HomeMy WebLinkAboutMinutes - February 15, 19564S3 CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL FEBRUARY 15, 1956 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, February 15, 1956; Councilmen Fuller, Hughes, Mitchell, Richey and Robinson (Mayor) present; none absent. City Attorney Mullen present; City Manager Weller absent. COMMUNICATIONS MATCHING Letter from Shoreline Planning Association of FUNDS FOR California stating requirement of matching funds PARKS for beaches and parks hinders development of recreation areas. Laid over to next meeting. BEV. LICENSE Applications for transfer of beverage license APPLICATIONS from Robert Flect and Dave Piazza, Lillian and Frank C. White, and Paul and Art Gomez were referrred to the Chief of Police. GOLDEN Resolution from the Lodi District Chamber of JUBILEE Commerce that a Golden Jubilee Celebration be WEEK carried out during the week of September 10 through 16, 1956 and that the City proclaim SEPT. 10-16 such week as Golden Jubilee Week. On motion 1956 of Councilman Mitchell, Hughes second, the Council designated September 10 through 16, 1956 as Golden Jubilee Week. The Mayor then read a proclamation setting the dates for Golden Jubilee Week and asking local organiza- tions to participate in conducting this cele- bration. LOADING ZONES Memorandum from the City Engineer stating Mr. AT LINCOLN James Linn, Assistant Superintendent of Schools, & GARFIELD had requested bus loading zones at Lincoln School SCHOOLS on East Pine Street and at Garfield School on Eden Street. The City Engineer recommended granting this request. A letter from the Lincoln and Gar- field PTA stating the desirability of having such loading zones was also read. On the motion of Councilman Mitchell, Hughes second, the Council approved establishment of white loading zones at the locations requested. SCHOOL, In connection with the safety of school children, TRAFFIC the Mayor mentioned increasing hazards at certain SQUAD intersections and suggested that the City Manager and Chief of Police investigate possibility of organizing a traffic squad, which would probably consist of mothers of school children, to handle school traffic in congested areas. It was mentioned that school officials and the Chief of Police had discussed the problem. On motiom of Councilman Mitchell, Fuller second, the City Manager and Chief of Police were requested to investigate the feasi- bility of forming such a unit. ELECTRICAL Memorandum from -J. Paul McClure, Electrical Inspec- CODE CHANGE tor, that the Electrical Code be changed due to increased loads in residential installations. On ORD. NO.51+8 motion of Councilman Mitchell, Fuller second, Or - INTRODUCED dinance No. 51+8, amending the Electrical Code, was introduced. 484 Minutes of February, 15, 1956 TEMP. EMPLOY On motion of Councilman Hughes, Richey second, F. E. COOPER the Council adopted Resolution No. 1907, author- izing the temporary employment of Forrest E. RES. #1907 Cooper for a period not to exceed six months, to assist in study of new pound facilities. RES. #1908 Resolution No. 1908, authorizing the City Manager, _ FED. FUNDS as Director of Civil Defense, to sign a request FOR FLOOD for Federal funds to reimburse the City for flood damage, was adopted by unanimous vote. CLAIMS Claims in the amount of $192,582.83 were ordered paid on motion of Councilman Richey, Mitchell second. PLANNING COMMISSION R. E. SHAW The Planning Commission recommended that the REZONING property of R. E. Shaw at 603 South School Street be rezoned from R-2 to E-4. On motion of Coun- cilman Richey, Hughes second, a public hearing on the rezoning was set for Wednesday, March 7, 1956, at 8 p.m. in the Council Chambers. BRIDGE AT City Clerk Glaves stated that the City Engineer LODI LAKE had reported that the bridge at Lodi Lake Park which had been damaged during the December floods should be repaired or removed. The City Engineer recommended removal of the bridge and installs - tion of .pipe culverts at an approximate cost of ;p1250. Suggested alternatives would be shimming, which would be a temporary solution or jacking of the bridge at costs of 5^725 and J1025 respec- tively. Councilman Hughes moved, Richey second, that the decision regarding the work to be done be left to the discretion of the City Engineer. Mayor Robinson stated he was concerned about possible impeding of flow of water into the lake if culverts were used. He also preferred the bridge from an aesthetic point of view and wanted further study of the matter. Councilman Hughes remarked that water came into the lake at other points and that use of culverts might eliminate the problem of debris which collected at the bridge. The motion passed by the following vote: AYES: Councilmen - Fuller, Hughes, Mitchell and Richey NOES: Councilmen - Robinson It was decided that Mayor Robinson and Councilmen Hughes and Mitchell would go out to Lake Park with the City Engineer to study, the situation further. BOOSTER PUMP ?Mayor Robinson stated that under present conditions high water could be a serious problem in the southeast part of town and since the City has had approval from the Woodbridge Irrigation District since 1951 for installation of a booster pump, he felt the City Manager should expedite instal- lation of such a pump at Kettleman Lane. Council- man Fuller mentioned that insta;lation had been delayed at the request of the District which asked that the matter be held in abeyance until after the water hearings in Sacramento when the District would like to have further discussion of that and Minutes of February 15, 1956 continued. 485 other problems with the City. Lity Attorney Mullen pointed out that the 1951 approval had been given with long range requirements in mind and that if such requirement were now present the City should go ahead. The Council agreed that the City Manager should proceed with immediate installation of a booster pump. CITY VS. SP City Attorney Mullen reported on the favorable GRADE CROSSING outcome of the grade crossing case against the CASE Southern Pacific Company. He was commended for the excellent work of himself and staff. On motion of Councilman Mitchell, Richey second, the meeting was adjourned at 8:1+5 p.m. ATTEST: HENRY A. GLAVES, JR. City Clerk
