HomeMy WebLinkAboutMinutes - January 4, 1956474 CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL JANUARY 4, 1956 This regular meeting of the City Council of the City of Lodi held beginning at 8:00 o'clock p.m. of Wednesday, January 4, 1956; Councilmen Fuller, Hughes, Mitchell, Richey, and Robin- son (Mayor) present; none absent. City Attorney Mullen and City Manager Weller also present. Minutes of the previous meetings of December 7, 1955 and December 21, 1955 were approved as written and mailed. PUBLIC HEARINGS ORD. NO. 546 Mayor Robinson opened the meeting to the hearing INTRODUCED of protests to the proposed annexation of that property described in Resolution No. 1890 and 61ST ADDITION known as the "61st Addition, Lands North of Locke - ford Street and West of Loma Drive". There being no protests offered, either written or oral, Ordinance No. 546, entitled "Approving the Annexa- tion of the 'Sixty-first Addition, Lands North of Lockeford Street and West of Loma Drive' to the City of Lodi and Declaring that the Same Is Annexed to and Made Part of the City of Lodi", was introduced on the motion of Councilman Fuller, Hughes second. FLOOD CONTROL Mr. A. M. Mellor and Mr. C. R. Van Buskirk addressed the City Council to state their views regarding the flood problems in the northwest portion of the City. At the request of Councilman Fuller, Mr. Weller outlined the measures being taken on a temporary basis to protect the homes on Laurel Avenue and south of Turner Road. He added that a permanent solution would be a project of some magnitude and probably would be outside the juris- diction of the City Council. Mayor Robinson suggested that the City Manager contact the Army Corps of Engineers in an effort to expedite the use of the $15,000 allotted for the study of flood control on the Mokelumne River. The Mayor then read the following statement: "We appreciate the efforts that were made by all parties interested in the Mokelumne River during the recent high water. It appears, how- ever, that there was no unified effort made to correlate data on rainfall, run off, storage capacity in reservoirs, releases from storage, anticipated river. 81ow and timing at various places of the flow. "It seems that such correlated data would be of great value in future crises and that a central agency able to give out authentic informa- tion could be set up --perhaps in conjunction with our Civilian Defense operations or our Police Public Relations Department "I request that the City Manager endeavor to work out a program along these lines." Mr. Van Buskirk stated that there are structures on the Mokelumne River which impede the flow of the water, and he felt the people of the community have the right to expect flood protection from the people who erect these structures. He stated that he felt the elected officials should take the necessary action rather than groups of people acting in desperation. Specifically, he requested Minutes of January 4, 1956 continued 4 7.5 that a concrete structure with bulkheads at either end be erected southwest of the present Woodbridge Irrigation District dam, so that the water could be released at this point rather than waiting until the weight and force of the backed up water washes out the earthen fill as has been the case in the two recent floods. Mayor Robinson assured Mr. Van Buskirk that the City Council was interested in finding a permanent solution to the flood problem and would seek cooperation from State and Federal agencies. REPORTS OF THE CITY MANAGER THANKS TO Mr. Weller, recognizing Mr. George Creighton, WORKERS Manager of Pacific Telephone and Telegraph 'DURING FLOOD Company in Lodi, in the audience, expressed appreciation to Mr. Creighton and the Telephone Company for the excellent response received during the flood emergency on December 23 and 24, 1955• Mayor Robinson also stated that he wished to add his appreication and acknow- ledge the work done during the flood by the following individuals and groups: City Manager Weller, his assistant, Henry Glaves, Assistant Civil Defense Director Oou Farnsworth, Chief of Police Fred Hunt, Fire Chief George Polenske, City Engineer Heckenlaible and hit staff, Explorer Scout Troup No. 26 under Harold Dragoo, George Creighton, Lieutenant Maple and the -National Guard Unit, and Radio Station KCVR manned by Herbert and David Brown and George Sampson. The above thanks were ordered spread in the minutes of the meeting on the motion of Coun- cilman Mitchell, Fuller second. ELECTION The City Manager presented a proposed agreement SERVICE with the County of San Joaquin for furnishing AGREEMENT services and material to the City of Lodi in WITH COUNTY connection with the General Municipal Election to be held in the City on April 10, 1956• The agreement provides for the County to furnish such services and supplies required by the City for which the City will pay.the actual RES, #1894 cost plus ten per cent. On the motion of ADOPTED Councilman Hughes, Richey second= the Council voted to adopt Resolution No. 18y4, approving said agreement and authorizing the Mayor to sign on behalf of the City Council. PRISONER An agreement between the City of Lodi and the AGREEMENT County of San Joaquin providing for the care WITH COUNTY of City prisoners by the County was approved and the Mayor was authorized to sign it on RES. #1893 behalf of the City Council by the adopti8n ADOPTED of Resolution No. 1893 on the motion of oun- oilman Fuller, Mitchell second. The agreement provides for the payment by the City of 75 cents per day per prisoner while in the custody of the County Sheriff. BEVERAGE Mr. Weller informed the City Council that the LICENSE City had received a copy of an application APPLICATION for an alcoholic beverage license at 15 North Sacramento Street. The matter was referred to the Police Chief for investigation and necessary action. 476 Minutes of January 4, 1956 cntinued CLAIMS Claims in the amount of $117 392.30 were approved on the motion of Councilman Richey, Mitchell second. SPECS FOR Specifications for the installation of sanitary SEWER sewer lines from the southeast corner of the INSTALLATION Hutchins Sunset Park subdivision to the sewage APPROVED disposal plant were approved on the motion of Councilman Hughes, Richey second. SALARY IN- The City Manager reported that he had conducted CREASES FOR a survey among comparable cities and local private CLASSIFIED enterprise to determine the prevailing wage EMPLOYEES levels. As a result of this study he recommended that the salaries of the classified employees be increased by one step or approximately 5.1%. He added that he had discussed the matter with the City Librarian and that she wished to also recommend that the salaries of the Library employees be increased by a like amount. Mr. Weller further recommended that the salaries for Chief Police Clerk, Police Clerk, and Chief sewage Plant Operator classes be up graded one step, and that the title of Building Official be changed to Building Inspector and the class reduced two steps in salary. Mr. Weller explained that the incumbent Building Official would be leaving pity employment approximately February 15, 1956 and therefore the change affecting ORD. NO. 547 this position should take effect at that time. INTRODUCED Ordinance No. 547, amending the Salary Ordinance to effect the above recommended changes as of January 1, 1956,with the exception of -the posi- tion of Building Official, was introduced on the motion of Councilman Hughes, Mitchell second. DEPT. HEAD The City Manager then recommended that the salaries SALARIES of all department heads be increased by 5.1 per INCREASED cent. AWARD TO The Mayor then read a letter from the editor POLICE CHIEF of LAW AND ORDER Magazine congratulating the City on the Youth Trophy Plaque awarded Police Chief Fred Hunt by the magazine for h1i article on youth. the Council adjourned on motion of Councilman Fuller, Mitchell second.
