City K-ana- ger Weller present. City Attorney Mullen also present. Minutes of August 21, 1957 were approved as written and mailed on the motion of Councilman Katzakian, Fuller second. PLANNING C0131IISSION BENSON - MILLS Report from the meeting of the Planning Com - AVE AINNEXATIONS mission of August 26, 1957 recorm:ending the annexation of the Benson Annex and Mills Avenue Annex and recommending that the prop- erty be annexed in the R-1 zone erhich is automatic under the City zoning ordinance. TENTATIVE E—AP It was reported that the Planning Commission APPROVED approved the tentative map of Laramie Terrace Subdivision. The following actions by the Zoning Committee were approved by the Planning Commission and furnished the City Council for information: 1. Approved rear yard variance for Dr. W. A. Plovuaa at 212 N. Fairmont Avenue. 2. Denied a fence variance to 1dr. W. T. Beckman at 700 1W. Locust Street. COUNTY SUBDI- The Planning Commission reconsidered their VISIONS REVIEW previous recorm:endation to the City Council AREA to establish a review area surrounding the City for subdivisions filed with the County Planning Commission. As a result of the Commission's review, they submitted a map to the C_ty Council recorar.ending that the County Planning Commission submit plans for subdivi- sions within three miles of the City of Lodi. The recommendation of the City Planning Com- mission was approved by the City Council on the motion of Councilman. Robinson., Katzakian second. LAR E The final map of Laramie Terrace Subdivision TER:.i+E was approved on the motion of Councilman Kat - FINAL MAP za{ian, Mlitc :ell second. Councilman Robinson ;PPRO" ED voted no. The acceptance of the streets offered for dedication is subect to improve- ment of the streets to City standards before they will be maintained by the City. CC1-3-.1U1%'ICATIONS _ RABIES CONTROL A letter from the San Joaquin County Local Health District pointing out that the 1957 Legislature had amended the laws regarding rabies control which will require the amendment of the City and County dog ordinances. On the Notion of Councilman Robinson, Katzakian second, the Council voted to refer the matter to the City "Ittorney for study and recommenda- tion. !�:inutes of September 4, 1957 continued 60-09 RESIGNATION OF A letter from City :_anagen 'tieller requesting CITY UNAGER that the Cit; Council accept his resignation. :YELLER He explained that he has accepted the position of City Eanager with the City of Alameda. "though he does not assume his new duties in Alameda until October 10, 1957, he sugzested that it would be a more orderly change -over if his resignation were to become effective on September 30, 1957• On the motion of Councilman Fuller, Mitchell second, the City Council voted to accept Mr. 'rreller's resignation with regret and commended him for his long service with the City. HENRY A. CLAVES Councilman Robinzon then moved, Fuller second, APPOINTED CITY that Henry A. Glaves, Jr., be appointed to the i,!ANAGER AND position of City -anager effective October 1, BEATRICE GARI- 1957 and that he be paid a salary of X10,000 B.ALDI, CITY per year with the understanding that the salary CLERK be reviewed after six months. On the motion of Councilman Katzakian, Mitchell second, E.rs. RES. NO. 2065 Beatrice Garibaldi was appointed to the position ADOPTED of City Clerk in addition to her present duties, that she be paid a salary of fifty dollars per month as City Clerk, and that the appointment be made effective October 1, 1957. The appoint - rents were then formalized with the adoption of Resolution No. 2065. REPORTS OF THE CITY 1,1ANAGER CLAIMS Claims in the amount of $148,664.$$ were approved on the :notion, of Councilman Robinson, Katzakian second. AUDIT OF CITY'S City i�.anager :;eller submitted specifications for FINIiICIAL the annual audit of the City's financial records. cRECl RDS He explained that the ordinary procedure is to have an audit conducted during the montes of October for the previous fiscal year accounts. He further proposed that the City negotiate with the success- ful bidder to audit the books for the period from July 1 to September 30, 1957. He explained that he thought this was desirable in view of his resignation. On the motion of Councilman Robinson, Fuller second, the Council voted to approve the specifications as submitted and to authorize the Finance Director to negotiate ;,rith the successful bidder for an audit covering the period of July 1, to September 30, 1957• PRO?OSED The City ;vianager presented the recozau:endation ;BxidDONNidT OF from the Cit? Engineer for the abandonment of '1V0 PARCELS ON two small parcels on the north side of Lockeford LOCKEFORD ST. Street in the Rodine Square Subdivision. The IN iODT?IE SQ. City Engineer explained that a deed had been SU3DIVISION secured from :,Tr. Robert Baumbach for an additional seven feet of his land on the north side of Lockeford Street to the Ham Lane intersection. The City Engineer now feels that the additional width is not required west of Neplus Court; he therefore recoz;­.:ends that this seven -foot strip be abandoned. He further stated that a twenty - foot radius at the southwest corner of Lot 11 of the Rodine Square Subdivision is larger than 010 :,:inutes of September 4, 1957 continued RS. Fuller, ?-itchell second, the Coun- Cil adopted Resolution of Intention No. 2059, declaring its intention to abandon two parcels in Rodine Square Subdivision as recommended and setting a public hearing for the abandon- went for the meetin- of October 2, 1957• HOLLY DRIVE ',yeller reported that he had secured infor- OPENING orationfrom the Elementary School authorities to the effect that the opening of Holly Drive through the Ifiashington School property is being delayed by the inability to secure the necessary dedication of land from Stone Brothers. He reported that one of the members of the Stone Brothers firm is out of town but the necessary papers have been prepared for their signature wren he returns. ElZi ST. City Attorney Mullen suggested that the Council OPENING study the location and width of Elm Street between Ham Lane and Pacific Avenue as a step in securing the opening of the street. The matter was referred to the Planning Director for study. PARKING DISTRICT The City Attorney reported further that P. -:r. NO. 1. Ed Kundert has been proceeding with negotiations for the acquisition of the parking lots for Parkin- District No.l and that c.:r. Kundert should -have a report to present to the City Council at its next meeting. He added that at the next meeting.of the City Council he will ask them for authority to initiate con- de:nnation proceedings against all properties not signed as of that date. FESTIVAL PARADE The City Clerk reported that the Recreation FLOAT Director estimated the cost of a float for the festival parade at '9200. The Council authorized the expenditure up to X200 for the float. JUVENILE Dr. Milton Bergantz reported that the Lodi DELINQUENCY Coordinating Council has initiated a study of STUDY juvenile delinquency. He asked that the City Council lend its interest and concern in the Coordinating Council's undertaking. RE;•ODELIj,iG Or Councilman Mitchell noted that complaints had COUP;CIL C ;d.:BERS been received on the inability of the audience to hear the discussion by the City Council, particularly that of the City Clerk. .He suggested that measures be taken to remedy the situation. Councilman Robinson recalled that on previous occasions the Council had discussed remodeling of the Council Chambers. He su?gested that the City i•anager proceed with the study.
