City Manager vlaves present. City _attorney :,sullen present. Cn motion of Councilman Katzakian, Fuller second, the minutes of December Y, 1957, were approved as written and mailed. Councilman Katzakian abstained from discussion or voting on the matter because of personal interest in the property. Councilman Robinson moved, Fuller second, that the matter be set for public hear- i_n_� at the next Council meeting (January 8, 1953). The motion carried with Councilman =.atzakian abstaining. _RD. REPORTS OF THE CITYc LIA3I IDY _he City 2'anager presented the bids received -.3 fir: C for liability insurance .'or 1958. Proposals _ARD were received frog Lobauga and ,Elson, J.L. Gleeson and Don Berry. The bid of Don Berry, _epresentir.s the farmers insurance Group, for _G,53O.97 was the lowest bid. Nax Elson, 3' V the City's 3 -.o, --r of Record, stated that the ..-ty's policy of obtaining bids each year was not too satisfactory. insurance comi0enies _refer to negotiate in order to have more of an opportunity to give coverage over a longer period. However, he recommended that the bill of ;armers Insurance Group be accepted. There was some discussion regarding previous experi- ence with this company in processing claims. There was some discussion_ on use of presently available off street parking facilities for students, as to whether or not they were being utilized. The City Attorney suggested that an invitation be extended to the High School Student Council to attend the next Council meeting in order to get their views on the sub- ject. Cn motion of Councilman Katzakian, '.:itcrell second, the Council authorized the _•'ayo_^ to sign a petition requesting the Board ,If Supervisors to conduct the proceedings for annexing the Smith property to the City of odi. The Cit;; :•tanager then presented the tabulation of bids on the car for the "ti'_=ty Department and the car for the Fire Department, stating that Krieger :,:otor Company was low in both cases. e also presented the tabulation of bids for a 1 -ton truck for the tilt, Department, a 3%4 -ton truck for the ?ark . gar,rent and a 1/2 -ton- truck for the Pound. T3ACTJ3 City :tanager Glaves presented a tabulation of i.JaD.t bids for a tractor loader for the Engineering AWAaD Department. aids had been quoted with and with- out the trade-in of the City's present tractor RLS. =2075 loader. '-he City Engineer recommended that the Citv keep its present loader so that it could be used at the City's Sanitary; F il_l. The lowest bid without trade-in was from the _Minneapolis "_aline Company in Stockton at 33,195.007 and the City Engineer recommended that this bid be accepted. Councilman it- chell felt the award should be made to the local bidder, the Lodi 'Tactor Company. was pointed out that the Lodi Tractor Company bid was 355.00 higher than that of the .:inneapolis-:Moline Company. The City ICanager stated that the bids had been cecked by the City Engineer and therefore the equipment recommended should meet the specification!. Councilman Katzakian moved, Fuller second, the adoption of Resolu- tion No. 2075, awarding the bid to the Ninne- acolis 701'_ne Company wit^outLae trade-in. R 1'.7.] , The ',ity A.ttorney reported on the status of Park- i,ng District J ' o. 1, saying that over 80;0 in assessed vajuatior of the lots to be acouired for the District had been contracted for and that the bonding attorneys were preparing for the sale of the bonds. '-'e stated that a contract for the Ric'_fjqj! 0i_i Comjany property in the amount of 352,530 was beim forwarded to the City and he recommended that it be accepted. Councilman Rob- i-y1sor, moved, -Katzakian second, that the contract for the purchase of the Richfield 1-il Comaony be 24-0 =inures of December i3, 1957 cont_^ued accented and tate :mayor authorized to sign. The contract provides that the Company will be able to lease the property on a 90 -lay cancellation period. 'The motion carried urar_inousiy. The City-ttorney stated that a verbal agreement had been reached with W.C. oegerman for purchase of his property for 330,000 and that the contract is being ^reDared. =e remorted that negotiations for the Yeoman property should be completed by the nest Coun- cil neeting. =e further stated that since interest rates on bonds had gone up, the amount the amount to be issued would be 337590009 rather than x450,000 as was initially provided. Cnder these circumstances, he suggested that the :•savor be authorized to enter into options for the Waite property and the Ling property at 9400 for each parcel which would be applied to the nruc ase price. Councilman Katzakian moved, Mitchell second, that options be execu- ted by the Vayor at x400 cash each on the White and Ling properties. Motion carried. X, Sy Hughes com=ended City Attorney Hullen and 7d Kundert for their wort in securing the con- tracts for the parkins lots. Councilman 3ob- insor stated that since revenues from on -street harking meters would go toward payment of the District and since jars*in: meters may be installed in outlying districts at some future time, the area from which parking meter revenue is obtained for the District should be defined. The Council concurred and the City Eanager was requested to take care of this matter. it was also stated that use of parking meters on the parking lots should be explored. ARCH -'he City -_anager stated that a letter had been raceived from the io'tay arch Committee report- ing that all bills for repairing the --..cit had been paid.
