HomeMy WebLinkAboutMinutes - August 21, 1957?04 CITY COUNCIL, CITY OF LODI COUNCIL CHAMBER, CITY HALL AUGUST 21, 1957 This regular meeting of the City Council of the City of Lodi held beginning at 9:00 o'clock p.m. of Wednesday, August 21,1957; Councilmen Fuller, Katzakian, Mitchell,Robinson and Hughes (Mayor) present; none absent. City Manager Weller present. City Attorney Mullen absent. Minutes of August 7, 1957, were approved as written and mailed on motion of Councilman Katzakian, Mitchell second, after correcting the paragraph entitled "Police -Fire Study" by amending it to read as follows: "The Mayor appointed Councilman Katzakian Chairman of the Committee for the Police -Fire Integration Study. Other members of the Committee previously appointed by the Mayor are Councilman Robinson, Chief of Police Hunt, Fire Chief Polenske, City :anger Weller and City Clerk Glaves." PUBLIC HEARINGS PARKING DISTRICT .Mayor Hughes opened the public hearing on the seven parcels of land.proposed for Parking District NO. 1 No. 1, reviewing the problem of off-street parking in the downtown area from the initial studies made in 1952 to the present time. The City Clerk then read three protests which had been received from the following people: Mr. Riney Bender, protesting the inclusion of the Richfield Oil Station property on the southeast corner of Pine and Church Streets; Robert J. Mertz, attorney for Mary and William C. Hoergerman, protesting the inclusion of the Hoegerman property on West Walnut Street; and Mss. Katie B. White Hasse, protesting the inclusion of her lot at 211 West Oak Street. A letter was also received from Dorothy and James Ling at 215 West Oak Street stating that they were neither for nor against the acquisition of their property for the District. The Mayor stated that it was the responsibility of the Council to decide what would be fore thepublic benefit, even though they sympathized with the individuals on whom their decision might work a hardship. City Clerk Glaves pointed out on a map the lots which had been selected for off-street parking lots, and pointed out the advantages and benefits afforded by each of the parcels proposed for development. He also described the boundaries of the Uistrict and explained the benefits and reasons for the inclusion of all of the property, particularly that property lying west of Church Street. Mayor Hughes then invited members of the audience to address the City Council to offer oral protests; however, there were no protests from the audience. The City Clerk then read the "First Supplemental Report on Parking nistrict No. 1 of the City of Lodi, California" from Harold F. Wise, Associates, Councilman Katzakian moved, Fuller second, sS. NO. 2056 that the hearing be closed. The motion carried ? 3S. ND unanimously. The City Clerk read proposed Resolu- tion No. 2056, "Resolution Ordering Changes and Modifications, Parking District No. 1". Then Reso- lution No. 2056 was adopted on motion of Councilman Fuller, Robinson second, by the following vote: AYES: Councilmen - Fuller, Katzakian, Mit- chell, Robinson and Hughes 'ICES: Councilmen - None ABSENT: Councilmen - None Minutes of August 21, 1957 continued ` 0 PLA2NNING COMMISSION FINAL MAP The final maD of Kristmont Acres No. 3 was approved, RISTMONT ACRES subject to final checking by the City Engineer, NO. 3 APPROVED on motion of Councilman Mitchell, Katzakian second and the Mayor was authorized to sign the map. Coun- cilman Robinson voted against the motion. The accept- ance of the streets offered for dedication is subject to improvement of the streets to City standards before they will be maintained by the City. FINAL .SLAP The final map of Liebig Park was submitted for approval. LIEBIG PARK On the motion of Councilman Robinson, Mitchell second, APPROVED the Council approved the map and authorized the Mayor to sign it. The acceptance of the streets offered for dedication is subject to improvement of the streets to City standards before they will be maintained by the City. STOCKTON STREET The Planning Commission recommended that the Council SET-BACK LINES establish the following set-back lines on Stockton Street: Between Turner Road and Lawrence Avenue, lines forty feet each side of and parallel to the center line; between Lodi Avenue and Vine Street, lines thirty- five and one-half feet each side of and parallel to the center line; and between Vine Street and Kettleman Lane, a line forty-one feet west of and parallel to the center line. On motion of Councilman Robinson, Katzakian second, the proposed set-back lines on Stockton Street were set for public hearing on September 18, 1957• USE PERMITS The City Manager reported that the following actions had been taken by the Planning Commission: 1. Granted a use permitto establish a church on the property bounded by Leroy Nichols School, Crescent Avenue, Cardinal Street and Fairmont Avenue. 2. Recommended approval of a County use permit to establish a private swimming club at 1901 South Church Street. ZONING NEV The City Manager stated that the Planning Commission ANNEXATIONS would like an opportunity to study areas that are being annexed to the City in order that the property may be property zoned coincident with annexation. Mayor Hughes suggested that the City Manager discuss the matter with the PlanningIlirector and made a report to the Council on September 4. coMMIINICATIONS ABC LICENSE Application for Alcoholic Beverage License, On Sale General, for the Moose Lodge at 24 West Elm Street. SUNDAY SCHOOL Letter from Mayor E. S. Christoffersen of Turlock asking FALT? WEEK the City of Lodi to cooperate in proclaiming Sunday School Fair Week, September 25-28, 1957, at Turlock. Mayor Hughes stated he would comply with the request. P:&T Letter from the Pacific Telephone and Telegraph Company notifying this city that the Company had applied to the Public Utilities Commission for authority to increase rates. The Council debated the advisability of opposing the request before the Public Utilities Commission, but no action was taken. 206 Minutes of August 21, 1957 continued REPORTS OF THE CITY MANAGER PLANS AND SPECS Plans and specifications for the levee north of LEVEE N. OF TURNER RD. Turner Road were submitted. On the motion of Coun- cilman Mitchell, Katzakian second, the Council accepted the plans and specifications and authorized advertising for bids. TRANSFER OF FUNDS The City Council adopted Resolution No. 2057, RES. NO. 2057 authorizing transfer of funds to adjust the 1956 - ADOPTED 57 Budget, on motion of Councilman Mitchell, Fuller second. MILK STOP The City Manager presented a request from the Milk DRIVEWAYS Stop, 321 South Hutchins Street, for one, 20 -foot and one, 30 -foot driveway. The City Engineer had recommended that the request be granted. On motion of Councilman Mitchell, Katzakian second, the re- quest for one, 20 -foot driveway and one, 30 -foot driveway by the Milk Stop was approved. 1957-58 On motion of Councilman Katzkaina, Mitchell second, TAX RATE RES. NO. Resolution No. 2058, setting the tax rate for 2058 ADOPTED 1957-58 at 5 .82 for the General Fund and 3 .18 for the Library Fund, was adopted. ELM STREET Mayor Hughes mentioned that he hoped to have a report on the situation of Elm Street between Pacific Avenue and Ham Lane at the meeting of September 4. ORDINANCES AND RESOLUTIONS VACATION N. PLEASANT ORDINANCE NO. 597, "ORDERING THE VACATION OF A TN -FOOT STRIP ON THE WEST SIDE OF PLEASANT AVENUE BETWEEN THE SOUTHERN PACIFIC COMPANY R/W ORD. NO. 597 AND DAISEY AVENUE", having been introduced at the ADOPTED August 7, 1957, meeting, was brought up for passage on motion of Councilman Katzakian, Fuller second. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - Fuller, Katzakian, Mitchell, Robinson and Hughes NOES: Councilmen - None ABSENT: Councilmen - None Ordinance No. 597 was then signed by Mayor Hughes in approval thereof. REZONING DEL ORDINANCE NO. 598, "AMENDING THE OFFICIAL DISTRICT RANCHO MOTEL MAP OF THE CITY OF LODI AND THEREBY REZONING PROP- EFTY LOCATED AT 501 NORTH CHEROKEE LANE. TO BE IN THE C-1 COINTIMCIAL DISTRICT", having been introduced at ORD. NO. 598 the August 7, 1957 meeting, was brought up for ADOPTED passage on motion of Councilman Robinson, Mitchell second. Second reading was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AY_ -S: Councilmen - Fuller, Katzakian, Mitchell, Robinson and Hughes NOES: Councilmen - None ABSENT: Councilmen - None Ordinance No. 598 was then signed by Mayor Hughes in approval thereof. Minutes of August 21, 1957 continued 0 7 LODI, ITALY Mayor Hughes read a translation of a letter he had received from the Mayor of Lodi, Italy, requesting that Mayor Hughes' name be included on the Committee of Honor for the 8th centenial celebration of Lodi, Italy, in 1958.
