City Manager yeller and City Attothey Mullen . also present. Minutes of the meeting, of November 7, 1Q56, were approved as written and mailed. PUBLIC HEARING SUPER. MOLD PARKING Pr 0ELbti: ANNEXATION OF 6LTE ADDITION HES. NO. 1985 ADOPTED ?'•sr. 0. H. Gillette, b01 N. Sacramento Stret, addressed the City Council to state that he felt the residents of ^:ort.". Sacramento Street, in the vicinity of Super Mold plant, were Nein- neglected because the number of automobiles narking on the street in front of residents' property denied this space for the use of the residents. He stated that reserved narking spaces had been clotted to some of the reonle in the area, w'hi'le the rest of u'"^ re:71e :e not been as well treated. He asked that the City authorize a "no parkin-" zone to be located in front of his nnonerty. Councilman Robinson asked that a _enOrt of the Present status to the narking- rroblem on `forth Sacramento Street be made to the City Council. Councilman Hughes cointed out that the management of Super Mold Corporation was presently working, on the rroblen. CITY PLANNING COMi:ISSION AP.UAL REPORT PLANNING COMMISSION The City Manager reported that the Planning Commission had considered the petition re•cuest- in.- annexation of nrorerty owned by Litts, Mu11en,and Perovich, generally located at the intersection of 99 Highway and :.okelumne River and designated as the bL.th Addition, and had approved it for annexation. The Planning Commission also recommended that the propert•: be zoned N: Industrial at the time of annexation. Resolution No. 1985, declaring the intention to annex the both Addition and setting the matter for public hearing for January 2, 1957, was adopted on the motion of Councilman Katzakian, Robinson second. Mr. Weller then stated that the Planning Com- mission had submitted a report of its activities over the past year. A copy of the report had been furnished to each Councilman. Councilman Robinson then commented that a great deal of credit should 70 to the Planninc Commission for the job that it has done over the oast year. He observed that few people know or appreciate the amount of time and effort that is out in by the Planning Commissioners. Mayor Mitchell stated he felt that the Sec- retary of the Planning Commission should be complimented for the fine retort. Councilman Robinson then moved tL.e introduction 77 of Ordinance No. 577, aoprovin- the maior street rlan as submitted ',• the City Plannin- Com- mission to be aroroved with the followin amendments: (1)_ Tokay Street between Hutchins Street and Fairmont Avenue should be designated a ^a4or street; (2) Pine Street between Hut- chirs Street and Ham Lane should remain a ma4cr street; (3) Elm Street between Sacramento Street and Cherokee Lane should remain a maior street; and (i) Central Avenue between: Lodi Avenue and Pint: ;street should remain a major street. The Bureau is advisin.r the rezional Director in Sac- ramento of the increasing 'interest on the part of the City of Lodi and assures the City that the matter will be expedited to the extent possible consistent with the availability of cualif ied personnel and funds. Coi:ncilman Rob- inson stated that he felt that the Folsom South Canal was very imnortant to the Lodi area narticularl., in li^ht of the recent report from the Attorney General relatin7. to the water rights in the t�_okelumne River. 0« THE C7mv !,:A Ar7FR Specifications for the Citv's 7asoline renuire- ments for the calendar vear 1957 were ar-proved on the motion of Councilman Xatzakian, Puller second. r- :dr. Weller then creserted a renuest from the Union Gil Come_.any for four 35 foot drivewars to be located at the site of the rronosed service station located at the corner of :airmont and Lodi Avenue. It was pointed out that according to the nlans submitted, the service station was to be located on the __round in such a ,:,ay that a pn^n island would be "ust inside the east set -back line on the south side of Lodi. It was also pointed out that according to the plans the canopy portion of the station would extend beyond this set -back line. On the motion of Councilman Robinson, Katzakian second, the matter was deferred to the next meeting with the reauest that the plans be reviewed for Corny with Citv ordinances. PROCEDURAL The Council then considered the pro^osed oro- URDIfdntiCE cedural ordinance which had 'ceen deferred from a previous meeting -of the City Council. 1�71r. Weller pointed out that the Council had now been oneratine- with the revised a?enda pro- posed by the ordinance and asked if the Cour.- : .:U. 5d'7 cil now found it satisfactory. The Council INTRODUCED a. -reed that the oresent agenda schedule was satisfactory. Ordinance No. 567, procedural ordinance, was then introduced on the motion of Councilman Robinson, Katzakian second. CLAIMS Claims in the amount of $82,727.49 were ap^roved on the motion of Councilman Katzakian, Hughes second. WITHDRAW HOUSTON Resolution No. 1986, declaring- the withdrawal ADD. F?Oti W.R.F.P.D.of the Houston Addition from the loodbrid-e RES. NO. 1986 Rural Fire Protection District, was adopted ALCPTED on the otion of Councilman Fuller, Katzkain second. AUDIT REPORT Councilmen Robinson and Fuller commented on the auditor's report of the financial records of the City. They pointed out that the report was favorable to the City and com.limented the Administration for the fine work that was rec- ognized by the report. FINE HOUSE At the recuest of fk.ayor Mitchell the City LOCATIONS Nana=er reported that on November 5, 1956, the 2-.ayor, Fire Calef and the City :,iar.a,Fer had met with the representatives of the Board of Fire Underwriters. Due to the inability of Council- man Katzakian to be present, they did not �:o into extensive discussion: however, the 7roun did survey possible locations for fire house sites without coming to any conclusions. The matter was left with the avreement that the Fire Chitf would prepare a man desi-natinF fire losses. The information would be submitted to the Board of Fire Underwirters after which another meeting would be held. He renorted that the man had been received from the Fire Chief and that the City Clerk was presently tabulatin- figures which had been received from the Fire Department.
