This reeular meeti.^.p- of the City Council of the Citv of Lodi
held beginning at 8:00 o'clock p.m. of Wednesday, January 16, 1957
Councilmen Fuller, Hurhes, Katzakiar., Robinson, and Mitchell
(Magor) present; none absent. City ::ang=er Weller and City Attor-
ney Mullen also present.
PUBLIC HEARING
SALARY ORD. Mr. John B. Isaacs, Stockton, International
Association of Fire Fi-hters, addressed the
City Council to ask that they delay action
on the Salary- Ordinance until such time as
a meeting could be set un between the City
Council and the Association. Mr. Henry
Hansen, Stockton, Secretary of the Central
Labor Council, ioined Mr. Isaacs in reouest-
ine postponement of the adoption of the Salary
Ordinance. i,iembers of the City Council indi-
vidually pointed out to Mr. Isaacs and the
fire fighters that the salary survey conducted
by the City Manager had included all positions
within the City or-anization and had been con-
ducted in conjunction with the classification
GitD. NO. 580 survey. It was pointed out that the posi-
ADOPTED tions of Hoseman and Fire En7ineer were estab-
lished from the old class of Fireman Driver.
The position of Hoseman was established at
one step lower than the former classification
of Fireman Driver. This was done at the re-

uary 2, 1957 meeting, was broucht up for
passa?e on the motion of Councilman Robinson,
Katzakian second. Second readin? was omitted
after reading by title, and was then passed,
adopted and ordered to print by the follow-

the Zoning Ordinance. Councilmen Hughes and
Robinson agreed that it was the intention of
the City Plannir.F Comrission to recommend to

sidered for relief only after the parking

mission to draft the ordinance in line with
the intent of the City Planning Commission
and City Council. The matter was deferred
until a future meeting. The Council then
examined the balance of the recomr.-endations
from the City Planning Commission item by item.

itis. Weller submitted a recommendation from the
DISTRIBUTION
Pension Board for the distribution of the accumu-
lated separation reserve at the rate of 338
for each year of current service for the employees
of the retirement system. He explained that the
reserve consists of the City's contribution for
em olovees who have for one reason or another
terminated their employment with the City. Under
the Pension Ordinance recently adopted, this
reserve is to be distributed with the approval
of the Citv Council. He pointed out that the
balance of the reserve is now 427,240.36. On
the basis of S,38 a year, the distribution would
total S25,707 leaving a balance of $1, 533.36
-in the separation reserve. The recommendation of
the Pension Bca rd was approved on the motion of
Councilman Fuller, Hughes second.
KERBY ANDER-
k,:r. 'Weller reported that the term of the lay

incumbent, M'r. Kerby Anderson, had been recommended

reappointed to the Board on the motion of Coun-
cilman Fuller, Katzakian second.

AWARD SEWAGE LIFT !,.r. 'yeller presented tabulation of bids re-
S^_ATION ceived for the installation of a sewage lift
station. The low bid of X17,904 was submitted
hLS. NC. 1993 by Arthur J. Stahl of San Francisco. The
ALvPTED highest of the ten bids received was $41,o35.
Resolution No. 1993, awarding the sewage lift
station installation to Nx, . Arthur Stahl,
was adopted on the motion of Councilman Hughes,
Robinson second.
AW,KRD :RUCKS AMD The City N.anager reported the tabulation of
CARhYALL bids received for three pick-up trucks, two
2 -ton trucks and one carryall. In the case
RES. SO. 1994 of the carryall the only bid was from Loewen
ADOPTED Auto Company a t $1,510.71. For nick -up trucks
Loewen was low with the bid of 4L,489.89.
The next low bid by Krieger Motor Company was
44,794.72. Loewen auto Company's bid of
$L,683.13 was also low for the 2 -ton trucks.
The next bid by A.P.L. Manufacturing Company
was WL•,931.20. Resolution No. 1994, award-
ing the contract for six vehicles to Loewen
Auto Company as low bidder, was a dooted on
the motion of Councilman Robinson., Fuller
second.
AWARD Srdr.LL ANIr%IAL The Citv 7.anager reported two bids had been

animal shelter. The bid of C.K.N. Builders

of Lodi was low at $18,800.00. He explained

that when added to the balance of the cost of
installation the total would be W22,700.
This compared to the City En?ineer's estimate
of $20,000. 1�1r. Weller stated that in light
of the small number of bidders, he believed
further advertisine would serve no ::urpose.
He therefore recommended that the award be
made to the C.K.N. Builders. Resolution No.
1995, award:.n5z the contract for construction
of the small animal shelter, was adopted on
the motion of Councilman Hughes, Fuller second.

Claims in the amount of $136,653932 were
approved on the motion of Councilman Robinson,
Katzakian second.

Mr. ":feller then submitted a report from the
LEVEE
Citv Engineer regarding the installation of
a levee alon;r a portion of the south bank of
the r•iokelunne River. He reported that studies
were presently under wav by the Army Corps
of En=ineers and he would recommended deferral
of levee construction until the Army Engineers'
report is completed. Councilman Robinson
stated that he felt the City should proceed
as planned and he then moved, Katzakian second,
that the Citv Manager be instructed to pursue
the project for levees at approximately an
elevation of 49.7 feet alon= the east and south
portions of the lake and an elevation of 50.5
feet from the caretaker's cottage west around
Indi Lake Park, and authorizing an a nolica-
tion to the State Reclamation Board for the
project. Councilman Hughes explained that
his participation in the discussion and vot-
ing mist be misunderstood. He then withdrew
from the discussion. The motion was gassed
by the following vote:

- Councilman Robinson then stated that since Dor-
tions of the proposed levee would provide more
_ protection to urcperty in the unincorporated
area than in the City, he felt the County should
participate in the cost of the levee. He then
moved, Katzakian second, that the City Manager
be instructed to see what financial aid could
be received from the Coanty of San Joaquin.
Councilman Hughes a<-ain withdrew from discussion.
The motion was passed b-, the following vote:

NOES: Councilmen -None
ABSTAIN: Councilmen-Humhes
TRAFFIC SIGNALSThe City Manager then reported the results of
APPROVED traffic counts conducted at five of the major
intersections within the City. He reported
that only two intersections have an avera7e
vehicle count in access of 750 vehicles per hour,
which is considered a minimum requirement for
the installation of traffic signals. He reported
the traffic count at Lodi Avenue and Sacramento
Street at 1,040 vehicles per hour and the inter-
section of School Street and Lodi Avenue with a
vehicle count of 942 per hour. The Citv Engineer
recommended that traffic lizhts be installed at
these two intersections. He also reported that
the estimate for the widening of School Street
.along the east side between Lodi Avenue and the
first alley south was $1,300. However, since
this widening would require the removal of all
the lar7e trees on the east side, the City
Engineer recommended that the widening of South
School Street be accomplished on the west side
if the street is to be widened at all. However,
he recommended that the street not be widened.
The cost of widening the west side for the full
block is estimated at .2,130.00. Councilman
Hughes stated that the school traffic nroblem
atthecorner of Lodi Avenue and Central Avenue
was sufficient to justify the installation of a
sinal lip -ht at this intersection. He then moved,
Robinson second, that the City Manager be instructed
to proceed with plans for installation of traffic
lights at the corner of Sacramento and Lodi Avenue.
School Street and Lodi Avenue, and Central and
Lodi Avenues. The motion passed by unanimous
vote.
S. SCHOOL ST. Councilman Robinson then stated that he believed
WIDENING South School Street should be widened on the
east side between Lodi Avenue and the alley just
south of Lodi Avenue. Councilman Katzakian
stated that he did not believe the wideninc
should take place on School Street south of Lodi
Avenue, because the traffic south of Lodi Avenue

would not be sufficient to warrant the extra
width. He also stated he felt it would be un-
desirable to increase this traffic. The matter
was then deferred until the meeting_ of February
6, 1957.

HIGHWAY 99
The Council then considered a proposal from
FRONTAGE ROAD
Glenn and Clare Houston for the exchange of
property owned by the City consisting of, 80
feel alon57 the west line of Lot 14, Live Oak
Colony No. 1, for property_ owned by the Hous -
tons lyin= along the east line of the proposed
99 Highway By-pass. It was explained that be-
cause the City possessed this 80 -foot strip, which
is suitable for improvement as a street, the
Division of Highways had no plans for extend-
inT the frontage road along the east side of
the highway north of Pine Street. However,
the Division of Highways had indicated to N,r.
Houston that in the event oronerty was made
available to them aloncr the east side of the
freeway between Pine Street and Victor Road,
they would be willing to install the frontage
road within that riEht-of-way. D%r. Houston
also indicated that if the exchanp-e were made,
section of railroad track would be extended
into this riffht-of-way by the Central Cali-
fornia Traction Company to provide facilities
for industrial development. The City's 80 -
foot strip contains 2.3 acres, whereas the
property contemplated for dedication to front-
aE,!e road proposed would he 1.2 acres. Councilman Hughes
and Councilman itobin son stated znat they were
in accord with a proposal to locate the front-
age road along the east side of the freeway,
but thev felt the right-of-wav should be
increased to 80 feet to provide space for a
street wider than the frontage road nronosed
by the Division of Highways. Mayor Mitchell
then stated that he believed the City should
not include the north 180 feet of the City-
ormed procerty in the trade, since this prop-
erty mi7ht be of value of the City at some

future date. T^e Cite Council aTreed that the
exAnge of orooerty should be made on ecual
terms. On the notion of Councilman &atzakian,
..uahes second, the Council voted to inform all
mar-ies concerned that the Cit- Council favors
the location of the frontage road alonE the free-
way ris t -of -way, but the terr^s of the exchan-e
should be worked out after further study.
