PETITION Petition requesting the formation of a special assess-

on Eureka Avenue and Louie Avenue from Churdh Street

City Clerk presented his certification that the peti-

the Council adopted Resolution Dic. 1916, approving
the plans and specifications for the installation of

then adopted Resolution #1917, declaring its intention
to form the Eureka -Louie Avenue Street Lighting Dis-
trict and setting May 16, 1956 as the date for public
hearing on said formation.
CHISTIANSON Claim by Ralph and Wilma Christianson for alleged

damages to their property, Lot 14, Wellington Park,
sustained as a result of encroachment of City water
lines on private property and negligence of the City
in not informing the builder, Les Fairbanks, that the

fireplace to be constructed would be over disturbed
ground. The claim was rejected and referred to the
insurance carrier on the motion of Councilman Richey,

Letter from the Lodi District Chamber of Commerce

stating that the Board of Directors had endorsed the

plan of the Retail Aierchants Division to establish

The Board believes that it would be a good step toward
reducing congestion and traffic danger in the central
business district. The Board made no recommendation
_
regarding direction or designation of alleys as it
felt this to be a traffic engineering problem. It
also urged the City Council to take necessary steps
to extend Central Avenue across the railroad tracks
to join with East Lockeford Street. The letter -v:as
referred to the City Planning Commission for study
and recommendation, on the motion of Councilman Hughes,

4-H CLUB
A request from the San Joaquin County 4-H Clubs for
PAP-LDE
permission to hold a parade on School Street on April
23, 1956 was granted on the motion of Councilman
Richey, iw,itchell second.

Club 15 for an On Sale beer license.

A.ayor Robinson called for those persons interested

in the proposed abandonment of Lake Street between
Pacific Avenue and Holly Drive to address the Council.
M.r. Weller explained that Mr. John Canell wished to
subdivide the property south of this portion of Lake
Street and had recuested its abandonment. Mr. Capell
had also recuested that the Council determine if the
City had an interest in the portion of the street to
be abandoned and if it could be quit claimed to him.
Mr. Weller explained that a water main lay in the
northern half of the street just north of the center
line, and an electric line passed along the northern
edge of the street. In order to use this land these
utilities would have to be moved at considerable
expense. Mr. Capell stated that the north half of
the street was of little interest to him unless the
City determined that it had no use for the small tri-
angle north of the street, in which case he would
be interested in rurchasing it from the City. A
number of residents of the area in question were
Dresent in the audience and expressed themselves as
being opposed to any use of the triangle which would
oresent a nuisance or eyesore to the neighborhood.
Niayor Robinson assured the people that the City would j
not maintain an eyesore on the site, but that the City Il
clans to place an electric substation on the site and the
balance will be landscaped attractively. Councilman
Hughes then moved, ::itched second, the introduction

of Ordinance No. 555, declaring the vacation of that

portion of Lake Street lying between Pacific Avenue
and Holly Drive, and to authorize the execution of
a quit claim deed to the south one-half of the abandoned
street if necessary. The motion passed by unanimous
vote.
On the motion of Councilman Richey, Mitchell second,
the Council voted to refer the matter of landscaping
the above mentioned triangle to the City Manager and
the Recreation Commission for recomTMiendation of a rlan
of development.

Claims in the amount of �'91,235.88 were approved on
the motion of Councilman Richey, Mitchell second.
Plans and specifications for the installation of storm
sewers and sanitary sewers in Hutchins Sanset Park
were approved on the motion of Councilman Hughes,
iviiteheli second.
HAia LANE An agreement with the Southern Pacific Company granting
RH CROSSING the City of Lodi an easement extension over its right
of .;ay for the widening of Ham Lane was approved by
the adoption of Resolution No. 1918, approving the
contract and authorizing the ;Mayor to sign on"behalf
of the City of Lodi, on the motion of Councilman Hughes,
Richey second.
CITY PLANNING C01%-KISSION
TRAFFIC STUDY Mr. Weller presented a recommendation from the City
SCHOOL AND Planning Commission that a study of traffic on South
SwCRA _ENT0 School Street and South Sacramento Street be made.
ST_(h TS On the motion of Councilman Mitchell, Richey second,
the Council voted to endorse the action of the City
Planninz Commiission and referred the re,uest to the
City Enineer for report.
FINAL MAP The Council then considered the final map of the Salas
SALAS TRACT Tract subdivision. It was pointed out that Lots 1 and
26 lie within the 400 foot Congressional Grant to the
railroad and there may be some question as to its
ownership. City Attorney P.iullen stated that in approv-
ing the final map, the City Council does not certify
to ownership of the lard. Councilman Hughes then
moved,•:itchell second, the approval of the final map
of the Salas Tract and authorizing the ivayor to sign
it on behalf of the City of Lodi,V The motion passed
by unanimous vote.

..?UHT Washington with the delegation from the Central Valley.
He reported that they had been successful in attending
hearings on flood control in both the Senate and the
House of Representatives. He reported that Congress-
man Johnson had been very cooperative. also 4nowland
and Kuchel.
The meeting was then adjourned to_Tuesday, April 17,
1956, at 3:00 p.m., on the motion of Councilman
Mitchell, Richey second. I
