Mr, C.E.Davidson, general contractor for the prcoosedconstruction on the property to be annexed, presented pians for 44 apartment units, 24 of which it is proposed to construct when annexation is completed; :he balance would be constructed if and :Then feasible, Mr. Davidson stated that an exchange of properties between Mr. Becker and the Faith Tabernacle Church was contemplated, the Church to recei-.:_ property alone, Loma Drive in exchange of property at t -e rear of the Church. fr. Hartwig of the Grove .ray _Realty Company spoke in behalf of the development. The Council was concerned with the use of the land in the event the property was not fully ceveloped as.roposed, r, Arthur Koth, 641 Lona Drive, owner of the property north of the proposed annexation, objected to R-4 zoning beyond Ja^es Street extended. He questioned the final plans of the developer, Members of the Council also expressed con- cern over the division of the areas to be zoned, Mrs, Jo'' -n Ge-ochio, 701 Lo^,a Drive, stated 'ner concern over the proposed rezoning because of possible detriment=al effect on her property. Council -an Culbertson stated that the Plannin- Commission had considered the effect of R-4 zoning on adjoining pro- perties and felt it was L^-rical zoning_ for the area. ONSIDE Letter from Francis A. and Evelyn Miller, UTILITY 600 Loma Drive, requesting permission for SERVICE temporary connections to the City's utilities and stating the services, if granted, would be temporary and granted on the basis that annexation of their property would be pursued and if annexation is not completed, the ser- vices may be terminated. On motion of Councilman Robinson. Culbertson second, the request was granted with conditions as out - .lined in the letter. REPORTS 0^ THE CITY "IAN,4.GER AWARD OILS City Manager Glaves presented the tabulation AND GREASE'S of bids on oils and greases for fiscal 195Q- 59. The Tidewater Associated Oil Co^pany, RES. N0. 2131 Stockton, was low bidder with oil at 0.549 ADOPTED per gallon, gear grease at 4.1'Li per p and and chassis grease at x.154 per pound. On motion of Councilman Culbertson, Mitchell second, the Council adopted Resolution No. 2131 awarding the contract for oils and greases to Tidewater Associated Oil Company. UNIFOR'd The City Manager then stated that the Chief PLI,74BING ;ODE Building Inspector had recommended adoption 1953 EDITIOii of the 195, edition of the Uniform Plumbing Code and that copies of the Code had been ORD. N0. 619 mailed to all local.pluinbers for comment, if I;v"TROD:iCED any. No comments have been forthcoming. The City Manager recommended that the Code be adopted. On motion of Councilman Brown, Cul- bertson second, the City Council introduced Ordinance No. 619, adopting the 'western Plumb- ing Officials Uniform Plumbing Code, 1955 Edition, by reading of title only and waiving reading of the ordinance in full and set the public hearing thereon for July 16, 1958. C77LEERTSO: Fuller on the Pension Board and he sups-ested AND ANDERSO:C Councilman Culbertson to fill the post. He also stated that the reappointment of Herby T. Anderson as the lay member of the Pension Board for anoti•.er two years should be ratified. On motion of Councilman Robinson, Mitchell second, the Council appointed Councilman Culbertson to the Pension Board and concurred in the reappointment o" Kerby T. tinderson. tfinutes of June 18, 1973 continued 303 Prs;_I,IING Mayor Katzakian then reported that the terms C0 IS ION of Lindsay ? 'Marshall and Melber P. Ayers on the Planning Commission would expire AYERS AND on June 30. He stated that Mr. Marshall did EL -.ITT not wish to be reappointed, but that .'.r. Ay<rs had consented to serve another term. The Mayor con --ended Mr.Marshall for the excellent _ work he had one on the Com*-.ission, notinT that he had served as Chairman during his tenure. He stated he had selected Robert K. Elliott to fill the vacancy and Mr. Ayers to succeed himself. On motion of Councilman Brown, Culbertson second, the Council confirmed the appointments of nobert K. Elliott and .1elber P. Ayers to the City Planning Com- mission for four-year terms to expire on June 30, 1962. - LIBRARY EOARD The Mayor, stating they were doing a fine job as Library Trustees, reappointed Miss RINK AND Ida E. Rinn and Mr. Lewis P. Singer, Jr., SINGER to the Library Board for anotrer zhree- year term which would expire on June 30, 1961. The appointments were ratified by the Council on motion of Councilman Robinson, Brown second. 1953-59 BUDGET The City Council commenced study of the budget document, starting with that of City Attorney and reviewing the accounts in consecutive order. The City Attorney stated that he had received two bids for codification of the ordinances, one from California Code Service (Allen Grimes) for $490: and the other fron Michie City Publications Company for $3750. He advocated codification by the Michie City ?ublications Company. He stated that it would require approximately ten mo.-ths to do the work, that the price quoted would include 50 copies of the Code, and that the Company would keep the Code up to date on an annual basis of $8.00 f.)r each original page, furnishing 50 copies of each. The City Attorney and City Manager felt than codification of the ordin- ances would be of considerable -aid in giving better service to the public. The council unanimously apy:roved 'having the ordinances codified by the Michie City Publications Com- pany and requested that 0750 be placed in the City Clerk's budget for that purpose. In reviewing the City Clerk's budget it was noted that the Chamber of Commerce's request for City participation in costs of Christmas decorations was not included. The City Manager said it was not included because he felt such an item was a *utter of policy and therefore should be decided by the Council. Mr. Jack Hog7att, Manager of the Chamber of Com^erce, beim- present in the audience, stated that the decorations for this year were expected to cost :4,576 and that the City had been requested :;o pay not to exceed 'one-half o--:' this anount; however,. the burden of the 811: Minutes of June 18, 1958 continued program was on the business people and it was up to them to raise their share before the City would make its contribution. Members of the Council felt that the City should partici- pate in such a program and on notion of Councilman Brown, Robinson_ second, authorized payment of one-third of the costs up to a maximum of 01500, for downtown Christmas decorations, Councilman Robinson remarked that consideration should be gi,en to appropriating a definite amourit as an expense account for the Mayor. It was sug-ested that this be considered in the 1959-60 budget, The Finance Department's request for an additional one-half Account Clerk in order to have a full time Clerk was approved, The Police Department budget contained a request for a part tine man for Pound opera- tions pending County -wide operation and was approved, The City Man ger's recommendation for an additional Meter Officer and six patrolmen was also approved, (Councilman Robin- son later stated he wished to defer action on the Police Department budget until later and was assured it would be in order until the ordinance adopting the budget was introduced The Council deleted X4700 in the Major Streets Construction account for improvement of Locke - ford Street between Stadium drive and Cherokee Lane, being of the opinion that the condition of the street did not warrant such an expendi- ture at this time.
