This regularly adjourned meeting of the City Council of
the City of Lodi held beginning at 8:00 o'clock p.m. of
Wednesday, June 25, 1958; Councilmen Brown, Culbertson,
Mitchell, Robinson andnatzakian (Mayor) present; none
absent, City Manager Glaves present; City Attorney Mullen
absent (arrived at 9:35 p."1.).
BUDGET
PU CTL'RE The City Manager requested the Council to
VINE, reopen discussion of the Streets and Build-
ings budget, stating that he had been informed
by Mr. George Stipe, Deputy Commissioner
of the San Joaquin County Agricultural Depart-
ment, that puncture vine was becoming more
prevalent in the City, and Mr. Stipe had
sug-ested that the City provide manpower
and oil for three months during, the summer
to control this noxious weed within the
City. The spray rie would be available
from the County free of charrze. Mr. Stipe,
who was in the .audience, stated that the
vine could be found along streets and
alleys, but that its growth in new sub-
dtvisions created the biggest problem as
trucks continually going in and out spread
the vine by carrying seed on the tires.
In answer to query, he stated that it might
take an abatement notice to =et the property
owners to pay for controlling the vine on
their property. It was decided that a
survey of the problem should be made, but
that immediate control of the vine was
important, and on motion of Councilman
Culbertson, Robinson second, the Council added
X1200 to the street and alley maintenance
budget for material and labor to control
puncture vine.
City Attorney Mullen arrived
STREET Councilman Robinson commented on the money
TREES in the budget for Street Trees; this had
been reduced by $1600 from the previous year's
budget, but he _felt it should be cut down
more, The Street Trees budget was approved,
but a study and report on the street tree
program was requested of the City Manager.
UTILITIES During review of the Utilities Department
PERSONNEL budget, the Council approved the addition of
two Maintenance Men II to the department.
PARK A FardPner for tre Parks Denart-An.t was
PERSONNEL approved after an explanation from the City
,•lana-•er that tr:e position would be filled
by a person who ..as a practical gardener
and would be expected to do manual work as
well as inspect and supervise park maintenance.
?ARK LE.VEE On motion of Councilman Mitchell, Culbertson
IMP'(; E":1iT second, the Council added w1500 to the Lodi
Lake Park budget to provide a sprinkler system
and turfing along the levee in the southwest
area of the park.

LAWRENCE The City Attorney suggested that a sidewalk
PARK be installed at Lawrence Park along the ball-
SILFWAL_ park as a convenience to the public. The
"Mayor stated this could be taken care of out
of the Contingent rural.
V41N BUSKIRK On motion of Councilman Robinson, Mitchell
PARK N '11D second, the Council named the park on the
northeast corner of Daisy and Pleasant _
Avenues "Van Buskirk Pari:", after receiving
word from the City Manager that Mr. C. R.
Van Buskirk had consented to having this
park, which he had deeded to the City, so
named.
PICNIC AREAS
City .Manager Glaves stated that development
of several picnic areas had been deleted from
the Park Department budget because of priority
of acquisition of park sites and their develop-
ment. The Council concurred, but agreed with
Councilman Culbertson that the Council should
keep in mind the development of picric areas
as they could bn used to good advantage, par-
ticularly by various organizations and groups.
LIBRARY
The Library buda_et was approved after rejection
of the request for a $1000 Contingent Fund.
POLII
Councilman Robinson questioned the City 'Manager
PERSONNEL
regarding his recommendation for addition of
two meter officers and five patrolmen to the
Police Department. The City Manager stated
that he still felt that his request would
provide sufficient personnel to establish an
additional 24-hour police patrol. Councilman
Robinson then agreed to the City T'anager's
recommendation.

On motion of Councilman Robinson, Brown
INTROD'TED
second, the Council introduced Ordinance No.
620, adopting the 1958-59 Budget as reviewed
and corrected, by reading of title only and
waiving reading of the ordinance in full.
The Council adjourned at 9:40 p.m, after
co=erding the City Manager on the outstanding
job he had done on his first budget presentation.
