HomeMy WebLinkAboutMinutes - February 1, 1956CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL FEBRUARY 1, 1956 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, February 1, 1956; Councilmen Fuller, Hughes, Mitchell, Richey and Robinson (Mayor) present; none absent. City Attorney Mullen and City Manager Weller also present Minutes of the previous meetings of January 4, 1956 and January 18, 1956 were approved as written and mailed. COMMUNICATIONS FLOOD Mr. Clifford B. Bull, Chairman of the Board of CONTROL Supervisors, San Joaquin County, addressed the City Council requesting action of the Council to RES. NOS. support requests for Federal aid in overcoming 1900, 1901, flood threat to public.and private property in 1902 & 1903 San Joaquin County. He stated that various public ADOPTED bodies, as well as the Chambers of Commerce in San Joaquin and Stanislaus Counties, are requesting funds from Congress to (1) study the Mokelumne River, (2) construct the Greater Melones Dam, (3) construct the New Hogan Dam, and (1+) construct levees on the San Joaquin River below the mouth of the Merced River. The following resolutions were adopted on the motion of Councilman -Hughes, Mitchell second; Resolution No. 1900, entitled "Resolution Requesting Allocation of Ample Funds to the Corps of Engineers of the United States Army in Order to Make Study on the Mokelumne River and Its Tributaries"; Resolution No. 1901, entitled "Resolution Joining in Request of Boards of Super- visors of the County of San Joaquin and the County of Stanislaus in Declaring the Need for and Urging the Construction of Greater Melones Dam"; Resolu- tion No. 1902 entitled "Resolution Declaring the Need for and brging the Construction of New Hogan Dam"; and Resolution No. 1903, entitled Resolution Declaring the Need for and Urging Levee Construction on San Joaquin River Below Mouth of Merced River". Mr. Bull stated that he planned to attend the Con- gressional hearings on the requests in Washington, D. C., and he would be accompanied by some repre- sentatives from the various public agencies in the area. He stated that he felt it would be worthwhile if the City of Lodi would also send a representative to Washington. COUNTY -WIDE Letter from San Joaquin County Planning Commission PLANNING transmitting a copy of a resolution by that body CONSULTANT recommending to the Board of Supervisors the crea- tion of an area Planning Commission. Mayor Robin- son then reported that he had attended a meeting, accompanied by the City Manager and the Chairman of the Planning Commission called by the Board of Supervisors of a like delegation from each city in the County to discuss the possibility of the County hiring a first-class planning consultant who would be in charge of a regional planning commission covering the entire County. He reported that two committees were formed at this meeting to study the problem. Minutes of February 1, 1956 continued. 481 - ABC 81 ABC A notice of application for transfer of an "On LICENSE Sale" Alcoholic Beverage License to Iva and John APPLICATION Brodehl located at the Spot Club, 218:North Chero- kee Lane, was referred to the Chief of Police. UNIFORM Letter from the League of California Cities stating SALES TAX that a model ordinance for the uniform sales tax program had been drafted by a committee headed by James Doherty, Assistant City Attorney, Los Angeles. The drafted ordinance had been submitted to the Board of Equalization and other interested State departments and would be forwarded to the cities as soon as approval were received. A model contract has also been drafted and will be furnished the City. RES. #1906 On the motion of Councilman Mitchell, Richey sec6nd, ADOPTED Resolution No. 1906, declaring the intention of INT. TO ADOPT the City Council to adopt a uniform local sales UNIFORM tax ordinance in conformity with the Bradley -Burns SALES TAX Act and allocating 5% of the revenue from said tax to the County of San Joaquin, was adopted by unanimous vote of the City Council. COTTAGE Letter from Larson's Cottage Bakery asking that BARRY further consideration be given to their request ALLEY for permission to construct an opening for drive-in REQUEST bakery service on the alley in Block 18, City of Lodi. Mr. Larson addressed the City Council to state that their request has precedent in other cities where permission has been granted for drive-in windows on an alley for bank deposits or for coffers at the curb for bank deposits. He stated that it would be possible to get five off-street parking spaces in the rear of the building, but he felt the window would be better from the traffic standpoint. Their needs would be served if traffic were limited to one-way traffic going west. Mayor Robinson suggested that action on the request be postponed until the Chief of Police had been con- sulted. The matter was postponed until it could be taken up with the Chief of Police, on the motion of Councilman Mitchell, Fuller second. REPORTS OF THE CITY MANAGER LOADING ZONE The City Manager presented a request from the SALEM CHURCH Salem Evangelical Church at the corner of Elm Street and Central Avenue for a passenger loading RES. #1905 zone in front of the Central Avenue entrance to ADOPTED the Church. It was explained that a 40 -foot loading zone was desirable in order to facilitate the load- ing and unloading of children attending Sunday School. On the motion of Councilman Fuller, Richey second, the Council adopted Resolution No. 1905, establishing a 40 -foot white loading zone as re- quested. AWARD Mr. Weller presented the tabulation of bids received CONCRETE for the purchase of concrete pipe for the coming PIPE year. Of the two bids received, Mumbert Concrete Pipe Company submitted the low bid on the 61 8, RES. #1904 10, 12 and 21 inch 'pipe sizes for a total bid of ADOPTED $11,665. Spiekerman Concrete Pipe Company submitted the low bid for the 24 inch pine size for a total of $1+,248. Resolution No. 1904, awarding the con- tract for concreteppipe to Mumbert Concrete Pipe Company for the 6, 8, 10, 12 and 21 inch pipe sizes and to Spiekerman Concrete Pipe Company for the 24 inch pipe at the bid prices, was adopted on the motion of Councilman Hughes, Richey second. 482 Minutes of February 1, 1956 continued. CITY PLANNING COMMISSION Minutes of the previous meeting of the City Planning Commission were read by the City Manager. 50TH Councilman Richey stated that the question of the - ANNIVERSARY celebration of the 50th anniversary of the City CELEBRATICN of Lodi had been discussed by the Board of Direc- tors of the Grape and Wine Festival, and the Board had concluded that it was opposed to the hiring cf an outside agent or professional to stage the celebration. SET MEETING Mayor Robinson called attention to a memorandum TO DISCUSS received from the City Manager relating to the FIRE HOUSES location of fire stations. He suggested that a meeting be set for Wednesday, February 8, 19561 to discuss the needs of the Fire Department. The Council agreed to the meeting and the City Manager was instructed to arrange for the presence of representatives of the Board of Fire Underwriters at the meeting. Councilman Hughes and Mayor Robinson objected to the release of the memorandum to the press prior to discussion by the City Council. The City Manager stated that the memo- randum was released to the press after it had been received by the members of the City Council just as it had been his policy for the past eight years.
