to enable the City to receive increased revenues
in Gas Tax money which is apportioned accordin_
to ponulation. The 1954 Census sho:rs a popula-
iono' 1`0,023, but the present population is
estimated between 15,000 and 18„00. The 6tate
Le=islature has approved conductins a census in
this state, but is not ready to tak-e a census
in time to be of benefit for the 1958-59 gas
tax aonortionment. Councilman :Iobinson moved,

The 'City _-_anager, in compliance with the October

2 request of the City Council, gave the follow -
SIG -MALS
ing report on the two school crossing flashing
signals at Hutchins and Tamarack Drive: The
Chief of Police stated that the signals served
their purpose, but he could not recommend the
furt:_er use of this type of sign without know-
ing the area to be signaled. The report from
the Superintendent of Utilities showed that the
cost of the signs plus installation. was 3705.00.
SCHOOL CRCSSINGThe City ,tanager stated that there was a safety
._T CRTTL3�L__i problem in having the children from Lowe's Tillage
_diiE ";D '.7URCHcrossing Kettleman Lane and that the State would
ST. also be involved. Councilman Katzakian moved,
•itchell second, that a study be made of the
Kettleman Lane (State Highway 12) - Church Street
intersection with the use of flashing signals
being considered and that the State be contacted
regarding this problem. Potion carried.
ELECTRIC
Councilman Robinson requested a report on the
RITE
PG&E rate increase, stating that the City should
IICRE�SE
consider raising its tariff. The City 2ianager
stated that the Company had been granted a 7.1--7
increase, but that the escalator clause had been
removed. The effect of these changes on the
City has not been studied sufficiently to allow
an intelligent appraisal to be made. Council-
man Robinson moved, Fuller second that the City
�Fanager and Superintendent of utilities make a
study of the City's electric rates with a view
towards continuing the City's present policy o
remaining 10% below the PG&E rates. Motion
carried.

On motion of Councilman t1itchell, Katzakian
second, the City Council commended the Recreation
Department, civic organizations, and schools for
the activities provided for the children on
Halloween and also congratulated the children
for their excellent behavior.

Mayor Hughes publicly thanked Steve Schuppert for

the outstanding job he had done as Chairman of
THANKED
United Nations Day in this city.
