On motion of Councilman Mitchell, gown second, the Council approved the map and authorized the Mayor to sign. The acceptance of the streets offered for dedication is subject to improvement of the streets to City standards before they will be *maintained by the City, 4MUNICATIONS Claim for Damages in the amount of $700 from the Pacific Telephone and Telegraph Company was rejected and referred to Lobaugh and Elson, the City's Broker of Record, on motion of Councilman Brown, Mitchell second, Resolution from the City of Rio Vista urging the IT elimination of grades and other improvements on g Highway 12 between Rio Vista and Denverton Corner '146;1 in Solano County, Councilman Robinson stated the City should give Rio Vista its moral support and should ask for support from Rio Vista on the improvement of Highway 12 from the MokeltLmne River to 99 Highway, The Council asked the City Manager to draw up a resolution requesting such improve - u ment from Rio Vista and requesting the State to improve Highway 12 from Rio Vista to Denverton ; Corner, Resolution from the County of San Joaquin request- ing the City of Lodi to file tentative subdivision s Y maps with the County Planning Commission, ! 5 Application for Alcoholic Beverage License, Off Sale Beer and 'Mine, from George F`urouka, Lodi Fish Market, 40 North Plain Street, rTS Petitions requesting the installation of street lights on Alicante Drive, Tamarack Drive and Rimby Avenue between Hutchins Street and Crescent Avenue and containing the signatures of owners of property representing 68% of the front footage 142 of the proposed district were submitted by the 0 City Clerk, the signatures being sufficient to give the City Council jurisdiction, The Clerk also presented plans and specifications for the proposed district. On motion of Councilman Mitchell, Culbertson second, Resolution No, 2142, adopting plans and specifications was adopted. On motion of Councilman Culbertson, Brown second, Resolution.No, 2143, declaring the intention of the City Council to form the Alicante-Tamarack- Rimby Street Lighting District, was adopted and public hearing set for August 6, 195$. Letter from the City of Bakersfield requesting that this city send a resolution to the League of California Cities requesting that the League prepare legislation for presentation to the State 47 Legislature for the purpose of allocating Federal - aid Urban. Money to cities. On motion of Council- man Brown, Mitchell second, the Council adopted Resolution No, 2147 supporting the Bakersfield request and urging the League of California Cities to prepare such legislation, X14 Minutes of July 16, 1958 continued REPORTS OF THE CITY MANAGER ?ARKING The City Manager gave a resume of his report and TIME LI'TITS recommendation on parking time limits in the park- ing lots in Parking District No. 1, in summation: PARKIN( DISTRICT 1. The parking lots be numbered as follows: NO. 1 Lot 1 - Walnut and Church Street. Lot 2 - South side of Oak Street. Lot 3 - North side of Oak Street. Lot 4 - Pine and Church Street. Lot 5 - Church and Elm Street. 2. Lot 1: rive -hour time limit at five cents Der hour. 3. Lots 2, 3 and 4: Two-hour tine 'limit at five cents per hour. 4. Lot 5: East section - Five-hour tire limit at five cents per hour. West section - Unmetered, Monthly stickers at 42.50 per month, �. Meters be purchased for Lot 5, but used to replace on -street meters which would be stored until needed for Lot 5. Councilman Mitchell, Brown second, moved that the recommendation of the City Manager be accepted. Motion carried. The City iltrorrey stated that one of the downtown merchants had talked to him about having free parking on the lots, but that the merchants had not come up with a plar. to pro- vide sufficient revenue for payment of the bonds. it was generally ar-ed that the parking meters be used for one year and that the merchants would probably not come up with a feasible plan before that time. DELAY ON The City Manager stated he had received a memoran- CHURC� ST. du -n from the Director of Public Works stating that WIDE"LiG in the process of widening Church Street at the ?arking District lots some telephone poles would have to be -roved and that the Telephone Company was contemplzating placing underground cable between Lodi Avenue and Lockeford Street in lieu of moving the poles. However, it would be six months before this work could be finished. The Director of Public works recommended that the street work be deferred until spring to give the Company the opportunity to make underground installations as it would not hinder development of the parking lots. The City Manager agreed with this recom- mendation. It was the unanimous opinion of the City Council that the Engineering Department should defer the curb, gutter and street paving on Church Street as recommended. Minutes of July 16, 1958 continued 315 ENGINEER TO The City Manager explained that the feeder line STUDY ELECTRIC of the electrical distribution system would need DISTRIBUTIOti to be replaced and that an engineer should be retained SYSTEM to make a study and recommendations on our system, He stated that several firms had been contacted and he recommended that the proposal of Rogers Engineering Company of Sacramento be accepted. The total cost of this work would not exceed 43,000. On motion of Councilman Brown, Mitchell second, the Council authorized the City Manager to enter into an agreement with Rogers Engineering Company. GAS TAX A Memorandum of Agreement for expenditure of gas AGR^EP•rNT tax allocation for major city streets for 1959 was presented. On motion of Councilman Brown, �_6 s. SVCS 214?q Mitchell second, the .Council adopted Resolution .DaprE L?No. 2144 approving the agreement and authorizing the Mayor and City Clerk to execute the same. SPECS Specifications for street materials were approved STREET and advertising for bids authorized on notion of MATERIALS Councilman Mitchell, Brown second, "NO U-TURN" The City Manager presented a memorandum from the INTERSECTIONS Director of Public Works stating that the present No U -Turn" signs are not covered by ordinance or RES. NO. 2147 resolution and giving a list of intersections where ADOPTED signs either are or should be installed. On motion of Councilman Mitchell, Culbertson second, the Council adopted Resolution No. 2145, authorizing installation of "No U -Turn" signs at the inter- sections recommended by the Director of Public Works. TREE REMOVAL The City Manager reported that the trees along Pleasant AND CURB Avenue adjacent to Needham School had pushed up CHANGE AT the sidewalk and also damaged the curb in some NEEDHAM SCH, places. The School Board wished to fix the side- walk and recommended that the trees be removed. The City Manager was concerned over the width of the street, but stated it would cost around $3,000 to remove the trees and move back the curb. He recommended that the trees be removed, but that the width not be changed. Councilman Mitchell moved that the trees be removed and the curb repaired. Councilman Brown stated that there would be quite an expense to repairing the curb where the trees were removed and it might be better to widen the street at this time. Councilman Culbertson moved, Brown second, that the trees be removed and the street be widened and new curb installed. Motion carried unanimously, MILLS AVENUE A deed was presented from Mr. and Mrs. Joseph Funk R/W for the right-of-way required to extend Mills Avenue oast their property immediately north and south o£ Lockeford Street. It is understood by the Funk's that the City will install curb, gutter, sidewalk and paving along the two corner lots only and the Funk's will pay for all improvements for the land behind the corner lots. SPECS FOR Specifications for the 1959' -Subdivision Paving SUED. PAVING Program were approved and advertising for bids author- ized on motion of Councilman Robinson, Brown second. SALARY OF The City Manager recommended that the salary of CHIEF OF the Chief of Police be set at 4650 a month. On POLICE motion of Councilman Brown, Mitchell second, the recommendation was approved. 316 Minutes of July 16, 195°G continued DRIVEWAY The City Manager presented a request from Mitchell REQUEST & Koenig, 525 West Lockeford Street, for a 30 -foot V1TC"TELL driveway on North Hutchins Strut i^nediately & KOINIG north of Lockeford Street, The driveway is required for a service station which is being constructed on that corner. On notion of Councilman Robinson Culbertson second, the Council auoroved the above request, with Councilman Mitchell abstaining be- cause of direct interest, DRIVEWAY Mr, Glaves then presented a request from the Lodi REq-TJEST Graoe Festival and National Wine Show for two GR. -.PE L;0 -foot driveways on East Lockeford Street for FESTIVAL entrance to the parking areaat the Festival administration building. On motion of Councilman Culbertson, Robinson second, the Council approved the application for driveways, Councilmen Brown and "Mitchell abstaining because being President and member of the Festival Board of Directors respectively. SUBDIVISION The Council then took up its study of the Subdivi- ORDINANCE sion Ordinance proposed by the City Planning Corr - mission. Most of the discussion concerned deposit recuirements for utilities and street costs.
