect in other
municipal lots". This recommendation is in regards
to the use of the parking lot recently constructed
immediately east of the City Hall. Mr. Weller
reported that the City -owned vehicles require 22
parking stalls', which is exactly what we had before
the construction of the new lot. He recommended
that all of the stalls on the lot east of the City
Hall be made available to the Dublic with the ex-
ception of those absolutely needed by the Police
Department. Councilman Mitchell then moved,
Fuller second, that the spaces on the lot, except
six spaces reserved for the Police Department, be
designated as two-hour parking spaces for use by
the public with the understanding that the City
reserves the right to revoke permission for pub-
lic use when deemed to be in the best public
interest by the City Council. The motion passed
by unanimous vote.
PEIRANO
The Council then discussed the proper time re -

strictions on the newly improved lot at the
corner of Main and Pine Streets. On the motion
of Councilman Richey, Hughes second, the Council
voted to place no restrictions on the parking
time on this lot at this time, but asked that a
report be made of the use made of the lot.
CLAIMS
Claims in the amount of $59,811.87 were approved
on the motion of Councilman Hughes, Richey second.
CITY PLANNING COKMISSION
REZONING
Mr. Weller read from the minutes of the Planning
REQUESTS
Commission the following actions:
1. Approved the rezoning from R-4 District
to C-1 District of all those properties on the
north side of Lodi Avenue between Pleasant and
Lee Avenues.

2. Approved the rezoning from R-4 to C-1
of the south 50 feet of Lots 5 and 6 of Block 12,
City of Lodi, said property being at the northwest
corner of School and Locust Streets.
3. Approved the rezoning from R-4 to 1-1
of the east 60 feet of Lot 5, Block 2, City of
Lodi, said property being the northwest corner
of Church and Elan Streets.
The meeting was then adjourned on the motion of
Councilman Fuller at 9:10 p.m.

Mayor Robinson then signed Ordinance No. 529 in
approval thereof.
The meeting was then adjourned on the motion of
Councilman Fuller at 9:10 p.m.
