City Attorney Mullen and City Manager Weller also present. Minutes of the meetings of December 5 and 19, 1956, were approved as written and mailed. PUBLIC HEARINGS ORANGE AVE. Resolution No. 1991, Ar;provinp: the Assessment, was then adopted on the motion of Councilman Katzakian, Fuller second. ANNEXATION OF Mayor Mitchell then called for protests to the 61,TH ADDITION proposed annexation of the 1164th Addition, Lanas South of Mokelumne River and East of ORD. NO. 581 Highway 9911, and the proposed zoning of said I:VTY.ODUCED territory as M Industrial. No protests were offered. Councilman Fuller then moved, HuChes second, the introduction of Ordinance No. 581, aaorovinF the annexation of the 64th Addition. The motion was passed -by unanimous vote. CITY PLANNING CQi%1.ISSI0N OFF-STHF3T The Council discussed the recommendation of PARKING REQUIRE- the City Planning Commission for amending the KENT off-street parking recuirements of the Zoning Ordinance. Citv Attorney Mullen reoorted that his report reouested by the City Council was not complete. However, he suggested that a maor nroblem to face the Citv Council will be whether or not to exempt specific areas from the recuirements of the ordinance where these areas are part of a oarkin� district. He su77ested that the City Council give thought to this part of the problem while he was comnleting- his report. (Councilman Robinson arrived at 8:20 p.m.) Councilman Robinson stated that he was in favor of eoinR ahead on the basis of the rec- ommendations of the City Planning Commission. Further discussion was postponed until the Gity Attorney's report was available. COi,,mUNICATIONS MARCH OF DI�,ZS A letter from A. A. Cristofani, Chairman of the March of Dimes Campaign, repuestin the Cit,, Council's permission to o'_ace wishing wells at the corners of School and Oak Streets and Pine and School Streets for the purpose of collecting funds for the %•larch of Dimes Campaign. Permission was granted on the Notion of Council- man Hu=hes, Fuller second. ....u.r L7� continuea 101 REPORTS OF THE CITY MANAGER PARKING DIST. The City Manager called on the City Attorney who APPRAISAL reported that he had received a proposal rom F. J. Dietrich and Company in Stockton for the appraisal of property proposed for acquisition by Parking District No. 1. hr. P+.ullen explained that F.J. Dietrich was the only fully oualified appraiser in the area. Mr. Dietrich submitted the oro^osal for the appraisal of all property proposed for acquisition with the exception of the Thompson property in Lot 7, Block 3, City of Lodi, and the Turner Hardware Building, a portion of Lot 2, Block 9, City of Lodi. He proposed to complete the appraisal for $4,500. On the motion of Councilman Katzakian, Robinson second, the Council authorized the employment of F.J. Dietrich and Company to conduct the appraisal for the sum of $4,500. SUPER, MOLD Councilman Hughes then suggested that Mr. Dietrich APPRAISAL also be employed to appraise property for accui- sition by Super Mold Corporation. He moved, Fuller second, that F.J. Dietrich and Company be employed for the Super Mold appraisal. The motion was passed by unanimous vote. TRUCK SPECS The City Manager presented specifications for the purchase of two two -ton trucks and one carry- all for use by the Engineering Department. He reported that all vehicles had been authorized in the 1956-57 bud7et. Specifications were approved on the motion of Councilman Fuller, Katzkaian second. WEST LODI AVE. The Cite Manaeer reported that he had received WIDENING notification from the City Engineer that signed deeds for all of the property on Lodi Avenue be- tween School Street and the Southern Pacific ri?ht- of-way had been received by him with the one excep- tion of the prooerty on the northeast corner of Sacramento Street and Lodi Avenue. All deeds were offered to the City on the basis that the City would install curb, gutter, and sidewalks. On the motion of Councilman Robinson, Fuller second, the Council voted to accept the deeds under the terms offered. CHARLES Mayor Litchell announced that the City Council VEREGGE ALTHEA had received notification from Mr. C.R. Van Bus - GROVES APPTD. kirk that he did not wish to be reappointed to TO REC. COM1•1. the City Recreation Commission on the termination of his term, December 31, 1956. He offered the VAN BUSKIRK name of Mr. Charles Veregge, 621 Eureka Avenue, RETIRES as the replacement for Mr. Van Buskirk on the Recreation Commission. He also sug?ested that RES. NO. 1992 Mrs. Althea Groves be reappointed. On the motion ADOPTED of Councilman Hughes, Katzakian second, Mr. Charles Veregge and Mrs. Althea Groves were appointed to the City Recreation Commission. The Maivor ex- oressed the feeling of the City Council that Pair. Van Buskirk had contributed a Treat deal to the youth of Lodi during the time he had served the City as a member and Chairman of the Recreation Commission. Resolution No. 1992, expressing appreciation to P -:r. Van Buskirk has served continuously as a member of the Recreation Commission of the Ci -.y of Lodi since his original appointment, January 21, 1942, and 'vlHEREAS, since July, 1950, i -.:r. Van Bus- kirk has served with distinction as Chairman of said Recreation Commission, and WHEP.EAS, durin- the fifteen years he served on the Recreation Commission, the cormunity has made notable advances in its public recreation orogram includin? the establishment of a recreation program under the joint sponsorship of the City of Lodi and Lodi Public Schools, the development of a master plan for parks, establishment of working arrangements with the Lodi Grane and Wine Festival for year around rental of Festival facilities for use as a recreation center, the purchase and development of John F. Blakely Park in con- formity with the recreation master plan, as well as the general -rowth and development of a recreation program which now serves more people in more ways than ever before, and 'ArHERENS, these advances in the recreation proi�ram were effected under the energetic and unselfish Guidance of i�lr. Van Buskirk as Chairman of said Recreation Commission, and WHEHEKS, yr. Van BuskirK has expressed his desire to resign from the Recreation Commission at the completion of his term on December 31, 1956, NM4, THEnEFORE, BE IT RLSOLVED, by the City Council of the City of Lodi that the resignation of Mr. C.R. NO. 567 Ci_lman Robinson called attention to Section ADOPTED 11 of the Ordinance and asked when the people in the audience could address the City Council. The City Attorney replied that for items not appearing on the aprenda the public could aaa'ress the Council during the public hearin7, and for items on the a=encia the public could address the City Council during the discussion after receiving recoPnition from the Mayor. Minutes of January 2, 1957, continued 103 Councilman Robinson then stated he felt an item should be Drovided on the agenda for Councilmen to initiate discussion of items not on the a7enda. The City Attorney stated that this would not be necessary since any Councilman could request permission from the N:ayor at any time to offer discussion. Ordinance No. 567 was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - Fuller, Hu_Rhes, and Katzakian NOES: Councilmen - Robinson and Mitchell ABSENT: Councilmen - None Ordinance No. 567 was then signed by Mayor Mit- chell in anoroval thereof. GEN:RAL MILLS ORD_Nxt�CE N0. 578, ENTITLED "ORDINANCE APPROVING ANNEXATION THE jiNNEXATION OF CERTAIN UNINHABITED TERRITORY, DESIGNATED 'GENERAL MILLS ADDITION' TO THE CITY OF LODI, AND CLASSIFYING SAID PROPERTY IN THE N. iNE USTRIAL ZONE", having been introduced at the December 19, 1956 meeting, was brought up for passage on the motion of Councilman Katzakian, ORD. NO. 578 Hughes second. Second reading was omitted after ADOPTED reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - Fuller, Hughes, Katzakian, Robinson and Mitchell NOES: Councilmen - None ABSENT: Councilmen - None Ordinance No. 578 was then signed by Mayor Mit- chell in approval thereof. RSTIhEMENT ORDINANCE NO. 579, ENTITLED "AN ORDINANCE A1,1E1ND_ SYSTEM AND ING SECTIONS 8, 9, 12, 13, 14, 15 AND 20 AND PENSION FUND REPEALING SECTION 21 OF ORDINANCE NO. 416 ENTITLED "AN URDINANCE CREATING A RETIREMENT SYSTEM FOR CITY EMPLOYEES, ESTABLISHING A PENSION FUND Ti:EHEFOR AND CREATING A PENSION FUND," having been introduced at the December 19, 1956 meet- ing, was brought un for Dassaoe on the motion of Councilman Robinson, Fuller second. Second ORD. Ordinance No. 580, salary ordinance, was then introduced on the motion of Council- man. Katzakian, Fuller second. FIRE LEPARTD-TENT The Citv PianaFer then pointed out that he had ".E(i1rST received a recuest fron the Fire Department for a twenty -four -hour -on and twenty -four- hour -off shift arrangement. He explained that with the present shift arran.6ement fire- men worked an average of 63 hours. He nointed out that this would not shorten the work week, but the Fire Chief felt that it would make the operation of the Denartment more efficient. The request for the twenty -four -hour -on and twerty-four-hour-off shift arrangement was then authorized on the motion of Councilman Katzakian, Robinson second. FEDUCTION OF Mr. Moeller then su;r-ested that the City Cour.- PO:ICE WORK WLEK cil Five consideration to the reduction of the work week for the Police Department from forty-two hours to forty hours a week. He stated that at the present time the Lodi Police Department was the only one in the County requiring a work week in excess of fort; hours and if shortened to forty hours it would not reouire additional nersonnel. The motion by Councilman Hughes, Fuller second, to authorize a forty -hour week for the Police Department was adopted by unanimous vote. Di;PAHTIN.ENT HERD Mr. Weller then recommended the salaries of S Liti, IE6 department heads be increased as follows: Cit.; Engineer $750 per month Surt. of Utilities 675 Chief of Police 650 Fire Chief 650 Finance Director 650 Recreation Director 650 On the motion of Councilman Robinson, Fuller second, the recor.7endations of the City Manager were approved and the recommended salaries authorized. INCREASE OF CITY Councilman Robinson then moved, Katzakian rANACER AND CITY second, that the salary of the City Manager CL: RK SALARIES be set at � 1100 per month and the City Clerk's salary be set at $630 per month.
