C. Heckenlaible and City Attorney Mullen. On motion of Councilman Brown, Mitchell second, the minutes of August 6 were approved as written and mailed after the follow- ing correction: In the first paragraph under the heading "Ordinance No. 623 introduced", the words "for commercial establishments only", were inserted after the words "parking districts" in the fourth sentence. PLANNING C0M ISS=0N SUBDIVISION ORDINANCE O.R.D. NO. 624 INTRODUCED Planning Director Rodgers distributed the revised drafts of the Subdivision Ordinance and pointed out the changes which had been made at the previous Council meeting. Additions being presented for the first time, were Section 1.53, 1.54, 1.55, 1.56, 1.57, 1.58. City Manager Claves noted that the words, "Appendix A" in Section 5.24, "Appendix A" in Sec- tion 5.32 and "Appendix B" in Section 5,34 should be changed to read "Resolutions of the City Council". On motion. of Councilman Robinson, Mitchell second, Ordinance No. 624, adopting the Subdivision Ordinance was introduced by a unanimous roll call vote. COi'r`.UNICATI0_:S c3U:iCIL RESOLUTION NO. 2155 Letter from California Highway Commission acknowledg- ing receipt of Resolution No. 2155, urging the re- construction of State Sign Route 12 between Mokelumne River and U.S. 99. The resolution will be considered August 27 at the meeting of the California Highway Commission and filed for consideration in future budgeting for State Highway funds. REPORTS OF THE CITY MANAGER SECONDARY CLARIFIER CONCRETE PIPE CONTRACT RES. NO. 2158 ADOPTED The City Manager reported that G. R. Dickhoff and Sons had requested a further extension of 30 days for completion of the secondary clarifier due to problems in receiving ecuipment. Extension of 30 days was granted on motion by Mitchell, seconded by Culbertson. The City Manager report -gid that two bids had been received for concrete pipe. A bid of 49,508.50 from Mumbert Pipe Company and a bid of 09,421.00 from the Spiekerman Concrete Pipe Oompany were received. The City Manager recommended that the low bid from Spiekerman Concrete Pipe Company in the amount of 59,421.00 be awarded the conrract. Councilman Rob- inson asked whet:.er the award was being made on the basis of an overall bid or a unit bid. In his opinion the City should divide its business among the con- tractors in the City. Attorney Mullen pointed out that this was contrary to the State law which gives the Cities the authority to let contracts for public projects. The Claude C. 'Mood Company was the sole bidder for PAVING paving Lockeford Street having bid 417,907. The City Manager reported that this is 11.7% hiz-er that. the EnF'_neer's estimate, and in order to award t: -e bid the Council would have to seek auproval from the State inasmuch as it is not within t::^e required 100. Other alternatives would be to reject the bid and perform the project by force account or to rewrite the specifications reducing them to enable the City to get a. lower bid. Rep- resentative in the audience from Claude C. Wood reported that the bid on sub -grade was 5,,4, high or a total of 4450 due to a clerical error. A re- duction of the bid price by this amount would lower the price to within the required 10%, and his Company would be agreeable to negotiating with the City for a new contract price. Moved by Mitchell, sec- onded by Robinson, the Council voted to reject the bid by the Claude C. Wood Company and direct the City Enireer to perform the work b-- force account. NO. 2159 tion No. 2159 was adopted awarding contract to ADOPTED William Burkhardt, correcting a typegraphical error on the specifications for walkway to read "lineal feet" instead of "square feet" which would change the bid price to $6,937.95. EROS70N CON_ The City Manager reported that the new levee had TROL NEW been unfortunately constructed in a year of heavy LEVEE rains which caused -uch erosion before the start- ing of plant 7rowth. Pictures were shown to show RES. NO. 2162 the need for repairing the levee and seeding it ADOPTED prior to the coming winter. The City had received two bids for seeding. One of X1800 from the Justice Company of Oakland and one of 02400 from Andelco, Incorporated, Antioch. It had been found that the State hig,:way favors the process used by the Justice Company. Councilman •lobinson questioned the use of so ^:any annual seeds and so few perennials. The Manager pointed out that protection for the first year is the most critical and after that the levee would be relatively safe from damaging erosion. The Manager also reported that the City does not have a bid for repairing the erosion, however the contractor has not yet completed his work and will maize the repairs at the same time for a slight additional cost. On motion of Councilman Mitchell, second Culbertson, Resolution No. 2162 was adopted awarding the bid to the Justice Company of Oakland for the seeding of the new levee. POLICE AND The City Manager referred to his memorandum to the FIRE DEPT. Council of August 18 reporting on his survey of SALARIES police and fire department salaries. Based on the City of Stockton, which has raised its sal?ries ORD. NO. 625 since the first of January separating the salaries I -7--C=D of the police and fire at a wider mar: in, he there- fore recor^*nends a one-step increase on all classes of police and fire up. to and including Asst. Fire Chief and Police Captain. Councilman Robinson voiced the opinion that the local governments appear to keep moving each other up and they should Minutes of August 20, 1958 continued 325 be the first to hold the line. Mayor natzakian disagreed stating he felt it was not the cities competing with each other, but that salary increases were 'brought on by increases in private industries. City Manager Glaves pointed out that the natter was brought up for the discussion of the Council inasmuch as this is one of his resoorsibilities. That there is a good possibility more cities will be increasing between now and the end of the year, which would- make it necessary for him to review all City salaries at that ti -.e. On the motion by Cul- bertson, second Brown, Ordinance No. 625, granting a one-step increase to all personnel of the police and fire departments, excluding department heads, was introduced by the following votes: PAR=iG '=ER City Manager presented the Parking Meter Ordinance ORD_T;."'.CE for adoption, pointing out para:graph "g" of Section 2 had been deleted and Section 3 had been substituted ORD. No. 622 by a new paragraph which would allow for setting INTROD1'7ED of all parking meter zones by Council resolution. Other points raised by the City Councilmen which were clarified were that: separate offenses means that a parking ticket can be issued for each additional hour held overtime; the minimum park- ing length is approximately 22 feet; construction equipment using parking stalls on emergency basis must feed the meter unless a permit is obtained AYES: Councilmen - Brown, Culbertson., Mit- chell and Katzakian NOES: Councilmen - Robinson CLAIMS C'_ai*ns in the amount of $140,937.28 were approved on motion of Councilman Brown, Mitchell second. MASTER Councilman Robinson suggested that if the City is DRAINAGE to have an o.en ditch to the Tidewater, he would PLAN like to see a tour by the Council of similar type structures as pointed out by Wilsey and Ham which has the recommended type of ground cover, the type of construction, and get an idea of the approxi- mate cost before the Council gives its final approval. Mayor hatzakian directed the City "tanager to contact the Firm of Wilsey and Ham in order to arrange such a tour. Councilman gown questioned Director of Public Works as to the effect this open ditch would have on rice fields and whether or not it would possibly drain them through seepage. Mr. Heckenlaible did not think it would damage the ditch but the ditch might drain some of the water. The Council then discussed tth.possibility of providing relief to the City in the interim time before the Master Drainage Plan is in effect. The Director of Public Works pointed out that land has been offered by Mr. Houston for storage of water from the Industrial Park and that a pump to be installed on Sacramento and Elm will aide the down- town area somewhat. In an effort to remove sone of the pressures on the Council for making final decision on storm drain problem, the City Manager asked that the Council make an official_ decision on whether or not the ulti-ate olans would allow for leaving the existing pumps at the river regardless of the drainage plan_ finally adopted. NO. 2160 front the Police Chief; the penalties referred to in ADOPTED Section 17 are determined by the Courts, and reve- nues obtained from meters outside the Parking District would not be Daid into the Parking District but would be used for -..aintenance of the meters outside of the District. Councilman Brown suggested that Good Friday be added to the periods exempt from paying parking fees. Councilman Culbertson questioned whether the charges and deposits for construction equipr.ent was on an equal rate with the Tneter charges. This will be checked into by the City Manager. On motion by Robinson, second Culbertson, Ordinance No. 622 creating a new parking meter ordinance was intro- duced. On motion by Councilman Culbertson, second Brown, Resolution No, 2160, adopting parking -peter zones was adopted. Second read- ing was omitted after reading by title, and was then passed, adopted and ordered to print by the following vote: AYES: Councilmen - Brown, Culbertson, Mitchell, Robinson and Katzakian NOES: Councilmen - None ABSENT: Councilmen - None TAi?"RACK- City "tanager reported that with street completed CRESCENT ST. at the intersection of Tamarack Street and Crescent, CROSSWALK there would soon be a request for the establish- ment of the crosswalk. On motion by Mitchell, RES. NO. 2161 second Brown, Resolution No. 2161, establis:^_ing ADOPTED a crosswalk at Tamarack Street and Crescent was adopted. REPORTS OF THE `.AYOR COUNTY -WIDE Mayor Katzakian re,orted receipt of a letter from WATER CON- the Mayor of Stockton suggesting all cities in SERVATIO; Sin Joaquin County, the County of San Joaquin and other interested agencies in the area meet together to enter into infornal discussions on water conservation.
