HomeMy WebLinkAboutMinutes - June 13, 1956CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL JUNE 13, 1956 Pursuant to the adjournment taken from its regular meet- ingof June 6, 1956, the City Council of the City of Lodi met at 800 o'clock p.m. of Wednesday, June 13, 1956; Councilmen Fuller, Hughes, katzakian, Robinson and Mitchell(Mayor) present; none absent. City :Manager Weller and City Attorney Mullen also present. City Clerk Glaves absent. Minutes of the meeting of May 16, 1956, were approved as written and mailed. CITY PLANNING COMMISSION ZONING The City Manager reported the following action taken COMMITTEE by the Zoning Committee: REPORT 1. Use Permit to erect a sign perpendicular to the face of the building in a C-1 Zone at 728 West Lodi Avenue. 2. Eighteen inch variance for a 6 -foot fence to be erected in a side yard of a corner lot. The fence will be 10 feet from the back of the sidewalk. Owner, Walter H. Reckseck, 1600 Holly Drive. COMMUNICATIONS MILES The City Manager read two letters from J. Edgar Hoover, SPERLING commending Detective Sergeant Miles Sperling for his COM',"_ENDED excellent record at the FBI National Academy. Particu- lar mention was made of his course notebook which was one of two submitted directly to Mr. Hoover. REPORTS OF THE CITY MANAGER WEST PINE ST.Mr. Weller presented a lease from the Farmers and PARKING LOT Merchants Bank for rental of the West Pine Street LEASE parking lot, the lot to be rented from the Bank by the City for the sum of $230 a month for five years subject to a 30 -day cancellation notice by either party. Councilman Robinson moved, Hughes second, that the lease be accepted and executed by the Mayor. :Motion carried. SPECS Specifications for concrete pipe and street materials APPROVED FORwere then submitted. The Coancil authorized adver- CONCRETE tising for bids on the motion of Councilman Fuller, PIPE & Katzakian second. PLANT 'MIX CITIES- The City Manager reminded the Council of the Cities COUNTY MEET and County of San Joaouin Association meeting in Escalon on June 14, 1956. ORD. NO. ORDINANCE N0..560, ENTITLED "AN ORDINANCE REPEALING 560 ADOPT_- ORDINANCE NO. 296 AND PROVIDING THAT THE CITY OF LODI ED SHALL HAVE THE EXCLUSIVE, RIGHT TO COLLECT AND DISPOSE OF GARBAGE IN SAID CITY, DEFINING 'GARBAGE' PROVIDING GARBAGE FEES FOR THE COLLECTION AND DISPOSAL THEREOF AND THE RATE MANNER OF COLLECTING SAID FEES" AND PROVIDING FOR AN INCREASE INCREASE IN THE FEE FOR GARBAGE SERVICE TO PRIVATE DWELLINGS, having been introduced in regular meeting of June 6, 1956, was brought up for passage on the motion of Councilman Katzakian, Fuller second. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: 2 02 S Minutes of JILze 13, 1956, continued AYES: Councilmen - Fuller, Hughes, Katzakian, Robinson and Mitchell NOES: Councilmen - None ABSENT: Councilmen -None Ordinance No. 550 was then signed by 'Mayor Mitchell in approval thereof. 1955-57 Mayor Mitchell then opened the discussion of the BUDGET 1956-57 Budget. It was decided to set up a City DISCU93ION Clerk Revolving Fund of $1,000.00 to take care of miscellaneous and incidental expenses incurred by the City Council, City Manager and City Clerk. CITY ATT_OR- When the City Attorney's Budget came up for review, iTEY SALARY Councilman Robinson moved, F?ughes second, that the INCREASE Attorney's salary be raised to #300 a month effective July 1, 1956. Motion carried. SCHOOL During the discussion of the Police Department Budget, CROSSING Mrs. Stanley Whitaker of the Parent -Teachers' Associa- GUARDS tion spoke from the audience asking what action was to be taken in providing funds for maintaining cross- ing guards for the Lodi Elementary Schools. A letter to Mrs. 4,! taker from Dr. H. Lawson Smith, Superin- tendent of Schools, was read which cited areas of responsibility for protection of school children. The Council requested the City Manager to make further study of the situation before it made a decision regarding financial assistance for school crossing guards.
