On the !potion of Councilman Robinson, seconded ty Councilman :`ughes, and unanimously carried, said resolution was ado^ted. ?Vr. '-:crton explained to the Cit7z Council that in the marketing of bonds for a parking district it is almost essential that a olannint consultant .b e emnlo--ed to aid in the planning or the district. He also explained that t e report called for in Resolution io. 191,2 had been referre;i to Harold ;,'ise and Asso- ciates for preparation since.it was the firm that had conducted a parking survey for the City of Lodi. Mr. Morton then read the proposed resolution of inten- tion to form the district. i'' -r. Joe K. Newfield, Chairman of the P•erchants` Parking Committee, and 1-,r. Jack Hoggatt questioned the eording of the first sentence of paragraph 12 of the resolution of -intention. Mr. Newfield and 1ir. Hoa=att explained that it was their understanding and the understand- ing of the property owners and petition signers that the x.50 levy on property within the district would be levied only in those instances where the income from the on -street and off-street parking meters would be insufficient to meet the bond payments. They felt the wording of the first sentence of para- graph 12 would convey the impression that the :x.50 levy is mandatory. Mr. Morton stated that he belie -:ed the wording to be clear but he would have no objec- tion to the addition of the word "may" to the sen- tence to strengthen its :meaning. Resolution No. 1944, n Resolution of Intention to Form :^-arkino Dist- rict in the City of Lodi and .to Issue Bonds to Pay the Costs and Expenses T:iereof, Parb.ino District No. 1, was adopted on the motion of Councilman Rob- inson, Fuller second.
