MARCH 5, 1954
This regular meetinz- of the City Council of the City of
Lodi held beginning at 8:00 orcloc p,^, of Wednesday, March 5,
1958; Councilmen Fuller, Katza<:ian, Mitchell, Robinson and
Hughes ("ayor) present; none absent, City Manager Glaves and
City Attorney Muller_ present.
On motion of Councilman tiatzakian, Mitchell second, the
minutes of February 19, 195P, were approved as written and mailed,

PARK SITES The recommendation of the Planninz Connission
and the Recreation Commission for acquisition
of park sites, which had been taken under advise-
ment at the meeting of January 8, 1958, was
brought up for action. The following sites
were recor".merded as essential in the over-all
development of a park program within the scope
of the Master Plan:
1. The northwest corner of Hutchins and Vine
Streets - five acres,
2. Immediately south of the Erma B. geese
School - five acres,
Ed DeBenedetti, Director of Recreation and Parrs,
pointed out that acquisition of 3,4 acres on
the southeast corner of Lincoln Avenue and First
Street had also been recommended, but the prope^ty
has since been purchased by a subdivider. This
site had formerly been considered the most
important to acquire. He displayed several
maps, showing the location and tyres of parrs
in existence and proposed, explaining that
the sites requested would be used as passive
park areas which are areas designed pri?-Warily
for activities of individuals rather than
groups. Mr. DeBenedetti mentioned that the
size of the areas requested followed the Master
Plan and, also, that the Plan advocated tot
lots in conjunction with passive par-: areas
rather than as separate units. He stated teat
_t woul- be advisable to obtain the services
of a landscaa_e architect for the over-all plan-
ning of Lodi Lake Park before proceeding with
f, -,rt -e-- development of that area, Councilman
Katzakian asked what the Cor.IInissior_ thought
about building a swir.nina pool. Mr. DeBenedetti,
speaking for himsel', replied that the City
should consider t_:e development of a pool in
conjunction with t%.e High School at the west
Campus site. Such a project is in the discussion
stage as far as the City and School Board are
concerned, Councilman Fuller objected to using
City funds to help build a pool on the High
School site, Councilman Mitchell felt that
another pool was desirable and that the Recreation
Comnission should work towards the procurement

types of facilities, had been considered. Mr.
DeHenedetti stated that the new High School, the
Festival Grounds, Lawrence Park, and Lodi Lake
Park could be considered as regional par..s. In
addition, Micke Grove is in the Lodi area. Council-
man Katzakian stated he was in favor of acquir-
ing the park sites recommended. Mr. DeBenedetti

Charles Verrege, Samuel D. Salas and David e-ese.
Councilman Robinson stated that he thou;h the
Recreation Commission was attending the meeting
to exchange views and discuss recreation
problems in general with_ the Council; however,
it was pointed out that the Commissioners 'dere
in attendance only in regard to the park -sites
recommended. Planning Director George Rodgers
then presented two maps of the City, one showing
its growth in size and population and the other
showing the developed areas, and he explained the-
in relation to proposed and existing paries,
Councilman Fuller, Kat�akian second, moved t*nat
the recommendation of the Recreation Commission,
as approved by the Planning Commission, to
consider acquisition of five acres on the north-
west corner of Hutchins and Vine Streets and
five acres immediately south of the Reese School
as park sites be approved. The motion carried
unanimously, Councilman Fuller moved that
negotiations for purchasing both properties be
started. The motion died for a lack of a second,
Councilman Robinson moved that the City Manager
enter into negotiations for the five acres on
the northwest corner of Hutchins and Vine Streets
or adjacent thereto. The motion was seconded by
Councilman Mitchell and carried unanimously, The
City ?Manager expressed concern over the loss of
the site at the southeast corner of Lincoln and
First Streets, stating that the idea of a park
in this general area should not be abandoned.
The Recreation Director said that other locations
in this area would be viewed, Commissioner Salas
stated that if the Reese School site were let ao
too long, it would be lost. The City Manager
assured Mr. Salas that a policy had been set in
that the property was to be acquired at some
future date, so if it became necessary, the prop-
erty could be negotiated for, Mr. J.M. Burnett,
representing the owners of the Goodman property
on the Hutchins -Vine Street corner stated that
the owners wished to sell the property, amounting
to 18 acres, as a unit, although the; haC. no des` -re
to block progress of the City. Members of the
Council expressed their appreciation for the work
being done by the Commission.
METHODIST CHURCH The City Manager submitted a report and reconmenda-
ALLEY REQUEST tion from the City Planning Comr.:ission on the
DENIED question of alleys in the area bounded by Lodi,
Pleasant, Lockeford and Sacramento Streets. The
report was submitted in connection with the request
of the First Methodist Church for a ore -way alley
going west at the rear of the Church. According
to the report, there is no congestion in these
alleys at the present time, and the problem which
might exist on Sunday mornings at the rear of the
Methodist Church could be rectified with cooperation
from Church members, The Planning Co^nmission
therefore recom*nended that no changes be made at

man Robinson moved, Fuller second, that the
recommendation of the City Planning Commission
be followed at the present tine. Councilman
Mitchell cast the only dissenting vote. The
Planning Commission recommended that the nrop-
erty on the east side of Ham Lane between. Locke -
ford and Elm Streets and the north side of Locust
Street between Ham Lane and Sunset Avenue be
rezoned from R-1 residential to R-2 residential.
On -otion of Councilman Katzakian, Robinson
second, the Council set public hearing on this
matter for March 19, 1958.
At its Meeting of February 2d, 1958, the Plan-
ning Commission took the following actions:
1. Approved a use permit for ?Irs. E.L. Hepper
to operate a rest ho -e at 516 "West Lodi
Avenue in the C-1 commercial zone.
2. npproved a use permit for D. Davis to
operate a machinery sales and service
business at 1004 South Cherokee Lane in
the C-2 commercial zone.
3. Denied a variance for `sirs. Peter Larson
to erect an eight foot fence in the side
and rear yards at 1025 South Orange Avenue
in the R-1 residential zone.

LIBRARY SITE
Letter from tee Lodi Public Library Board of
REQUESTED
Trustees requesting the Council to decide on a
definite site for a new library building and
recommending the selection of the Emerson School
grounds. The Mayor stated that the Council
was waitin-- for the Civic Center Report before
making a decision on a site for the library
and that right after receiving the report, they
would like to have a-eeting with the Library
Board. Planning Director Rodgers assured the
Council that the report would be completed short-
ly. The City Manager is to write a letter to
the Library Board stating the Council will con-
sider a site for the Library after receiving
the Civic Center Report.

LOADING ZONE The City Manager presented a recommendation from
REESE SCHOOL the Engineering Depart"ent that a request for
an 1RO-foot passenger loading zone in front of

EMERSON SITE

ARRESTS BY The City Manager read an ordinance reco=ended

which would authorize the police to make arrests

No. 612.
CO`.CESSIONS The City Manager reported that some reed had

ions; the sucessful bidder would have to use avail-
able facilities. Councilman Katzakian moved,

bids for concessions at the softball and baseball

The City Manager presented the tabulation of bids

City Manager stated this would not be the entire

cost of the project as some work would 'cave to
be done by City crews. On motion of Councilman
Katzakian, Mitchell second, the Council adopted,
Resolution No. 21J2 awarding the con.ract for
construction of a secondary clarifier to G.R.
Dickhoff & Sons for 553,073.00.
TRAFFIC
The City Manager stated that a letter had been

the State Division of Highways regarding traffic

Street at 99 Highway in connection wit- construc-
tion of the ypass. The State would onl-- need
temporary signals, but if the City desires to
have permanent sinnals, the State would be will-
ing to share the costs with the City by paying
for half of the installation. The City Manager
recommended that permanent signals be installed
jointly with the State. The Council authorized
the Director of Public Works to negotiate with
the State for joint installation of perp -anent
traffic signals at Lockeford Street and 99
