This regularly adjourned meeting of the City Council of
the City of Lodi held beginning at 8:00 o'clock p.m of •.ednes-
day, June 11, 195x; Councilmen Brown, Culbertson, Yitchei1,
Robinson and Katzakicn (Mayor) present; none absent. City
Manager Glaves and City Attorney Mullen present.
On motion of Council -!an Robinson, Mitchell second, the
minutes of May 21, 1958 and June 4, 195', were approved as
written and mailed.

PLAN ING CO: MISSION
The City Manager reported the following actions
of the Planning Commission:
1. Approved a use permit for Mr. Ben Schaffer
to develop a three -unit apartment at 11
Sierra Vista Place in the "M" Industrial
Zone.
2. approved a side yard variance for Mr.
Alfred Seibel at 93R Sylvia Drive in the
5-2 residential Zone.
3. Approved a variance for Mr. Robert Mertz
to waive the off-street parking require-
ment for a proposed building at 125 South
School Street_in the C-2 Commericial Zone.
Councilnan Robinson questioned the waiving of
the off-street parking requ.irenent for the
proposed building at 125 South School Street,
stating he did not consider it equitable to
.,aive the entire requirement as the Parkins Dis-
trict would only take care of a portion of future
requirements. It was pointed out that the vari-
ance was granted for this particular case and
that the question of off-street parking require-
ments would be considered at the public hearing
by the Planning Commission on amending Section
12.2 of the Zoning Ordinance.
The Planning Commission recommended that in the
construction of the new parking lots along
Church Street any necessary changes in the curb,
gutters and sidewalks be made so as to conform.
to an eventual paved width on Church Street of
60 feet with 10 -foot sidewalks on each side.
The Planning Commission is proposing that the
Master Plan be amended to designate Church
Street as a major street between Lockeford and
Lodi Avenue and has set a public hearing on
the matter. On motion oC Councilman Robinson,
Mitchell second, the Council approved the recom-
mendation of the Planning Commission and authorized
installation of curb, gutter and sidewalks along
Church Street at the Parking District lots where
re -installation was required to permit an eventual
paved width on Church Street of 60 feet with
10 -foot sidewalks.

in or out of the station because of the curb
and gutter and requesting a study of the situa-
tion by the Engineering Depart-ment and possible
elimination of the center curb and ;-utter along
Lodi Avenue. The City Manager reported that
he and the Assistant City Engineer had investi-
gated the situation and believed that 8 or 10
feet of curbing could be eliminated and at
the sane tine retain one parking stall. Council-
man Culbertson roved that Mr. Haas be permit-
ted to alter ,he c--rb and gutter on Lodi Avenue
at his own expense, providing° one parking
soace of lR feet be retained, and subject to
the approval of the City Enizineer. The motion
was seconded by Council -.an Brown and carried

levee alone_ Turner road south of the Lake Park
beach areaandstating that it was both unsightly
and created a dust problem. The Council dis-
cussed t:,e cost of installing sprinkler system
and turfing the levee to correct this situation
and felt it should be included in the 1958-59
budget. The City '`arager stated he would notify
Mr. Vertz the City was cognizant of the problem
and it would be taken care of.

Avenue and that the balance would be available
when Richfield Oil Company comp_.eted purchase

Lodi Avenue and Church Streets. The Director

started at Pleasant Avenue as far as availa le
rights of way permits. On motion of Council-
man Mitchell, Brown second, the Director of
Public works was authorized to obtain the
rights of way subject to installation at the
City's expense of curb, gutter, sidewalk and
paving, and to proceed with the work.

The City Manager presented a list of streets

order to permit the expenditure or Gas Tax
Funds on these streets. The streets are as

Circle; East Lockeford Street from Cherokee
Lane to Reynolds Road; West Lockeford Street
from Ham Lane to Mills Avenue, excepting that
portion now included in the Major Street System;
and Turner Road from Church Street to Cherokee
Lane. On motion of Councilman Robinson,
Mitchell second, the Council adooted Resolution
No. 2129 adding the above named streets
to the Major Stre.t System.

map of Cattell Manor on the corner of Hutchins

and Vine Street had been approved by the Plan-
ning Commission and he recor-amended that the
City proceed with the.--p,zrchase of appr.ximately
5;6 acres reserved as a nark site, as approved
at t -e meeting of April 16, 1958. Council-
man Ro inson, Brown second, moved that the
City purchase the above mentioned park site
at §3,368.00 per acre with the understanding
that Saint Clare Drive is to apo_ear on the
final map of the subdivision in accordance
with the tentative map_ filed April 13, 1958.
It is understood that Mr. Ca -Dell is to ne=-otiate
for the -Houston property which will be req•_ired
for Saint Clare Drive, The motion carried
unaninously. On motion of Counci'_man.Culbert-
son, Mitchell second, the City Manager was
aut`orized to negotiate with Ted Schneider
for the purchase of Lot 1, Vinewood Tract, to
tie in with the above park area.

The ?payor opened the meeting to discussion
of the 1958-59 budget which had been submitted
by tt:e City Manager, along :pith a memorandum
explaining proposed appropriations and a tabu-
lation of departmental requests showing the
City Manager's action ::heron.. Amor personnel
requests, the City Manager recoTMMended employ-
ment of a Planning Aide at ?300 a -^onth during
the summer months. He said a col'_ege student
was expected to be available for the job. On
motion of Councilman Robinson, Brown second
the Council approved hiring a Plannin; Aide
at $P300 a month on a temporary basis during
the sumer. In discussing additional Police
personnel, it was noted that the City Manager
recon:ended hiring; two female Meter officers,
one to replace the Dresent meter officer who
would be returned to patrol duty. The "anager
stated that consideration would alos be given
to havinz the meter officers under the super-
vision of the Finance Department. Objections
to female meter officers was voiced and on
motion of Councilman Mitchell, Brown second,
the Council aut-worized employment of two male
meter officers. Other phases of the budget
were discussed, but no action taken.
