PUBLIC HEARING

ing of protests to the annexation of the Houston

no protests offered, the City Clerk explained
that the petition had contained a request for

on the motion of Councilman ,.atzakian, Fuller
second.. Councilman hobinson also s uc--ested that
the City Engineer give serious study to a pro-
vision for utilities east of the proposed Highway
99 by-pass.

The Council heard the following report from the

Zoning Committee of the City Planning Commission:
(1) A use permit was granted to the 1-tich-
field Cil Corporation for a sign at the
northwest corner of Ham Lane and 'est
Lockeford Street.
(2) Denied a request by b:aurice Ray, Sr. to
encroach into a recuired front yard at
the southeast corner of Gerard and Holly
Drive.

The Council received a recommendation for the

abandonment of Orange avenue lying north of
Sylvia Drive in Crescent ;.anor No. 2. This
portion of Oran_ -e Avenue lies wholly in the
property owned by the Hilborn-Fairmont holding
Company, which plans to construct a church on this

property. Resolution of Intention No. 1974, de -
1974 ADOPTED

abandon this portion of Orange Avenue and
setting a public hearing on the c_uestion for
november 7th, was adopted on the motion of Council-
man hatzakian.

n major street -man was recommended to the City
Council by the Planning Commission. It was
explained that this Man was based generally
upon the :-aster Pian with the exception that
Tokay, Fairmont and 'gest Lockeford Streets were
listed on the plan as major streets on a tem-
porary basis. At such time as the i -.aster Plan
streets are developed and approved, these streets
would then beco�ie r..ajor streets. Councilman
Fuller stated he felt time should be given for
each councilman to become familiar with the plan
and he therefore moved, Robinson second, that
action on the major street plan be deferred un-
til i+ovember 7, 1956. The motion was passed by
unanimous vote.
E.-LicSON SCHOOL
The Council heard a reco=,endation from the Citv_

Planning Commission that the property form-
erly occupied by the Emerson School be turfed as
an interim measure pending a final decision for
its ultimate use. The City i�ianager stated that
he had received an estimate of w 4,565 for the
turfing of the entire area. At the suggestion
of the :•-ayor the matter was held over to a future
meeting.
DI�GON L PARKING
A request that diagonal parking be dispensed
with on Ela_ Street and on Stockton Street also
was deferred until action could be taken on the
major street plan.

ference to be held on October 5th in that City

and inviting the City Council and its staff to
attend.
S.•+Ii•�-ING POOL
A recommendation from the Recreation Commission
that the firm of Ernst and Lloyd, architects,
be selected to design the swirn ing pool for the
City. Councilman Robinson stated he understood
that the plans to be developed by the architects
would belong to the City when completed and the
City could use these plans in the construction
of future pools. He then moved ti -at the firm
of Ernst and Lloyd be retained by the City,
but that the agreement entered into by the City
with this firm stipulate that the City would
be free -to use the plans for future swimming
pools. The Notion was passed by unanimous vote.

Joint meeting of the Northern California and
Central Valley Juvenile Officers associations
to be held at the Hotel Lodi at 8:00 p.m. Novem—
ber 13, 1956.

Letter from 3-;. Newfield and Sons stating that
as a result of the recent action of the City
Council concerning parking in alleys, they b3 ve
found themselves inconvenienced and often in
violation of the new ordinance. It is necessary
for them to use service cars for delivery and
it is necessary for -then. at times to park their
service cars in the alley. He asked if some
a:::endment might be devised which would permit
commercial or service parking on one side of
the alley when specifically marked. This would
ease their situation and would be reas=_bly
consistent with good regulation of traffic in
alleys. Councilman Fuller felt that it was
a very fair request.. He said problems to other
r:erchants had been created by the Council's
recent actionprohibit_ng pdrkir.E in the alleys.

Layor .itchell asked what action would be nec-

lade in the construction without significantly
reducing: the facilities. On the motion of
Councilman Katzakian, Robinson second, the
Council voted to reject the bid of r_r. Sinver
and offer the clans to the City Engineer for
study and resubmission.
VvILL DRILLING I' -.r. ';eller recorted that he had received a
CO:.TfitiCT memorandum from the Superintendent of utilities
stating that drilling operations for the new
well in the northwest section of the City were
under way and the indications are that it would
be a good well; however, the Superintendent of
Utilities pointed out that drilling operations
were delayed due to confliction with harvesting
of the corn and grave crops. He t-:erefore
recuested that the contract be extended. 6n
the motion of Councilman Hughes, Fuller secord,
the Council voted to grant a 60 -day extension
of the contract.
i CR aT-CN, FIRE :iayor Litchell suggested to the City Council
LIBRtIRY that they meet with the Recreation Commission
,-Ii.TINGS on :'ednesday, October 10th, for the purpose of
discussing park sites and their development.
^e also suggested that the date of October 15th
be set for meeting with the Fire Chief for dis-
cussion of the Fire Department's capital outlay
projects. It was further suggested that a
Meeting with the Library Board be held on
november 14 th. These dates were agreed uu_on
by the Council.
SPEED CHECK
i -:r. Weller reported that a speed check had been

made for traffic on South Hutchins Street by
the Police Department and indicated that traffic
on the corner of Tamarac: and South Hutchins
showed that the majority of the automobiles
were reducing their speed at this point. He
agreed with the suggestion from the l.ayor that
a flashing signal north and south of this inter-
section -could afford more security to the school
crossing. The Council then :coved to authorize
the 1•:ayor and the City !•tanager to investigate
the possibility of installing flashing signals
for the intersection of Tamarack and Hutchins
Street.

The Council then discussed the advisability of

reducing the speed limit on South Hutchins
Street. It was generally felt that the present
speed limit of 35 miles an hour should be re-
duced to 25 miles an hour on the basis that the

amount of traffic had increased, as well as

the amount of development on the west side of
the street. Councilman Katzakian then moved,
Fuller second, that Ordinance No. 571, establish=
inc: the speed limit of 25 miles an hour on South
Hutchins Street from Lodi Avenue to Kettleman
Lane, be introduced. The motion was passed
by unanimous vote.
The meeting was adjourned at 9:50 p.m. on the
