Also present; City Manager Glaves, _rector Rodgers, Administrative Assistant Brown and City Lllen. fUNICATIONS Notice from the California Roadside Council that Senate subcommittee hearings will be held this fall on the problem of billboard control and urging the City to participate. Resolution from the County of Solano endorsing Lodi's resolution urging reconstruction of State Sign Route 12 between the Mokelumne River and Highway 99. Application for Transfer of Alcoholic Beverage License, 0n -Sale Beer, of F. M. Macias, Lido Club, 18 South Main Street. ?ORTS 0 `s is CITY "AILGER The City Manager brought up the -.atter of the 1958 f Street Deficiency Report prepared in compliance with Section 2156 of the Streets and highways Code by the Director of Public Works, copies having been previously distributed to menbers of the Council. In co-Imenting on the report, Councilman Robinson suggested that East Lodi Avenue from Washington Street to 99 High- way be included for widening. Councilman Mitchell stated that West Lockeford Street from Pleasant Avenue to Crescent Avenue needs widening. Council -tan Brown cuestioned the status of the Turner Road Underpass. The City ;tanager stated he was endeavoring to gather data to use as a measurement for sharing costs with the County. He said that loo could be expected fro: the Southern Pacific Company, and that the balance of costs would have to be borne by the City and County. The City :Manager was instructed to continue negotiations with the County on the Underpass. The Council accepted the 1953 Street Deficiency Report in accordance with Section 2156 of the Streets and Highways Code of the State of California on motion of Councilman Mitchell, Brown second. The City Manager presented the bids on installation ARD of the Alicante-Tamarack-Rimby Street Lights, the Collins Electrical Company of Stockton having the 2163 low bid of 48,181.00. On motion of Councilman Cul- bertson, Mitchel. second, the Council adopted Reso- lution No. 2163 awarding the contract for the Alicante- Tamarack-Rimby Street Lights to Collins Electrical Company. Mr. Glaves reported that the City had received two ;RVICE requests for water service outside the City limits: 3 One from `•r. E. H. Pope for his property on the south side of Victor Road at Myrtle Avenue; and the other from `.Mr. Ed Barbera for a residence on the west side of Church Street south of Kettleman Lane. In line with its policy of reiecting such applications unless such service would be advantageous to the City or unless annexation were pending, the Council denied both requests on motion of Councilman Culbertson, Mitchell second. 828 'Minutes of September 3, 1958 continued EASEMENTS The City :Manager presented a recommendation from ABANDONED the Director of Public Works and the Superintendent PLA.iT of Utilities that the following portions of ease- iES. NO. 2164 ^:eats be abandoned because they are not needed bJ AND the City: The east three feet of an easement along RES. NO. 2165 the west line of Lot 25 of Kirst Estates No. 3; ADOPTED and the north ten feet of an easement south of West Lodi Avenue on the property of Ted Schneider. On motion of Councilman Robinson, Brown second, the Council adopted Resolution No. 2164 adopting the order abandoning the east three feet of the easement on Lot 25, Kirst Estates No. 3. On motion of Councilman Brown, Mitchel'_ second, the Council adopted Resolution No. 2165 adopting the order abandoning the north ten feet of the easement on the Ted Schneider property. Councilman Culbertson stated that the excess footaze should also be abandoned for the other nrooerty owners along this CROSShiAL: easement adjacent to Lodi Avenue. PARKS The City Manager presented job specifications for GARDE'JER Par's Gardener and requested that the Council establish CLASS7F1C:.TiOPi the position with a salary range of $376 to $458. The Council established the position of Parks Gardener RES. NO. 2163 and adopted the job description therefor by passage ADOPTED of Resolution No, 626 amending the salary ordinance by inclusion therein of a salary range for Parks ORD. NO. 625 Gardener of 0376 to $453, on motion of Councilman INTRODUCED Robinson, Culbertson second, CLAIiMS Claims in the amount of 0114,125.77 were approved on motion of Councilman Culbertson, Mitchell second, SEWER LINE The City Manager stated that the present 18" out - AT DISPOSAL fall sewer between the Sewage Treatment Plant and PLA.iT the 30" outfall line along Kettleman Lane was inadequate and that the Director of Public Works SPECS was req'uesting that the installation of 24" and r„PRO'vED 30" pipe be authorized and that specifications for the required pipe be approved. The City Manager recommended that this work be substituted in the 1958-59 Budget for the 18" line on South Stockton Street. On motion of Councilman Mitchell, Brown second, the Council approved the specifications as presented and authorized calling for bids. On motion of Councilman Brown, Mitchell second, the Council substituted in the 1958-59 Budget the installation of the sewer line from the Sewage Treatment Plant to the outfall line along Kettle - ^an Lane in lieu of the construction of the 18" line on South Stockton Street. CROSShiAL: The Council established a crosswalk on Holly Drive RES. NO. 2166 at the pedestrian walkway crossing the Southern ADOPTED Pacific tracks opposite the George Washington School by adoption of Resolution No. 2166 on motion of Councilman Mitchell, Brown second, CHILD CAR=: The City "Manager stated that he had received a CENTER request from the School Board for lease of additional area for the Child Care Center in maple Square whic', would then give the Center use of the east 108 feet and the south 29 feet of the Square. Since the City has no present use for this area, he reco-mended that the request be granted. On motion of Councilman Mitchell, Brown second, the Council authorized the City Manager to execute a lease with the School Board for the area and also requested that patrons of the Center be encouraged to use the Sacramento Street entrance rather than the one on Lodi Avenue because of traffic hazards. The motion was seconded by Councilman Brown and carried. INDUSTRY Councilman Mitchell presented a resolution endors- 'ELCOMED ing the establishnent of Mexico Refractories Com- pany in the Lodi District, stating that it was of RES. NO. 2167 benefit to the cornunity to have industries corning ADOPTED into this area. Councilman Brown moved the adoption of Resolution No. 2167 welcoming the establishment of Mexico Refractories in the Lodi District and ordering the sending of copies of the resolution to the San Joaquin County Board of Supervisors, the San Joaquin County Planning Commission and the Mexico Refractories Compan. The motion was seconded by Councilman Culbertson. Councilman Robinson stated he would prefer to endorse the Chamber of CoT^:erce in bringing in industry rather than to pinpoint a ;particular irduszry; however, he would vote for the resolution presented. The motion carried by unani-•--ous vote. 99 BYPASS The City Attorney reported that necotiations for exchange of property between the City, Houston, Griffin and the State in connection with the 99 Eypass had been completed.
