This regular meetin? of the City Council of the City of
Lodi held beginning at 800 o'clock p.m. of ednesday, October
16, 1957; Councilmen Fuller, Katzakian, Kitchell, Robinson and
Hughes (i:ayor) present; City :.tanager Glaves and City Attorney
I -Cullen present.
0n motion of Councilman Katzakian, Mitchell second, the
minutes of September 4, 1957, September 17, 1957 and October
2, 1957, were approved as written and mailed.
PUBLIC HEARINGS
STRJEET LIGHTS lir. Orville Braucht, proprietor of the Color -

men in the area, reported that the end of Hut-
chins Street, which makes a curve between
Lockeford and California Streets, was very
dark at night and subject to vandalism, and
suggested that a li?ht be installed on a trans-
former Dole which is located in the area on
the opposite side of the street from his shop.
The City Manager stated that it was the policy
of the City that property owners pay for in-
stallation of street lights. ei.r. n^raucht
stated the businessmen in the area would be
willing to pay for a light on the pole mentioned.
There was some questionasto whether or not
one light ixuld be. sufficient. On motion of
Councilman Robinson, Kitchell second, the Coun-
cil referred the matter to the City Manager,
requesting him to get in touch with the Electrical
Department and get a report of lighting needs
and cost.

City Manager Claves reported the following
actions of the Plannin Commission at its
Cctober 14, meeting:
1. Approved a rear yard variance for B. T.
Reeves at 101 X. Hutchins Street in the
R-4 zone.
2. Approved a use permit for a bulletin board
for the Christian Scientist Church at 322
,,.Test Elm Street in the R-4 zone.
3. Approved a variance in the paving require-
ment :or parking areas for V. K. Ekstrom
at 40S E. Kettleman Lane in the C-2 zone.

that the prohibition of parking on the South
side of Lodi Avenue between School Street
and Sacramento Street be removed, since it
was no longer necessary due to widehing of
the street. On motion of Councilman Kat-
zakian, Fuller second, the Council repealed
the "No Parking" requirement on Lodi Avenue
between School and Sacramento Streets.

stating that the markers did not give him
sufficient room to back out of his driveway.

second, the Council approved the establishment
of crosswalks at the Turner Road -:ills Avenue
intersection and also approved the establish -

ment of a "I�io Parking" zone on the west side

East side of Turner Road and Drills Avenue up
to the Raridan property by adoption of Reso-
lution No. 2066. Further study is to be made
by the City Engineer regarding the recorramenda-
tion for a 'Ilio Parking" zone in front of the
Rardian property. The Council then discussed
the use of raised structures for channeliza-
tion in the Turner Road-i�iills Avenue inter-
section. Councilman Robinson moved, Mitchell
second, that before any permanent channeliza-
tion of traffic , be made which indicates a
raised structure in the i•:il?s Avenue -Turner
Road intersection it be brought before the
City Council. The motion carried V, the
following vote:

for the sum of :21,442.00 conditioned on agree-
ment by the contractor not to start construc-
tion until notified to do so by the City.

street improvements on the property. He reported
that a deed for street right of way had been
obtained from ;'sirs. Eunice Benson and Lonald
Kundert, property o-wrers of the Benson Annex,
and that P•:rs. Benson had also signed an agree-
ment that she or her successors in interest
would pay for all street improvements when the
balance of her property was subdivided. Such
an agreement was not obtained from Pdr. Kundert
or propert,, owners in the P,iills Avenue Annex.
However, the City iaanager felt that since the
property owners had not been informed when
annexation proceedings were started that such
an agreement would be required, he felt that it
would be a breach of good faith to require it
of them at this time. Therefore, he recommended
that the ordinances be adopted. The City Attorney
concurred in this recommendation.

bond covering, the cost of the streets had been
deposited.
TURNER ROAD
The City Attorney reported that the Public Utili-

streets in need of grade separations at railroad
crossings in order to establish a priority
list for such structures. Councilman Robinson
moved, Fuller second, that the City 1•1anager
and City Engineer present information on the
proposed Turner Road Underpass to the Public
Utilities Commission in order to have this
underpass placed on the Commission's priority
list.

City Attorney :;sullen presented an agreement

the same as the agreement that had been executed
in June of this year, but that the District's
attorney had charged a paragraph he considered
ambiguous and also desired to have the district
named as the City's assured. On motion of

Council approved the agreement with the :"ood-
bridge Irrigation District and authorized its
execution by the I•:ayor and City Clerk.

The City Attorney then recommended that a study

be made of future -needs of the City regarding

removal of storm waters; this study would
include a study of the doodbridge Irri-ation
District's continued ability to accept the
City's storm water discharge. He stated the
City had an offer -from "..ilsey and Ham, Engineers,
to make the study and to prepare a preliminary
type report projected twenty years at a cost
of y5,700.00. On motion of Councilman Robinson,
.,atzakian second, the Council accepted the
proposal of ;,+ilsey and Ham to make a study
of the City's storm drainage system.
On motion of Councilman Fuller, the meeting
adjourned at 10:15 p.m.
